=== [Page 1] === "Good result of national conference shows authority of government" The general debates in the first round on the government statement on the normalisation of the country's situation, including the report on the results of the national conference, which began in parliament on Wednesday, were continued yesterday morning with the hearing of 7 speakers. The first speaker, Ardiwinangun (Masjumi), was of the opinion that the discontent in the daerahs had a political character after the presidential conception was made known. On the results of the conference the speaker expressed his gratitude, but he declared himself more interested in their implementation. He further regretted the fact that parliament did not take part in the national conference. The government statement is in his judgement not objective and contains, according to him, no particular points that can clearly show what was discussed at the N.O. [national conference]. The speaker continued that he found it strange that the daerah movement in West Java is suppressed by the government, while it "lets the actions in other daerahs go on." The speaker further wished an interpretation by the government regarding the task of the DPRD (Regional People's Representative Council) and DPD (Regional Executive Board), which in his view is still very unclear and which two notions are especially muddled together in the province of West Irian. Finally Ardiwinangun pointed to the great significance of the restoration of the dual leadership Soekarno-Hatta for the daerahs, which restoration according to him must if necessary be brought about at the cost of a change in the government structure. The Catholic member Soetarto Hadisoemarjo (whose argument was preceded by his party colleague I. Kasimo) found the government statement on the decisions taken at the conference concerning the party system unclear, in particular concerning the ethical norms [Unreadable] the party system and on the meaning of "[Unreadable] parties." If the government intends to follow the system of West Germany, the speaker continued, this means that in Indonesia only the PNI, Masjumi, NU and PKI can exist and all other parties must be eliminated. With such a system the speaker could not agree, and added that the situation in West Germany is different from that in Indonesia. The third speaker, Werdojo of the "Permai," put forward that the Alim Ulama congress in Palembang, which was held almost simultaneously with the national conference in Djakarta, in fact aims at destroying the unity of the people. But, thank God, the results of the conference give the people hope again, he added. The speaker found it especially gratifying that the national conference brings the people back to the principles of the Pantjasila, the constitution, the law and the spirit of the proclamation. In the implementation one must, according to him, not deviate from the spirit of the conference and the two national figures Soekarno-Hatta must remain consistent in the realisation of the decisions taken by them in accordance with their joint statement. The speaker finally said he was convinced that Dr. Hatta will also realise in Indonesia the principle of co-existence, as expounded in his recent speech in the Chinese People's Republic, so that the idea of the presidential conception as well as that of the "gotong-rojong" cabinet will in the end nevertheless be realised. The PKI member Lukman praised the realistic attitude of the government, which has declared that although the national conference ran smoothly, it does not yet mean that everything has been put in order. He further put forward that the present cabinet, as initiator of the national conference, proves to possess authority. The speaker then said he regretted that Dr. Hatta's analysis of the problems between the central government and the daerahs offers no "way out." Regarding the emergency law on taxes for foreigners to increase the State Treasury, the speaker asked the government to consider an exceptional regulation for foreigners from the A-A [Afro-Asian] countries, who in their home countries are often without means. The said tax law could, according to him, result in diplomatic difficulties with the A-A countries; this emergency law should therefore in his opinion be withdrawn for the time being. Speaking about a number of points of the results of the conference, Lukman indicated that he could not agree at all with the decision to grant the daerahs the right to use their own foreign exchange for their own development, since this will mean a disintegration of the national economy. Finally the speaker requested that the necessary measures be taken against the Alim Ulama congress, so as not to cloud the atmosphere of the good results of the national conference. Partowidjojo of the PSII put forward that the government statement on the conference gives new hope. He further expressed his joy at the willingness of Soekarno-Hatta to cooperate again and expressed the hope that the two national figures will keep to their pledge. Mrs. Umi Sardjono (Pembangunan) declared that although the final result of the conference does not yet mean a complete solution, it at least forms a positive principle in the process of normalisation of the country's situation. The good result demonstrates once again the authority of the present government, she thought. What remains is the correct implementation, she continued, in which the restoration of legal principles, to which both President Soekarno and Dr. Hatta have pointed, is essential. The speaker doubted whether the decisions of the national conference can be realised as long as arbitrary arrests are still being made and barter trade is being conducted in the daerahs. The last speaker, H.J.C. Princen (IPKI), praised the honest attitude of the government in the daerah problems. The speaker regretted, however, the attitude of the government towards parliament and the Constituent Assembly with regard to the convening of the national conference, whereby in the speaker's judgement the duty of accountability was too little observed. He wondered to whom the government actually has to render account in this: to parliament, to the president, the National Council or to the army? The results of the conference should, according to the speaker, lead to a reorientation, so that a "new atmosphere" arises, for example by having the National Council replaced by a presidium. Furthermore the SOB must be withdrawn soon, the speaker concluded.
