=== [Page 1] === Interpellation by communist parliamentary members Members of the communist faction in parliament, Sakirman, Tjugito, Suwarti, Achmad Sumadi [?], and S. Utarjo, have in a written interpellation proposal on the policy for foreign capital investments demanded that the government make a statement before the plenary meeting of parliament concerning certain matters relating to the government's declaration of last December. In this interpellation proposal it is stated that during the colonial period the system of oppression and annexation as practised by the Dutch colonialists in the form of foreign capital is estimated at an amount of no less than 5,000,000,000 pre-war Dutch guilders, with annual profits of no less than 7,000,000,000 [sic] Dutch guilders transferred abroad, in particular to the Netherlands, which inflicted enormous damage on the Indonesian people, mainly the workers, government officials, farmers and small entrepreneurs, who live [lives] that are among the most miserable in the history of mankind. The supporters of the interpellation proposal further declared that as a result of the RTC agreements concluded by Hatta-Roem-Sultan Hamid-Maarseveen at the end of 1949, the domination of foreign monopoly capital in the fields of shipping, mining, enterprises, agriculture, banking, import, export etc. was restored in Indonesia, whereby foreign capital investors could make annually about 10 to 11 milliard rupiahs, or 30 million rupiahs per day. It could be said that the system of oppression and annexation as in colonial times is still being exercised in this period in the financial and economic field. As a result the Indonesian people, although they toil, still experience poverty and misery amid the abundant riches of the Indonesian soil. The standpoint was taken that Indonesia's economic construction policy could only yield favourable results for country and people if it was aimed first of all at limiting and eventually liquidating the domination of foreign monopoly capital, in particular that of the Netherlands. The communist members of parliament further declared that in practice the government declaration on foreign capital investments could not possibly raise national production and improve the people's standard of living, as [...] foreign capital investments, but in the form of credit, [...] from abroad in the form of services of experts regardless of their nationality and last but not least without political obligations that could be harmful to country and people. The communist parliamentary members put the following questions in their interpellation proposal: 1. How large is the present amount of foreign monopoly capital in the fields of mining, enterprises, shipping, banking, import, industry, construction companies etc.? 2. How large are the profits, pension funds and that part of salaries of foreign personnel transferred by the monopolistic foreign enterprises, among others by the large rubber/coffee [?] companies, in the period 1951 up to and including 1954? And how large are the annual write-offs (depreciation), counted from the founding of the monopolistic enterprises? 3. Which enterprises can, according to the government, be regarded as written off, because the amount of their write-offs already exceeds that of the total capital invested in the respective enterprises? 4. What is the number of foreign (Dutch, English, American, Japanese etc.) experts working in government services, state land enterprises and semi-government enterprises? And what about their experience? 5. What is the area of land held by foreign capital (long leases, concessions, smallholdings etc.), and [why is it] not worked by them [?] 6. What brought the government to declare that foreign capital investments will raise national production and improve the standard of living? Is the government of Burhanuddin Harahap then of the opinion that this [...] was the reason for the Dutch colonialists [...] at the end of the 19th century and at present J.G. White Engineering Corporation [...] as mentioned in Economic Report and the Economy of Indonesia, January 1953, [to improve conditions] in Indonesia? 7. Does the government then not share the standpoint of the interpellants that one of the fundamental roads for the development of Indonesia's economy is the complete abolition of the domination of foreign monopoly capital in banking, export, enterprises and agrarian enterprises that yield vital export products, on the one hand following a normal foreign trade policy with whatever country, on the basis of equality and mutual benefit, on the other hand [...]? [...] Moreover Indonesia can obtain credits, loans or foreign aid in the form of capital goods and experts as well as funds, provided that this does not harm Indonesia's sovereignty and independent policy. 8. Has the government already studied the possibilities regarding the ordering of machines for oil enterprises, coal mines, diamond enterprises, tin mining, hydro-electric stations, irrigation works, steel factories, automatic cement factories etc. abroad, in the countries of Western Europe, the United States, Japan, the Soviet Union and the states in Eastern Europe etc.? If so, what [is the result]? Thus the interpellation proposal, which was submitted in writing to the provisional parliament on 24 December 1955.
