'samengevat in de 4 principes namelijk: 1. freedom of expression: 2. freedom of reliaion: 3. freedom from want en 4. freedom from fear. Kasimo (Katholiek), mr. Tambunan (Parkindo) Arudji (PSH), K.H.

=== [Page 1] === Wish to take part in hearing with president Seven members of parliament, who in general each form a "one-man faction" in the people's representation, have given written expression of their disappointment and concern that their groupings were not given the opportunity to take part in the hearing with President Soekarno on his conception. This fact deviates, in their opinion, "somewhat from the spirit of gotong-rojong," which forms the basis of the said conception. The statement was signed in turn by: 1) Ido Garnido (PRIM); 2) E. Wiratma Astapradja (PRD); 3) F.C. Palaunsoeka (Partai Daya); 4) Dr. H.S. Djalaluddin (PPTI); 5) A.D. Talu (PRI-Hazairin); 6) Ibnu Parna (Acoma) and 7) S. Papare (Persatuan Irian). They put forward that the attention of the whole people is fixed on the presidential conception and all layers of the population were busy with plans while awaiting the hearing with the president. Chief of staff with president The Army Chief of Staff, Major-General A.H. Nasution, and the acting chief of staff, Colonel Gatot Subroto, were yesterday morning in audience with President Soekarno at the Merdeka Palace. The meeting lasted about an hour. Afterwards the Army Chief of Staff was not prepared to give any statement concerning what was discussed with the head of state, but it is assumed that the visit of the chief of staff and his deputy to the president is connected with the lines of thought that live in TNI circles with regard to the presidential conception. The chief of staff recently declared his readiness to channel, in the appropriate manner, all opinions and lines of thought that live in TNI circles. PNI Surabaja The PNI branch Surabaja organised on Thursday evening in the Gedung Nasional Indonesia on Djl. Bubutan in Surabaja a public meeting in support of the concept of President Soekarno. The interest in the meeting was great, especially from the Marhaenists in Surabaja. This meeting was concluded with the adoption of a resolution in which the concept of President Soekarno is fully supported and which urges its speedy implementation. Under a heavy rainstorm a mass meeting in support of the concept of President Soekarno was held on Tuesday afternoon at Tambakredjo in Surabaja. Moh. Natsir The Masjumi paper "Abadi" publishes in large layout an article by the chairman of the Masjumi, Moh. Natsir, in which he analyses the present situation and comments on it. In his article Moh. Natsir remarks that Indonesia is at present in a critical situation that may be decisive for the future of the state and of the Indonesian nation. As a result of the slow construction of the state and the not so rosy domestic financial-economic situation, a conflict has now arisen over the question of which system of government is best for overcoming the existing difficulties. [Fragment, OCR displaced:] summarised in the 4 principles, namely: 1. freedom of expression; 2. freedom of religion; 3. freedom from want and 4. freedom from fear. These four freedoms form an indivisible whole; the dropping out of one of these freedoms means an infringement of true democracy. Long before President Soekarno made his conception known, he posited the idea of burying all political parties. This idea was in fact the first symptom of President Soekarno's intention to change the present form of government and replace it with a new system. In this respect President Soekarno is apparently of the opinion that the existing difficulties are caused by the large number of parties in Indonesia, which each have their own desiderata and ideals. [Fragment:] ... according to which a unanimous government should be formed that cannot be harassed by a political party. Our head of state is at present obsessed with this idea; to deny this would be "ostrich politics." When his idea of burying the political parties was received coolly by Indonesian society, since the Indonesian people are fully aware that the political parties are the only organs through which the people can make their will known, President Soekarno drew up his well-known conception, which provides, among other things, for the formation of a "gotong-rojong" cabinet without opposition, in contrast to the present form of government, which is based on the Western democratic system. Moh. Natsir fears that through the realisation of President Soekarno's conception true democracy in Indonesia will disappear, and he remarks further that the democracy presently in force in Indonesia is in fact not a "Western" one, but a synthesis of democracy as it is found in the East and the West. [Fragment:] Democracy is, after all, not a system but a philosophy, which can be applied in the East as well as in the West and which was so strikingly [Unreadable] by the late President Roosevelt. In order to abolish the party antagonisms President Soekarno has devised a panacea [Unreadable]. Moh. Natsir therefore does not agree with President Soekarno's statement to the students in Bandung that priority must now be given to freedom from want above freedom of expression. This would after all imply a return to colonial times. Moh. Natsir is finally convinced that the Indonesian nation is sufficiently potent to purify true democracy of its weaknesses and to uphold this democracy. We have after all won this democracy at the cost of many sacrifices, said Moh. Natsir. Adhesion With regard to the concept of Bung Karno we received declarations of adhesion from the DPI [OCR: rri.] (Indonesian youth council), the Gerwani Bandung and a list with hundreds of signatures of individual students belonging to the Faculty of Engineering and the FIPA. Against the concept is the Parki[ndo?] [OCR: Pdrki]. A delegation consisting of M. Natsir (Masjumi), I.J. Kasimo (Catholic), Mr. Tambunan (Parkindo), Arudji (PSII), K.H. Masjkur (NU) and A.A. Achsien (NU) visited the attorney-general in recent days to express its concern about the situation should similar actions be conducted on the side of those who are against the concept as by those who are in favour. The attorney-general thereupon gave the assurance that appropriate measures will be taken with regard to persons who break the law.
