President Soekarno yesterday morning solemnly installed the National Council in the Istana Negara in Djakarta. In his installation speech the president expressed his conviction that the formation of the National Council will make a contribution to the efforts to realise the ideals, as embodied in the proclamation of 17 August 1945, on the political as well as the social plane. The president, creator of the said council, gave the assurance that its formation does not undermine the position and function of the cabinet and parliament.
During the installation ceremony the oath was administered to 32 members of the council. Two more members have yet to be sworn in, namely Abdullah of Sumatra and Andi Mappanjuki of Sulawesi, who could not yet be in Djakarta yesterday. The filling of some vacancies can be expected within the foreseeable future. The ceremony was opened with "Indonesia Raya" when President Soekarno entered the hall, where the ministers, other civil and military high authorities and other invited guests had already taken their places.
Thereupon the director of the president's cabinet, Mr. Tamzil, read out the president's decree on the appointment of the members of the National Council. Subsequently the members were sworn in one by one, according to their own religious conviction. Roeslan Abdulgani as vice-chairman and secretary-general of the National Council opened the row, followed by the second vice-premier, Idham Chalid; the third vice-premier, Dr. Leimena; the Army Chief of Staff, Major-General Nasution; the chief of staff of the navy, Vice-Admiral Subijakto; the chief of staff of the air force, Air Vice-Marshal Suryadarma; the head of the state police, Sukanto, and the attorney-general, Suprapto. Thereafter the representatives of the functional groups and of the daerahs were sworn in.
Speech
After the swearing-in the president addressed the members of the National Council with a speech, in which he declared that the installation of the National Council is not only important but also constitutes a historic event, because with it "we have begun a new page in our constitutional life." The president further announced that the member Abdullah of Sumatra was not yet able to be present owing to transport difficulties, while the prince of Bone, Andi Mappanjuki, as a result of a car collision cannot yet undertake the journey to the capital. "A few vacancies in this Council will, God willing, be filled soon," said the president. The head of state further declared emphatically that with the formation of the Council the position of the cabinet and parliament is not undermined at all. The cabinet is still accountable to parliament and its position has remained exactly the same as in the past period. Parliament too still has the same function as before.
According to the president all this can be understood if one subjects the character, function and task of the National Council to a thorough consideration.
[Fragment:] ... the exercise of its task will be of great use for the realisation of the proclamation of 17 August 1945.
The president said that as proposer of the National Council he has taken a heavy responsibility upon himself. "If the formation of this National Council is regarded as an experiment, then I feel fully co-responsible," said the president.
Of the members the president hoped that they will carry out their task in the best manner and:
Character, function and task
a. that they will strive to see that the character of the National Council is preserved; b. that its function is realised as well as possible; c. that they will exercise their task with all the means at their disposal.
President Soekarno declared emphatically that although the Council forms a collectivity, its success or failure depends on each member personally. The character of the National Council is that of bundling together the dynamic forces in society that are not properly channelled by existing state institutions, towards a perfecting and smooth running of the administration in the interest of the welfare of country and people. The function of the Council is: a. to assist the cabinet; b. to lend authority to the cabinet; c. to act as a bridge between the dynamic community and the government, and vice versa. The task is to give advice on main matters concerning the state economy and society to the government, both when asked and unasked. From the character, function and task of the National Council it is clearly apparent that the authority of the cabinet and parliament is not undermined.
The president further expressed his hope that the National Council in [Unreadable]
The president further remarked that the formation of the National Council arose from the fact that the proclamation of 17 August 1945 must be fulfilled in order to arrive at the creation of ideals, both in the political and social field. "We alone know that what we have before our eyes as an ideal has not yet been realised. In my conviction the National Council is a contribution to the realisation of that which we set before our eyes as an ideal at the independence proclamation on 17 August 1945," said the president.
At the end of his message the president implored the Almighty's blessing for the Council as such and its members, so that this state, which is based on the Pantjasila, will be safeguarded and a just and prosperous state will come into being, as has been desired since 17 August 1945.
