=== [Page 1] === Yesterday morning President Soekarno officially installed the national council. In his speech during the installation ceremony President Soekarno said he was convinced that the formation of this national council makes a great contribution to the pursuit of "the ideals contained in the proclamation of 17 August 1945", both in the political and social fields. The president further said that this national council will not infringe on the function and task of cabinet and parliament. Yesterday the president installed 42 members of the national council. Two other members of the council, namely Abdullah of Central Sumatra and Andi Mapanjuki, the prince of Bone (South Celebes), who have declared themselves willing after all to take a seat in the council, could not be installed yesterday since they had not yet arrived in the capital. The president will appoint the members for the seats in the council not yet filled later. Before the installation of the members of the national council President Soekarno had installed as such the new director of his cabinet, Mr. Tamzil. Mr. Tamzil succeeds Mr. A. G. Pringgodigdo, who has been appointed chairman of the general audit chamber. First to be installed by President Soekarno was the vice-chairman and also secretary-general of the council, Roeslan Abdulgani, after which followed the second vice-premier, Idham Chalid, the other government functionaries and finally the representatives of the functional groups. As is known the council is personally chaired by President Soekarno. The chief of staff of the army, Major General A. H. Nasution, was prevented by illness from attending the installation. Abdullah Sutan Bendahara Pandjang of Central Sumatra could not be installed yesterday either, since he had only arrived in the capital in the afternoon from Padang. The prince of Bone, Andi Mapanjuki, who has meanwhile accepted his appointment, could likewise not be installed since he has not yet come to Djakarta. Those who have positively refused their appointment are Prof. Bahder Djohan, president of the Universitas Indonesia, and Herawati Diah, editor-in-chief of the Indonesian Observer, who would have represented the scholars and journalists in the council respectively. It is reported that Mrs. Towoliu of Menado and Rev. G. Siahaan (dean of the theological faculty of the Universitas HKBP Nommensen in Pematang Siantar), who would have represented Celebes and the Protestant community in the council respectively, have also raised objections to their appointment. Furthermore, for the representation of the so-called Angkatan '45 no member has so far been appointed by President Soekarno, while Prof. Ir. Johannes of Gadjah Mada University, who was to represent the Lesser Sunda Islands, has not yet given a positive answer. The national council would meet for the first time in plenary session this morning in the former office of ex-vice-president Hatta on Merdeka Utara right next to the presidential palace. According to what the secretary-general of the council, Roeslan Abdulgani, told RRI, the council has already received a request from the cabinet to give advice on a certain subject. For efficiency the rules of procedure in the national council will be kept as simple as possible, said Roeslan. He further said that the council will meet once every two weeks. For each session about three days will be needed. The members of the national council who come from outside Djakarta will provisionally be accommodated in the former official residence of the vice-president and the official residence of the minister of foreign affairs, which is now likewise empty.
