From a reporter
Virtually all political parties in the Second Chamber on Thursday expressed themselves very critically about the transmigration (population transfer) that the Indonesian government is organising from Java to West Papua (Irian Jaya). This happened in the parliamentary committee for development cooperation, where an official report on West Papua and a travel report by Minister Schoo on Indonesia were under discussion.
The report points to a number of negative aspects and to the tensions arising in the cultural-ethnic field. Terpstra (VVD), Van Rossum (SGP), Leerling (GPV), Van der Spek (PSP), Ina Brouwer (CPN), Gualthérie van Weezel (CDA) and Knol (PvdA) pointed to the dramatic consequences that the present transmigration has for the original population. Van der Spek noted that the report does not call transmigration itself into question. Ina Brouwer cited a statement by the Indonesian general Moerdani, who regards transmigration as militarily and strategically important and advocates an active role for the armed forces. She warned that the problems on the border with Papua/New Guinea could grow into a major international problem. In her travel report Schoo writes that she exchanged views at "informal level" in Djakarta on the "still worrying human rights situation". Ina Brouwer, Knol and Van der Spek asked for more clarity and inquired what concrete steps the minister now wants to take. Schoo evaded these questions. She also did so at first when Ina Brouwer raised the problem of freedom of organisation. Schoo wants more attention for women. "What are the organisational possibilities, however? The Gerwani (the progressive Indonesian women's movement), which in its day did much in the social field and for women, is banned", said Ina Brouwer. In a fierce little interruption debate Schoo had to acknowledge that an Indonesian bill for mass organisations contains a further restriction of freedom of organisation. The MPs had asked so many questions that an extra committee session is needed next week.
