=== [Page 1] === At the morning session of the national deliberation on reconstruction yesterday twelve participants spoke. The session was chaired by Dr. Mohammad Hatta. President Sukarno and Premier Djuanda were also present at this session. K. Werdojo of the Sobsi said that reconstruction must be tackled in accordance with the decisions of the national deliberation (held in September) and a complete realisation of the abolition of the RTC agreements. The speaker proposed forming four committees, namely a committee for reconstruction, a committee for social affairs, a financial-economic committee and a committee for the absorption of the national potential. Asraruddin of the Partai Buruh wishes that above all the cooperation between the Dwitunggal (Soekarno-Hatta) be realised first, since, as he fears, no reconstruction project will be able to be carried out perfectly as long as the cooperation between the Dwitunggal has not yet been fully realised. Lieutenant Colonel Hartojo of East Borneo pointed to the necessity of developing East Borneo, since this area is very backward in development compared with the other regions. Lieutenant Colonel Pieters of the Moluccas and West Irian proposed that the question of the reconstruction of the part of the province of West Irian that is still occupied by the Dutch also be discussed at this deliberation. Sjamsu Udaja proposed that the enterprises previously exploited by foreigners must not come into the hands of national private enterprises if these national enterprises show that they cannot look after the interests of the workers well. In such a case Sjamsu proposed to transform the taken-over foreign enterprises into state enterprises. Trimurti of the national council proposed that after the general deliberations the pre-advices of President Soekarno, Dr. Mohammad Hatta and Premier Djuanda also be taken into consideration. Siradjuddin Abbas of Perti pointed out that it is necessary to step up the food supply. Ahem Erningpradja of the national council said that for practical reasons it is necessary to discuss only the core problems of the reconstruction question during this deliberation. The speaker can fully support President Soekarno's proposal to form a national planning council. He proposed to entrust the leadership of this council to the Dwitunggal. At the evening session yesterday President Soekarno was not present, since the head of state was prevented. The premier too was absent, since he had to lead the cabinet session. Up to yesterday evening 39 delegates had spoken. Chairman Hatta yesterday appealed to the speakers not to repeat the questions already touched on by a previous speaker, in order to make the meeting proceed more smoothly. According to the chairman the general deliberations would be concluded tomorrow (today, that is), so that the number of speakers would not be extended further. In total 67 persons had registered for a turn to speak up to yesterday evening. Chairman Hatta further took the decision to remove from the list speakers who are not present during their turn to speak. According to Dr. Hatta this is necessary to maintain discipline. Central Sumatra is not represented at the reconstruction deliberation. As is known, Lieutenant Colonel Ahmad Husein has declared that he received no invitation. The government on the other hand says that Central Sumatra was indeed invited. According to what Lieutenant Colonel Ahmad Husein now further declared, only an invitation was received for the "kepala daerah" (head of the region), by which possibly Resident Abubakar is meant, who however has been in Djakarta on sick leave for quite some time. The invitation for the military commander only arrived yesterday.
