=== [Page 1] === The central committee of the PKI in Djakarta has published a statement received from the branch board of North Sulawesi about the arrests carried out in the Minahasa. The statement further says that the PKI North Sulawesi has lodged a forceful protest against these arrests and demands that the PKI office in Menado, which was sealed by the military garrison command, be reopened. According to the communist statement, at the closing of the PKI office on the orders of the garrison command the symbol of the hammer and sickle was also removed from the building. The communist paper "Harian Rakjat" from Djakarta and the dailies "Suluh Indonesia," "Republik" and "Sin Po," likewise from the capital, are said not to be admitted there. In the PKI's protest the demand is therefore also made that press freedom and democratic rights in general be respected. The statement of the North Sulawesi branch of the PKI further mentions that the arrests were begun on the 20th of July last, at one o'clock at night. An official announcement from the information and publicity section of the military administration of North Sulawesi, according to the statement, reported that "the arrests which were carried out in the Minahasa area were carried out within the framework of the elimination of subversive actions. About 30 people were detained, largely consisting of members of the PKI." Of the arrested persons the PKI statement lists, among others: Karel Supit (secretary of the North Sulawesi committee of the PKI, also member of the Constituent Assembly and member of the regency council of the Minahasa), A.A. Warokka (member of the regency council for the PKI faction), H.L. Kaligis (vice-chairman of the regency council), A. Tiwouw (secretary of the election committee of the municipality of Menado), R. Rorimpandey (of the North Sulawesi commissariat of Barisan Tani Indonesia), W. Warokka (head of the agrarian affairs department of the Menado municipal office), Mrs. Wuntu-Ottay (of the leadership of the Gerwani in the Minahasa), N. Tuwlar [OCR: Tv. lar] (of the leadership of the Pemuda Demokrat) and finally the PNI member A. Tujuwale (member of the executive board and also member of the regency council of the Minahasa). The PKI statement says further that other arrests had already been carried out earlier by the military authority in the Minahasa, among others with regard to O.F. Puan, who is a member of the board of the PNI of North Sulawesi and chairman of the regency council of the Minahasa. According to radio broadcasts of RRI Menado, O.F. Puan resumed his work as chairman of the regency council some time ago. According to information obtained by PIA, the leadership of the "Permesta" in the Minahasa summoned several persons who had reacted fiercely against the "Permesta," with the intention of giving them information about the objectives of the "Permesta" for the building of the country. There was an "exchange of thoughts" with the summoned persons, which often had to last [several] days. Afterwards they were allowed to return home and resume their daily work.
