=== [Page 1] === Members of the communist faction in parliament, Sakirman, Tjugito, Mrs. Suwarti, Achmad Sumadi, Sujono and S. Utarjo, have, in a written interpellation proposal on the policy for foreign capital investments, demanded that the government make a statement before the plenary session of parliament concerning certain matters relating to the government statement of 8 December. This interpellation proposal states that during the colonial period the system of oppression and annexation as practised by the Dutch colonialists in the form of foreign capital is estimated to have yielded an amount of no less than 5,000,000,000 pre-war Dutch guilders, with annual profits of no less than 700,000,000 Dutch guilders, which were transferred abroad, in particular to the Netherlands. This has caused enormous damage to the Indonesian people, chiefly the workers, government officials, farmers and small entrepreneurs, who had to live in poverty and misery, which has no equal in the history of mankind. The supporters of the interpellation proposal further stated that, as a consequence of the RTC agreements, which were concluded by Hatta-Roem-Sultan Hamid-Maarseveen at the end of 1949, the domination of foreign monopolistic capital in the fields of shipping, mining, enterprises, agriculture, banking, import, export, etc. was restored in Indonesia, as a result of which foreign capital investors could make annually approximately 10 to 11 billion rupiahs, or 30 million rupiahs per day. It is said that the system of oppression and annexation from colonial times is still being exercised in the financial and economic field. As a result the Indonesian people, although it toils diligently, still experiences poverty and misery amid the abundant wealth of the Indonesian soil. The standpoint is taken that the Indonesian economic construction policy can yield favourable results for country and people only if it is aimed first of all at restricting and eventually liquidating the domination of foreign monopolistic capital, in particular that of the Dutch. The communist members of parliament further stated that in practice the government statement on foreign capital investments cannot possibly raise national production and improve the people's standard of living as the government indicates, but on the contrary would increase the profits made by foreign investors and spread poverty and misery among the Indonesian people. It was conceded that, as a result of the system of oppression and annexation as applied by foreign colonialists, Indonesia's position in the financial and economic field is indeed very weak and capital is needed for developing the economy. But the attraction of capital should not take place through foreign monopolistic capital investments, but in the form of credit, loans from abroad and aid in the form of services of experts, regardless of their nationality and, last but not least, without political obligations that could be harmful to country and people. What we therefore need is not a "statement on foreign capital investments," but legislation on credit, loans or foreign aid without political obligations attached to it and without discrimination with regard to the country itself. The following questions were put by the communist members of parliament in their interpellation proposal: 1. What is the present amount of foreign monopolistic capital in the fields of mining, enterprises, shipping, banking, import, export, industry, construction companies, etc.? 2. What is the amount of the profits, insurances, pension funds and that part of the salaries of foreign personnel that was transferred by the monopolistic foreign enterprises, among others the large oil companies, in the period 1951 up to and including 1954? And what is the amount of the annual depreciations, counted from the founding of the monopolistic enterprises? 3. Which enterprises can, according to the government, be regarded as "written off," because the amount of their depreciations already exceeds that of the total capital invested in the respective enterprises? 4. What is the number of foreign (Dutch, English, American, Japanese, etc.) experts who work in government services, state enterprises and semi-government enterprises? And what about their experiences? 5. What is the extent of the lands leased with foreign capital (erfpacht [hereditary lease], concession, smallholder farming, etc.) and that of the lands that are leased but not cultivated? 6. What induced the government to state that foreign capital investments will raise national production and largely improve the people's standard of living? Does the government of Burhanuddin Harahap then not know that this was used by the Dutch colonialists as a reason for continuing their "open door policy" at the end of the 19th century, and at present by the J.G. White Engineering Corporation, New York, to submit their proposals (as stated in the Economic Report on the economy of Indonesia, January 1953) to the government of the R.I. concerning foreign capital investments in Indonesia? 7. Does the government then not take the same standpoint as the interpellants, that one of the fundamental ways for the development of Indonesia's economy is the complete abolition of the domination of foreign monopolistic capital in banking, import, export, enterprises and plantation enterprises? And moreover: can Indonesia obtain credit, loans or foreign aid in the form of capital goods and experts as well as funds, provided that this does not harm Indonesia's sovereignty and independent policy? 8. Has the government already studied the possibilities concerning the ordering of machinery for oil companies, coal mines, diamond companies, tin extraction, hydro-electric stations, irrigation works, steel factories, automatic cement factories, etc. abroad, in particular Western Europe, the United States, Japan, the Soviet Union and the People's Democratic states in Eastern Europe, etc., and if this is the case, what are the results? Thus the interpellation proposal, which was submitted in writing to the provisional parliament on 24 December 1955.
