Interpellation about foreign enterprise
Following the "statement of policy" on foreign investments issued by the government on 8 December, the members of parliament Sakirman, Tjugito, Mrs. Suwarti, Achmad Sumadi, Djoko Sudjono and S. Utarjo have asked to be allowed to interpellate the government on the following:
How much foreign monopoly capital is invested in oil and tin extraction, estate agriculture, shipping, banks, import and export, industry, the building trade etc.? How much profit, insurance premium, pension funds and salary have these monopoly enterprises transferred abroad from 1951 to 1954, and how much has been written off annually since these enterprises were founded? Which enterprises can already be regarded as written off? How many foreign experts work in government service and in mixed enterprises? What experiences does one have with them? How much land is under some form of lease with these enterprises, and how much of it is not used? Why does the government say that foreign investments increase national production? Does the government not agree with the interpellants that an essential method for building an Indonesian economy is, on the one hand, to remove the power of foreign capital over banks, import and export firms, enterprises and agriculture, and on the other hand to conduct normal foreign trade with whatever country? And that we can obtain credit, capital goods, experts and money from abroad on condition that this does not infringe Indonesia's sovereignty? Has the government studied the possibilities for importing machinery for mining, hydro-electric [plants], factories, irrigation works, steel and cement factories etc. from Western Europe, America, Japan, the Soviet Union, the East European People's Democracies etc., and if so what is the result?
