On Monday evening parliament continued the general debates on the draft budget for 1957, in which nine speakers took the floor.
Mrs. Umi Sardjono (PKI) touched on the position of the Ministry of Justice and the security question. She said that the Ministry of Justice has a very great shortage of officials, in particular in the daerahs. Furthermore the ministry has to contend with a lack of transport and an insufficient budget. Mrs. Umi Sardjono expressed the hope that in the civil-service establishment by 1958 already 60% of the total complement will be provided for. She further requested the government to pay attention to the prison buildings, which to a large extent are already outdated and need repair. She further asked that the control of foreigners be applied still more strictly in order to prevent people who are involved in subversive actions from fleeing the country, as Mr. Bouman did at the time. Finally she asked questions about the allowances for registrars and prosecutors, which in her opinion are not fair; she further asked when the government will establish a juvenile court, this in connection with the increased criminality among the youth.
Subadio Sastrosatomo (PSI) doubted the use of a discussion of the draft budget two months before the end of the budget year. He is of the opinion that the deficit is not 1.5 but 3 billion and said he bases this opinion on the advances of Bank Indonesia to the government in October. Finally he asked whether the government exercises sufficient discipline and control with regard to its expenditure and how far this expenditure is in accordance with the abolition of the RTC and is thus not used merely for consumptive purposes.
Masjhur Azhari (Masjumi) said that so far no government seems to have succeeded in counteracting the inflation process, as a result of which the economic situation remains gloomy, while there is also no balance in growth. The attempts to find a way out through the National Conference have also not yet been crowned with success, because the daerahs continue barter trade, while the security policy, except in Atjeh, has not yet borne fruit. Furthermore the government has still not succeeded in overcoming the export difficulties and the difficulties relating to the BE regulation. That the difficulties are not exclusively due to the RTC agreements is shown by the fact that two years after the abolition of the RTC the situation is still bad, thinks Masjhur Azhari. He further said he was of the opinion that the daerahs have no confidence in the BE regulation, with the result that they have answered it with a countermeasure, namely with another "BE," however in the meaning of "Barter Export." The exporter is disadvantaged by the BE, while the illegal foreign-exchange trade still cannot be combated. Exports show no rise, imports on the contrary do, while inflation and bureaucracy still exist; in short, the BE has brought nothing but an economic disaster, thinks Azhari. Finally he suspects the government of having handled state funds lavishly and mentioned in this connection the large expenditure for the reception of foreign guests, the president's journeys and the construction of the rest home at Tampaksiring.
Lukas Kustario (IPKI) said, among other things, that the age of "our soldiers is on average ten years older than the required age for a soldier." He wondered in what way the government will carry out the rejuvenation of the armed forces in order to bring about that the government, by amending RIS law no. 19, can in 1962 economise on expenditure by about three billion. Lukas Kustario said that if the government carries through an early pension for the army by making a small change to RIS law no. 19, over a period of twenty years 500,000 rupiah can be saved for each officer. The money thus freed can then be used for building houses that can be sold to the officers on hire-purchase, to prevent many officers from leaving the service. This attractive pension system serves to prevent this, said Lukas Kustario. Furthermore the Ministry of Defence can use the funds for the expansion of the existing weapons and ammunition factories. Finally he proposed to grant the OKD [People's Security Organisation] in West Java the status of reserve troops, whereby the members receive a kind of pay of on average six hundred rupiah. In this way the burdens of the people of West Java, who must maintain the OKD, are lightened.
M. Caley (Parkindo) proposed appointing for the Ministry of the Interior a commissioner whose task is to make the granting of autonomy to the daerahs run smoothly. He requested the government to [provide] more officials for the services on Sumba and to pay attention to the transport problem. He further asked that the activities of the Ministry of Information be directed more at the interior than at abroad. He further requested the government to pay attention to the libraries in the daerahs. Caley expressed the hope that the ministry for inter-daerah relations will really be able to bring the centre closer to the daerahs. He further pointed to the bad state of the buildings in which the services on Sumba are housed. Finally he requested the government to pay more attention to raising food production in Nusatenggara.
Tanamas (NU) said he did not see the use of spending many words on the draft budget for 1957, since the budget has already been overtaken by the facts. He expressed the hope that the draft budget for 1958 can be ratified before the beginning of the year. He further expressed his disappointment over the fact that for the year 1957 the government still cannot provide the budget for all ministries. Tanamas further requested the government to pay attention to raising food production. In this connection he asked how much rice has so far been imported. Finally he asked about the length of the roads that were repaired in 1957 and about the state of affairs in the construction of new roads this year.
I.J. Kasimo (Katolik) said he hoped that in future, in the treatment of the draft budget, more ministers will attend the sessions. On the draft budget for 1957 he said that the deficit has already become a habit for years. To combat the deficit production must be raised and this in turn will increase the national income. Raising production is not at all difficult, he claimed. There is enough manpower, as shown by the fact that in Indonesia there are two million unemployed and five million semi-unemployed, while nature is rich and many offers of support have been received from abroad, which we can use, provided there are not too many sentiments on our side, said Kasimo. In this connection he recalled the production increase at the NIAM, which can work peacefully thanks to the guarantees given by the government. Finally he requested that the emphasis of industrialisation, for raising production, be placed more on the agrarian sector, in accordance with the nature of Indonesia.
Marifat Mardjani (Perti) said that, in comparison with the previous cabinets, under the Karya cabinet progress can be observed in the respect for the budget right of parliament. He was disappointed, however, that the submission of the draft budget in accordance with Article 119 of the provisional constitution has still not taken place. He further asked the government how far the preparations for the abolition of the Straits dollar in the Riau archipelago have progressed. He called the existence of foreign money in the Indonesian state "very hurtful." Marifat Mardjani could agree with the government's plan to build a Trans-Sumatra road from Tandjungkarang to Kotaradja. He further requested that measures be taken so that the town of Rengat, whose buildings already stand dangerously close to the banks of the Indragiri, avoids a total disaster. He further requested reasonable attention to the roads and the water-purification installations in Djambi and Riau. Finally he asked the government to earmark 25% of the budget for 1958 for the Ministry of Education in accordance with the wish of the PGRI (Union of Indonesian Teachers).
Doedi Soemawidjaja (PNI) appreciates the government's education policy and wishes that this policy also be reflected in the budget. From the draft budget for 1957 it appears, however, that the budget for the Ministry of Education makes up only 9.4% of the total budget. This means that each Indonesian receives only Rp. 16 for education, which is not in accordance with the government's statement that "education forms the foundation for the building of the nation." Therefore, he said, he supports the demand of the [PGRI] to earmark 25% of the total budget for education. He further considers it necessary that education be directed at professional knowledge in order to obtain more experts.
Tuesday morning
On Tuesday morning nine speakers took the floor in the continued general debates of parliament on the draft budget for 1957.
Suhaimi Bachmat (PKI) put the emphasis of his argument on various questions relating to the Ministry of Labour and to the Ministry for the Utilisation of People's Potential for Development. The speaker was of the opinion that the budget of Rp. 79 million for the Ministry of Labour is very small in comparison with the task of this body, which he called very important. He argued that one of the questions that the Ministry of Labour looks after is the granting of support to the unemployed, who, the speaker said, number 15 million. Of these 3 million are in the big cities, while the rest are in the villages and belong to the semi-unemployed. For this an amount of Rp. 1,026,200 has been set aside for the Ministry of Labour, which according to Suhaimi is indeed very small. He addressed to [the government] the request to take measures against the mass dismissals at various enterprises, so that still greater unemployment can be prevented. He also expressed the wish that the right of dismissal that currently still exists be withdrawn and replaced by a national regulation. He proposed that the government raise the minimum salary of a government official from Rp. 85 to Rp. 135 and in addition institute a rice distribution. On the rejuvenation of the civil-service corps the speaker indicated that he could agree with this completely. Speaking about the Ministry for the Utilisation of People's Potential for Development, Suhaimi expressed the hope that no abuse will be made of the task of this body, as was the case with the implementation of the new-life movement, where certain groupings made abuse of it. He further declared that he could appreciate the work of the Ministry for the Utilisation of People's Potential for Development, namely the promotion of various development projects.
G.A. Muis (Masjumi) in his argument put the state budget under the magnifying glass from the point of view of development in the daerahs. He wondered whether the budget now being dealt with has really been composed on the basis of development in the daerahs, since so far there is no coordination between the ministries involved and the various daerah heads, who act as coordinators in the development of the regions. The daerah heads have so far also not been granted any right to act. The speaker also argued that as a result of the non-existence of coordination between the ministries of agriculture and finance, fish production has not reached the level that was desired. The daerah heads of these fish-rich areas too can do nothing, as a result of which we must constantly import salted fish, for which millions in foreign exchange are spent, said Muis.
Djadi Wirosubroto (FKI) in his argument brought up the taxes that are used by the government to increase state revenue and reduce the deficit. He was of the opinion that the government must subject these taxes anew to consideration, since ultimately the people are burdened with them. The speaker was further of the opinion that the ideals of development can be realised only when the annulment of the RTC agreements is realised. Speaking about the rice question the speaker said that it is difficult to raise rice production when the budget for this sector is much smaller than the foreign exchange spent on the import of rice from abroad. Finally the speaker requested the government to draw up practical agrarian legislation, to replace the various colonial ordinances in this field.
Nunung Kusnadi (PSII) was of the opinion that the raising of the various taxes and the proclamation of new levies are not the only way to reduce the deficit. Speaking about the demonstration of pupils on 12 November he declared that in his opinion the demonstration would not have occurred if the government had paid more attention to the budget for the Ministry of Education. Concerning the BE regulation Kusnadi declared that he did not agree with it, since besides the taxing of the national entrepreneurs and the people, the Muslims who wish to go on pilgrimage are also the victims of it. He further proposed raising the budget for the Ministry of Foreign Affairs and strengthening the Indonesian delegation at the United Nations. Finally Kusnadi touched on the conditions in the navy, which he called very regrettable.
Mrs. Bundari Abdulrachman (PKI) was of the opinion that one should not force the economy programme in the draft budget for 1957 too much, since otherwise this will lead to other results than those hoped for. Speaking about the economising in the president's household, the speaker declared that she could appreciate it, since it is in accordance with the spirit of the new-life movement. She warned, however, that this economising must not be carried out in such a way that the president can no longer make journeys and will lose contact with the people. Concerning the budget for information purposes she wondered why for West Java, where the situation is still unsafe, only Rp. 18 million has been made available, while to East Java, where the security situation is much better, an amount of Rp. 100 million has been granted. She also urged the establishment of juvenile courts to combat juvenile crime.
Moh. Basah (PERSI) declared that he could agree entirely when economies were carried through. But in the framework of this economising one must not merely reduce the budget, but strive to introduce improvements. In order to introduce economies without the various services becoming the victims of it, the establishment of the civil-service corps must be taken into consideration, said the speaker. Speaking about the police system he put forward that in this organ there are at present two bodies, namely the state police and the police of the interior administration. He proposed granting the budget for the police of the interior administration only to the state police. Concerning the police corps of the naval establishment the speaker urged that this organ, which he called an heirloom of the Dutch, be incorporated into the state police. This would guarantee the status of the members of this corps, since this status has so far not been established. The speaker was further of the opinion that bureaucracy must be combated, since even in the combating of smuggling this evil occurs, which often causes disagreement between the police, the customs and the navy. He also proposed that the navy not occupy itself with the combating of smuggling. Finally he addressed to the government the request to establish the police laws soon and to give priority to security at the coming national development conference.
Ismail Napu (Masjumi) declared that the government has worsened the economic and financial situation, which was already threatened by inflation, through the introduction of the BE regulation and the formation of new ministries. He further wondered whether the budget for the social sector, which comprises only 5% of the entire budget, will be sufficient to bring the problems relating to unemployment to a solution. The speaker further regretted the fact that for the five-year plan the government has set aside only 5% of the entire budget for Eastern Indonesia, which, given the struggle for the recovery of West Irian, forms a very strategic area. Finally Napu requested the government for a statement concerning the arrest of the former minister of finance, Mr. Jusuf Wibisono.
Manai Sophiaan (PNI) called the treatment of the budget for 1957 in the eleventh month of the year of no value whatever and merely an unnecessary waste of energy. "It would be more correct," he continued, "if parliament were at present dealing with the budget for 1958, so that the budget for 1958 can still be ratified within the period laid down in the provisional constitution." The speaker further remarked that the government has made no preparations concerning the rejuvenation of the armed forces, for which plans already exist. Theoretically there are indeed emergency laws on a volunteer corps and conscription, but the material preparations for this are lacking, said Sophiaan. The entire budget is used only for maintenance purposes and salaries, said Manai Sophiaan, who finally requested the government for a statement concerning the budget for the construction of the Akademi Militer Nasional, since in the budget for 1957 no item for this occurs.
Siauw Giok Tjhan (Nas. Prog. – Baperki) expressed the hope that the government will also include the general audit office in the draft budget for 1958. The speaker was further of the opinion that with the BE regulation Article 14 of the provisional constitution has been violated, since this ordinance was promulgated on the instruction of the monetary council and thus is not based on legislation. It would have been more correct if the programme concerning the BE had first of all been submitted to parliament for discussion. "Therefore," said the speaker, "it is necessary that steps which the cabinet has taken in the economic and monetary field be taken into consideration." With this BE system foreign capital in Indonesia has not been weakened but precisely strengthened, as is proved by the fact that the rate of the BE is determined by Dutch capital. The higher the BE rate rises, the greater the profits the Dutch make, which is certainly not in accordance with the annulment of the RTC agreements, which is one of the points of the government programme. The speaker argued that as a result of the BE the essential and semi-essential articles for the population have risen by 100% to 150%, while by contrast the luxury articles show an increase of only 25%. Finally Siauw urged that a bill on citizenship be drawn up as soon as possible, so that the lack of clarity on this which presently exists will soon be resolved. (To be continued).
