=== [Page 1] === Will America soon be second-rate? [The second and last part of a very frank CONSIDERATION OF AMERICA'S POSITION VIS-À-VIS THE RAPIDLY ADVANCING COMMUNIST ECONOMIC PENETRATION] by ALLEN W. DULLES Russia founds strongholds through a gigantic aid programme EVEN if the emphasis continues to fall on heavy industry and armaments, there may be some improvement in the standard of living of the Russian people. Only since Stalin's death, in 1953, has serious attention been paid to such an improvement. The moderate slowing of the stormy growth of heavy industry that has since set in has been largely the result of the transfer of more resources to housing, agriculture and the production of consumer goods. Under the present Soviet plans the standard of living is expected to rise by about a third in the coming seven years. Having reached that higher level, the standard of living will still lie below ours, but will mean considerable progress for people who for a very long time had to content themselves with a very low one. The Soviet seven-year plan too, even if it is not carried out in full, will provide the means needed for a vigorous expansion of trade and of aid to the neutral countries and the countries of the free world that have not yet reached full economic development. Around 1965 the Soviet Union will supply so many raw materials and, in part, industrial products, that the industrialisation needs of those countries can be met with them. Nationalism THE OUTCOME of this part of the rivalry between east and west — the communist countries' striving for more economic influence in the not yet fully developed countries — is of the greatest importance for the survival of the free world. We live in an age of unprecedented change. In little more than ten years more than 750 million people who were under colonial rule have become independent in 21 countries. In all those new countries one finds a fierce nationalism, accompanied by a strong drive to raise the standard of living. In all those countries it is believed that this goal can be reached by industrialisation. The leaders of world communism react keenly to the opportunities this great transformation offers them. They realise that the future of communism is assured only if communism can spread. Their best chances of spreading their doctrine lie in Asia and Africa. While they try to keep all our attention fixed on the Berlin question, they penetrate Iraq with arms, economic aid and subversive activity. They are moreover active in Africa. Billion THE programme of the communist countries for trade with and aid to countries not yet fully developed got properly under way in 1958. In that year those countries received more than a billion dollars in credits from the communist bloc together. In the four-year period ending in 1958 the total of grants and credits given was 2.5 billion dollars. Of this 1.6 billion came from the Soviet Union and the rest from China and the other communist countries. One-ninth [garbled] of all that consisted of arms for the United Arab Republic, Yemen, Iraq, Afghanistan and Indonesia. Those countries, and India, Argentina, Ceylon, Burma and Cambodia, received the lion's share of communist economic aid. More than 4,000 technical experts from communist countries have been sent out to help in the further development of the new countries of the free world. About seventy percent of those technicians work in the economic field. Others are occupied with the reorganisation of military bases and with the training of military specialists. In the communist countries much is also done for the training of students from the not yet fully developed countries. So far about 3,[garbled] students, technicians and military specialists from those countries have received training behind the Iron Curtain. Even if these figures show that this aid from the communist countries is still far below ours, one must not forget that this massive programme of economic and military aid is concentrated on a few strategically important countries. These figures of course do not include the economic aid of the Soviet Union to the other countries behind the Iron Curtain and to communist China. Showpiece INDIA, which has received more than 325 million dollars in grants and credits from the communist countries, is one of the principal countries referred to above. The showpiece of the Soviet Union's economic aid there is the Bhilai steelworks, built by Russians. The United Arab Republic has received more than 900 million dollars in aid and credits from the communist countries in the past four years. These expenditures now seem to the Soviet Union considerably less lucrative than they promised to be a year earlier. Iraq is a splendid example of the opportunistic nature of the aid of the communist countries. Before the coup of 14 July the economic contact between Iraq and the communist countries was negligibly small. In recent months the Soviet Union has provided Iraq with more than 250 million dollars in credits for military and economic construction. The council for the construction of Iraq has sent away the two Western advisers attached to it. Western technicians are now also being dismissed in Iraq and contracts with many Western firms cancelled. Moscow's effort to bring the government of Iraq to rely entirely on the support of the communist countries is growing ever stronger. The number of government servants in Iraq sympathising with the communists is gradually increasing. The Soviet policy of economic penetration fits exactly into that country's subversive activities all over the world. Those activities form the third main element in the trinity of Soviet threats: the military, the economic and the subversive. Unchanged INTERNATIONAL communism has not changed its method of working since the days of the Comintern and the Cominform. The Communist Party of the Soviet Union, which is led by Khrushchev, takes a leading position in this. That party apparatus has a world-embracing task that was defined by Lenin and Stalin. Under Khrushchev's leadership this task is now carried out far more subtly than in Stalin's time. The main aim has remained, however, to undermine the power of resistance of the entire free world. It is obvious that the most vulnerable countries come first in this. The striking force is supplied in the first place by the communist parties of the Soviet Union and communist China. These two give direction to the communist party cores that exist in virtually every country in the world. Every communist party maintains secret links with Moscow or, as regards certain parts of the Far East, with Peking. Those parties maintain open links with the international communist movement. At the 21st congress of the Communist Party of the Soviet Union, representatives of communist parties from about 60 countries were present. Among them were also two representatives of the American Communist Party. All those communist leaders expressed their confidence in the ultimate triumph of the communist movement in the whole world. From time to time the Soviet Union has concluded treaties, such as for example the Litvinov pact of 1933, concerning abstention from interference in the internal affairs of other countries. After that pact was concluded America resumed diplomatic relations with the Soviet Union. That country wants nothing more than to conclude treaties of "friendship and non-aggression" with as many countries as possible. Those treaties are not worth the paper they are printed on. During the Second World War the international Comintern was dissolved in Moscow in order to put the ally America in a favourable mood. The work of the Comintern was, however, simply continued in another way. Front organisations BESIDE the penetration of the whole world by means of the communist party organisations, the communist leaders in Moscow make use of a series of front organisations that have penetrated all sectors of public life in the free world. One of them is the world federation of trade unions (not to be confused with the World Federation of Free Trade Unions. Ed. A.D.), which claims to have about 90 million members all over the world. Among those front organisations are also the international organisations that from time to time organise large youth festivals and student festivals. There are also the international democratic women's federation [Women's International Democratic Federation, WIDF], the world federation of teachers' unions, the international association of democratic jurists, and international organisations of communist journalists, doctors and scholars. Wholly outside the sphere of all these professional and social organisations falls the world peace council, which the communists founded with the special purpose of getting a hold on intellectuals. The peace committees of 47 countries are affiliated to that world peace council. Those peace committees win souls because they know how to coin money out of the magic word "peace". The Soviet Union has at its disposal more agents trained in espionage and underground political activity than any other country. In Moscow, Prague, Peking and other centres in the communist world such agents, recruited in numerous countries, are trained to go and spread the doctrine of communism in those parts of the world where difficulties arise. A large part of the Near East, South-East Asia and in particular black Africa is their main field of work, but the communists do not forget the western hemisphere either. The latter has been shown, for example, by the recent communist conspiracies in Mexico. Slogans THE MAIN AIM of the communists is the destruction of all democratic and free systems of government and the disruption of all economic and political organisations that form the foundation of those systems. Behind the Iron Curtain they ruthlessly suppress every attempt to gain more freedom. It suffices in this connection to mention Hungary and Tibet. Destroying is always easier than building. In its actions in the former colonies and the newly independent countries the communist world uses attractive slogans and exploits the bad economic conditions there to the full. The still shaky parliamentary systems in those countries are grateful objects for communist agitators. Now that we are speaking of subversive actions we must not overlook the fact that the communist leaders also pursue their aim by having other countries start small wars, as for example happened in Korea and Vietnam. Those who think that we can buy peace by making a compromise with Khrushchev are grossly misled. Every concession we grant him only strengthens his position and prestige and enables the government of the Soviet Union to go on oppressing the Russian people, with whom we would so gladly live in friendship. Our best defence does not lie in striving for compromises but in gaining a correct insight, in steadfastness, in a powerful and ready military apparatus that must deter an opponent from starting an attack, in the pooling of the economic forces of all countries of the free world; all this so that we can face the economic penetration of the communists and expose the technique of their subversive work. Conceit THE TOTAL power of the free world is still enormously greater than the strength of that part of the world which is under the rule of international communism. If they were to succeed and we to fail, this would be due only to our complacency and to the circumstance that they have devoted a much larger part of their means of power, abilities and resources to our destruction than we have been willing to spend for our preservation. They are not supermen. Recently they have committed a series of blunders that have enabled us, better than we ever could with words, to unmask their intentions. Only recently the communists, by their conduct in Iraq and Tibet, have set millions of Muslims and Buddhists against them. The introduction of the system of people's communes in China sent a shock of horror through the whole free world; even the leaders of the Soviet Union distanced themselves from it. Despite the problems surrounding the Berlin question, Western Europe is now stronger than at any time since the end of the Second World War. A large part of free Asia and the Near East is beginning to see the true nature of the communist danger. The outcome of the struggle against international communism depends to a very large extent on the steadfastness of the United States and on this country's willingness to accept sacrifices in assuming responsibility for helping to maintain freedom in our world.
