=== [Page 1] === (From our correspondent) ROME, Monday. — The seventh congress of the Socialist International, which begins here tomorrow afternoon, was preceded by way of prelude by two other gatherings — the conference of the socialists in exile from the European countries behind the Iron Curtain, and the meeting of the international council of socialist women. Both took place at the end of last week and both, in their closing resolutions, also lodged a protest against the resumption of nuclear tests. The socialists in exile also protested most sharply against the Russification of the approximately 95 million non-Russians among the population of the Soviet Union, sanctioned by the new programme of the Russian communist party, just announced in Moscow. The council of socialist women got a new president: as successor to Mary Sutherland the delegates of the 25 countries represented in the council chose the Dutch woman Rita de Bruyn-Ouboter. Characteristic of the spirit that prevailed at the meeting was that the Indonesian delegate Djoesma Said, when she rose from her seat to congratulate the new chairwoman on her election, pointed out among other things that Indonesian women will always remain grateful to the Netherlands for having taught them to know socialism.
