ELECTIONS WITH SYMBOLS

[Translator's note: the OCR is damaged by column bleed in many places; unreadable fragments are marked.]
Hard work is already being done on the preparation of general elections. This preparation is not simple, for the country [has no] civil registry and sending voters [a registration card] by post, as happens in the Netherlands, is impossible. First, therefore, the population had to be registered. In May 1954 the registration was begun; [Unreadable] that was not a simple matter. In [some areas] there existed a certain distrust [Unreadable] but there are also groups – in particular Masjumi and PSI – who want to throw the elections into confusion. [Unreadable] registration committees, which went from house to house with lists and all [Unreadable] persons entitled to vote [Unreadable]. The registration committees stood under the chairmanship of the assistant-wedanas (district administrator) and this function is often still [held] by members of the Masjumi and the PSI. It also appeared that Masjumi people were entered twice and known PKI members [Unreadable] were not recorded. As a result of the [Unreadable] and other progressive organisations these attempts at swindling were quickly exposed. [The PKI] has taken an important part in the [Unreadable]; members and sympathisers have [ensured] that the population registered itself on the [lists] and the central committee of the PKI issued the slogan: "daftarkan diri sebagai pemilih" [register yourself as a voter]. This slogan was painted on banners and stretched over the roads even into the [villages]. It was already the word of the PKI to the [Unreadable]. When the provisional registration had ended, in September/October an examination of the lists took place so that the population could check whether they had really been entered. Now the central committee of the PKI issued the slogan: "periksalah dengan teliti daftar pemilih" [examine the voters' list carefully]. With this examination one is now still [busy; Unreadable] it is expected that the elections will be held in [1955], for the first time in Indonesia.
Another difficulty in the elections. There is in Indonesia – an unfortunate inheritance of Dutch colonialism – a great illiteracy. [Unreadable] it is possible to hold the elections with [symbols with which] the parties are recorded. The parties in the thirteen electoral districts into which Indonesia is divided submit their lists, accompanied by a symbol: [Unreadable] the list of "PKI and Non-party people" the sickle [and hammer, Unreadable]; the PNI a kepala banteng, the head of a [buffalo]; Masjumi a star and a crescent; the PRN [Unreadable] a rice ear. All these symbols will be printed on the ballot paper. The execution is in black and not in colour. The symbol has a size of about 3 x 6 cm. The illiterate will now [recognise] their symbol from a number of little pictures [and with] a piece of wood or a pin [make] a hole in it; two holes may [not] be made in the sheet of paper, otherwise the vote is [invalid]. [Unreadable] large sheets of paper, which cover half [a table], for in all electoral districts [dozens of] organisations take part in the elections. This [is the result] of personal ambition and also of local [interests].
The PKI takes part in the elections with a list of "PKI and Non-party people". Various reactionary [circles] want to unleash a row around this list, because they fear the growing influence of the [PKI] and its attraction on the large masses. The Masjumi and the PSI [have demanded] on juridical grounds that the list be disqualified [Unreadable]. In a clear statement the [Unreadable] explained that the list is legally valid. [Why does] the PKI [put up] a list with non-party people? Because [it wants to give] the opportunity to non-party people who can agree with the election programme to take part in the [elections]. Aidit said that there are numerous [people] who are not affiliated to a party, who agree with the election programme of the PKI. [The PKI is] until now the only party that has a concrete election programme. That programme is directed to [the interests of the greater part] of the Indonesian population and says that a democratic government is needed to bring Indonesia out of the economic crisis and to guarantee an unyielding [struggle] against Dutch imperialism and [domestic] reaction. These domestic [reactionaries] are the Masjumi and the PSI, the instruments of imperialism. The PKI has among other things as [slogan]: "United to the ballot box to elect the PKI and other democratic parties; united to the ballot box for a people's democratic government; united to the ballot box to defeat the Masjumi-PSI."
The election programme of the PKI has won the approval of many prominent non-party intellectuals, artists and trade union leaders. Many have already declared that they will take part as non-party people in the list of "PKI and non-party people". Among them are, among others: Njonja [Mrs] Salawati, a very well-known figure, who during the colonial war stayed as a guerrilla leader in the mountains of Celebes; Prof. Ir Purbodiningrat, lecturer at the Gadjah Mada University in Djokja [Yogyakarta]; Ir Taher Thajeb; Dr Tjokronegoro (ex-vice-minister for Economic Affairs); Mr Suhunan Hamzah; Dr Imanudin and others; the artists Henk Ngantung, Hendra Gunawan, Bakri Siregar and Affandi, who in the last five years has made tours through Asia, South America and Europe. Further the members of the central bureau of SOBSI, Moh. Munir and Runturambi, as well as Hartojo, one of the secretaries of the peasants' union. Also on this list is a representative of the island of Irian (New Guinea), J. A. Dimara. He is chairman of a struggle committee West Irian. In 1946 he led the uprising in Namlea against the Dutch and unfurled the red-and-white flag there. For this he was sentenced by the Dutch on the island of Ambon to 25 years' imprisonment, but could be freed in 1949.
An important task for the progressive organisations will be: to see to it that the elections are not sabotaged. Of course there will be areas where feudal landlords and local petty potentates will try to prevent a good course of the elections. The economic and political pressure coupled with intimidation can be great. A trade union official put it to us thus: the success of the elections will depend for a very important part on our work. We must see to it that no swindling takes place and instil in the population the awareness to watch closely over a good execution of the elections.
