=== [Page 1] === Satisfied with decisions of national conference General debates on normalisation of the state of the country More explicit expression desired of cooperation of the dual leadership On Wednesday evening the general debates in the first round on the government statement concerning the normalisation of the country's situation and the results of the national conference were continued. Seven speakers took the floor. The session was chaired by the second chairman of parliament, Zainal Arifin, while the government was represented by the first vice-premier, Mr. Hardi, the third vice-premier, Dr. Leimena, and the Minister of Information Sudibjo. In general the speakers were satisfied with the results of the national conference, and except for the PKI member Nungtjik and Ibnu Parna of the Acoma, the speakers expressed the wish that the cooperation between the dual leadership Soekarno-Hatta might come to expression still more clearly. Katamsi S. Sendjaja (IPKI) stressed the importance of the results of the National Conference, which deserve all praise. But of more importance is the realisation of these results, whereby both the daerahs and the centre will act through the legal channels. The financial relationship between the centre and the daerahs, as well as the transfer of the vertical services, must be realised soon. The statement of Soekarno and Hatta has clearly reduced the tensions that had arisen in the daerahs. The reduction of the tensions further depends on the realisation of the results of the national conference. The process of normalisation of the country's situation is closely connected with whether or not a modus vivendi is found for the cooperation between Soekarno and Hatta, said Katamsi. The member Astapradja (PRD – Pendukung Proklamasi) declared himself glad that the national conference took place in a frank atmosphere, which atmosphere must be continued in the interest of the implementation of its results. The national conference has opened the way to cooperation between Soekarno and Hatta. It is left to society itself to smooth this way further. Concerning the army questions and the task of the committee of seven in collecting data, the speaker hoped that all this will be carried out accurately. Finally the speaker urged the government to settle the financial questions in the daerahs soon and to realise the transfer of vertical services to the daerahs as soon as possible. Hadji Sjaifuddin Zuhri (NU) declared among other things that the results, as made known by the government to parliament, give his faction the still greater conviction that the government will achieve more success in the implementation of its programme. Given the circumstances in which the national conference took place, its results are the maximum that could be achieved. The speaker said he fully supported the results of the national conference, especially in the questions concerning the security of the country. If the results are fully realised, all this forms the key to the normalisation of the country's situation. The speaker hoped that the participants of the national conference will act honestly and prevent abuses. Concerning the BE regulation [exchange-certificate system] the speaker asked whether the government will subject it to closer consideration. Furthermore the speaker urged the government to realise the division of the country [into regions] soon. Concerning the party system the speaker said he could not agree with the claim that the present difficulties of the country are to be ascribed to the political parties; in the speaker's opinion all this is to be ascribed to the abuse of them. [Garbled:] [Unreadable] Abulhajat (Pembangunan) [Unreadable] of brotherhood on the national conference, although in his opinion the participating delegations could have been more complete. The results of the national conference he called a victory of common sense over the passions that could have caused a fratricidal war. As main cause of the difficulties he named [Unreadable] the dual leadership [Unreadable] The changed situation after the [Unreadable] declaration of the [Unreadable] he named proof of this. It is therefore further the task of Soekarno [and] Hatta always to give their [Unreadable] jointly. Abulhajat regretted the fact that parliament was not [invited] to the national conference, while there are influential persons from the daerahs in parliament. He regretted the statement of the government that [Unreadable] the basic law on the conduct of daerah administration [Unreadable] called all too idealistic. Furthermore he asked whether the government already has a concrete plan for the realisation of daerah autonomy. On the relocation of the country's capital he proposed to freeze the plans for the time being, since this question will result in an unhealthy competition between the daerahs. On the fate of the parties he made the suggestion to let it be decided by a national conference between the parties. Nungtjik A.R. (PKI) called the results of the national conference a merit of the present cabinet, which is assisted by the National Council. The government's analysis with regard to the causes of the tensions in the country contains, according to him, positive and negative sides. But the most important thing, according to him, is that after the national conference we return to the independence proclamation of 1945. As cause of the unsatisfactory situation of the country he named the antagonisms between the reactionaries and the revolutionaries after the recognition of the sovereignty of the R.I. Nungtjik asked the government how far it wants to restrict the basic rights of man in connection with the plans to subject the position of the parties to a re-examination in accordance with the decision of the national conference. He further said that his faction will continue to support the results of the national conference according to the interpretation of the government. Finally he asked the government to liquidate the councils in the daerahs that endanger national unity and to form a gotong-rojong cabinet, which he called a condition for the normalisation of the country's situation. Ibnu Parna (Acoma) said that one must be careful with welcoming the joint statement of Soekarno and Hatta and said that it can be given by any arbitrary person who is prepared to defend the spirit of the independence proclamation. Ibnu Parna found it more correct to regard the joint statement as a sign of the failure of the two personalities in jointly bringing the revolution to an end. During the Renville and Linggarjati negotiations Soekarno and Hatta both made mistakes. V.B. Saka (Katolik) could appreciate the government statement, since the government has seriously discharged its task. Saka could accept the decisions of the national conference, in particular the decisions with regard to the improvement of the civil-service corps and efficiency at the ministries. Furthermore he requested the government to realise soon the granting of autonomy to the daerahs, in particular to Nusatenggara. Finally he urged a speedy implementation of the other decisions of the National Conference which benefit the people in the daerahs. Thus the general debates on Wednesday evening, which will be continued today. Rectification In the report on the general debates of parliament in our paper of yesterday an error crept in whereby Mr. Ahem Erningpradja was made to say words which he did not utter, while the exposition of two other speakers was not included. Below follows the correct rendering of the report. Ahem Erningpradja (PNI) paid tribute to the government, which, at the sacrifice of feelings of prestige, has realised its programme for normalising the country's situation. He said that although the results of the national conference are not perfect, the danger of a split could nevertheless be prevented thereby. Ahem Erningpradja called the joint pledge of Soekarno and Hatta the main result of the national conference, since through it the relations between the centre and the daerahs can be restored. He further urged a speedy implementation of the decisions of the national conference. Ahem warned that the implementation of the said decisions will run into difficulties if there are still persons who cannot free themselves from the old mentality, while he also wishes to see the speedy realisation of the cooperation between Soekarno and Hatta. Finally he said he would support the government's decision to promulgate a regulation concerning the party system, but he asked the government to take into consideration the possible social consequences that may flow from such a regulation. Ismail Napu (Masjumi) said he supported the call and exhortation to vigilance by Premier Djuanda at the closing of the National Conference, likewise the exhortation to keep far from prejudices and mutual distrust. He further wished to know what measures the government has already taken against elements that want to destroy the State, in particular elements in the centre, and why the government called the events in Sulawesi the most dangerous. Ismail Napu declared himself particularly glad about the government's statement that both Soekarno and Hatta wish no dictatorship. He further considers it necessary that parliament be informed of the discussions at the plenary meetings of the national conference. Ismail Napu asked the government whether it was true that Dr. Hatta will be offered the chairmanship of a National Planning Board and how the government stands towards the decisions of the Alim Ulama Congress with regard to the normalisation of the country's situation. He further asked about the correctness of the report in "Gelora Permesta" that the $100 million loan from the Soviet Union is said to be intended for the suppression of the movements in the daerahs. Finally he said that the formation of the autonomous regions in East Indonesia, which unlike the other regions is not done in an integral manner, will diminish the sympathy of the people in the daerahs, and that the government should therefore still carry out the matter. Mrs. Suharti Suwarto (PKI) saw in the decisions of the national conference proof that the present cabinet possesses authority and that the formation of the National Council has not been in vain. She further praised the government, which had the courage to correct itself, but regretted that this is not followed by persons in the daerahs who "have broken the law and wanted to engage in barter trade." Mrs. Suharti further criticised the councils in the daerahs that detain members of the PKI, in particular in the area of the Banteng Council, where according to the speaker the basic rights of man are violated. Finally she took the opportunity to criticise the military authorities in South Sumatra and North Sulawesi who had PKI members arrested and said that the decisions of the national conference are difficult to realise before the detained persons are released.
