x Zuid en Zuid-Oost Sulawesi, ter* wn'l het pacificatiecommando, dat tot taak heeft de veiligheid te herstellen, rechtstreeks verantwoording schuldig is aan de chefstaf van de landmacht. 1 Pirugadi gaf ook t je, dat met het bestaan vau genoemde coör-3 dinatielichaani, hoe dim ook r voor Zuid en Zuid-Oost.Sulawesi momenteel tweo commando's 1 bestaan. Dezö kwestie zal door de. 1 chefstaf van de landmacht en zijn sta. afgewikkeld worden, indien ' de rapporten en de verantwoording; van do beide betrokken cemman! danten binnen zijn. gekomen, al[ dus Pirngadi. '. Verder verklaarde hij, dat ofschoon er voor Zuid en Zuid- Oost Sulawesi twee instanties bestaan voor het herstel van de veiligheid, er tot dusverre nooit incidenten of botsingen zjjn voorgelromen tussen leden van beide instanties;

The head of the army information service, Lieutenant-Colonel Rudy Pirngadi, declared yesterday in Djakarta that it is not impossible that foreign elements will take advantage of the proclamation of 2 March last by the commander of TT-VII, owing to the fact that eastern Indonesia borders on foreign powers.
Lt-Col. Pirngadi, who together with Colonel Kretarto was delegated by the Army Chief of Staff to Makassar, returned yesterday afternoon to Djakarta, bringing with him arguments of the commander of TT-VII, Lieutenant-Colonel Sumual, about his proclamation of the SOB [state of war and siege] and military authority for the whole area of TT-VII. Pirngadi reported that the commander of TT-VII and the commander of the pacification command of South and South-East Sulawesi were handed the instruction of the Army Chief of Staff to make no change in their respective organisations. Furthermore they listened to the arguments of the commander of TT-VII concerning the conversion of the civil administration into a military administration for the TT-VII area. When one of the journalists asked whether foreign elements would benefit from the proclamation of TT-VII, Pirngadi answered: "It is not impossible, for eastern Indonesia borders on foreign powers such as the Philippines, Australia and West Irian."
Willing to come
Pirngadi further declared that the arguments of the commander of TT-VII will be handed to the chief of staff for further study. He was not prepared to give any explanation of these arguments. He also said that Lieutenant-Colonel Sumual has made known his willingness to come to Djakarta and render account to the Army Chief of Staff of his recent actions. Sumual is prepared to come to Djakarta at the latest on 15 March, and it will depend on his exposition to the Army Chief of Staff whether the latter will legalise Sumual's actions or not.
Sudirman
Pirngadi declared further that they also held talks with the commander of the pacification command for South and South-East Sulawesi, Colonel Sudirman, about his standpoint regarding the proclamation of 2 March last.
Owing to the loyalty of both commanders to the Army Chief of Staff, the situation in eastern Indonesia is not as tense as people think, said Pirngadi, who added that everything proceeds normally and that they had full freedom to speak with whomever they themselves considered important to be heard. He admitted that so far no meeting has yet taken place between Lieutenant-Colonel Sumual and Colonel Sudirman, but the former still recognises and respects the existence of a pacification command for South and South-East Sulawesi.
Sarbini
The visit of the commander of TT-V (Brawidjaja) of East Java, Colonel Sarbini, to Makassar is characterised by Pirngadi as a visit of "a father to his children, who find themselves in an area where new developments have taken place." Some units of the Brawidjaja division have been attached to the pacification command to cooperate in restoring security in South and South-East Sulawesi.
Pirngadi further declared that Colonel Sarbini asked Colonel Sudirman and Lieutenant-Colonel Sumual about the fate of the units of the Brawidjaja division that have been incorporated in the pacification command.
Coordination body
Pirngadi further declared that the coordination body for South and South-East Sulawesi is not intended to take the place of the pacification command.
[Garbled passage:] South and South-East Sulawesi, while the pacification command, which has the task of restoring security, is directly accountable to the Army Chief of Staff. Pirngadi also admitted that with the existence of the said coordination body, there are at the moment two commands for South and South-East Sulawesi. This question will be settled by the Army Chief of Staff and his staff once the reports and the accounts of the two commanders concerned have come in, said Pirngadi. He further declared that although two bodies exist for the restoration of security in South and South-East Sulawesi, no incidents or clashes have so far occurred between members of the two bodies.
Not equal to the Banteng Council
Pirngadi cannot equate the actions of the commander of TT-VII with those of the Banteng Council in Central Sumatra. The clear difference is, for example, the presence of troops of another division in TT-VII, whereas that is not the case in Central Sumatra. For the troops of the Brawidjaja division of East Java are indeed attached [lit. "in the board"] to the pacification command of South and South-East Sulawesi, said Pirngadi. He added that the whole matter will be settled by the Army Chief of Staff himself within the framework of the solution of the coordination body and the pacification command.
Central advisory council
PIA's correspondent in Makassar meanwhile reports that on Friday the installation took place in the governor's residence of the central advisory council, which will assist the military administration in eastern Indonesia. The installation was performed by Lieutenant-Colonel Sumual.
This central advisory council has 110 members, among them the governor of Sulawesi, Andi Pangerang Petta Rani.
Import and export
In a communiqué of 5 March from the military authority of TT-VII it is announced that all PIL (requests for import permit) can be processed normally by the foreign-exchange banks, with the stipulation that the place of destination must be the ports located in the area of TT-VII. Concerning export the following is stipulated: a. the export of copra from TT-VII for inter-island trade and foreign export is not permitted, pending further provisions on this; b. the policy of copra purchase by the government is continued normally; c. the transport of other export goods can take place normally. Appropriate measures will be taken against those who act contrary to these import and export provisions, while all previously issued provisions that conflict with the said regulation were declared invalid.
In parliament
The plenary session of the [Unreadable] yesterday took no decision regarding the request of the defence section concerning the sending of observers to TT-VII in connection with the events in Sulawesi.
It was proposed to include the following members in the group of observers: Slamet Ginting (PNI) as chairman, Mrs. Ch. Salawati (PKI), A.B. Karubuy (Persatuan) and K.H. Misbach (Masjumi), as well as Roza as secretary.
The coordination body is under the military governor of South and South-East Sulawesi and has the task of improving the situation in the area concerned, by, among other things, restoring security. The coordination body is thus an instance of the military administration of [Unreadable]
H. Senduk of the Parkindo considered it desirable that the question first be discussed in the consultation committee, and he proposed also including members of the other sections that have influence in East Indonesia in the delegation.
K.H. Muslich of the NU proposed also designating members of the internal security section.
H. Moh. Akib (Masjumi) was also of the opinion that members of the other sections should be included in the group, since the events in East Indonesia have not only a military side but also relate to the economy, finances and security. Mr. Hamid Algadri of the PSI submitted a similar proposal. [Unreadable] Abulhajat of the Pembangunan faction did not find it necessary to discuss the question first in the consultation committee. Subadio Sastrosatomo said he wished a statement from the government on the events in East Indonesia. Slamet Ginting of the defence section answered questions of members of parliament that the section has decided to send observers to East Indonesia in order to prevent the situation there from deteriorating while parliament is in recess. The events in East Indonesia are, according to him, first of all a military question. The defence section is therefore of the opinion that observers should be sent, while it is left to parliament whether members of other sections will also be included in the group.
Opinion of the PKI
The central committee of the PKI regards the proclaiming of military authority in East Indonesia as an act that is in fact the same as that of Colonel Simbolon and Lieutenant-Colonel Ahmad Husein in Sumatra, within the framework of the anti-republican activities of Colonel Lubis, which cannot be separated from the subversive activities of SEATO in Indonesia. This was announced by the central committee of the PKI on Thursday. The statement further said that Lieutenant-Colonel Sumual as commander of Territory VII is responsible for the "violation of the provisional constitution" in his command area, but as the auctor intellectualis of this action the PKI regards Lt-Col. Saleh Lahade. The committee is of the opinion that "the plot of Saleh Lahade" is intended to divert the people's attention from the conception of President Soekarno, said the statement, among other things.
President summons Mononutu
Arnold Mononutu was summoned to the president at the Merdeka palace on Thursday. It is presumed that the president asked Mononutu, who comes from East Indonesia, for information regarding the events there.
