Leden pleiten voor recht van amenderen
Djakarta.

Members plead for right of amendment
Djakarta, 25 July
"WE now stand in the last phase of the provisional RIS people's representative body and it pleases me to be able to remark that the RIS people's representative body has done everything possible to liquidate the colonial remnants in Indonesia and to build something new for it, directed towards a national consolidation in accordance with the spirit of our national revolution. The most important problem Indonesia is faced with is the speedy solution of the Irian question. Negotiations about this are still going on," so spoke Mr Sartono on Monday morning at the opening of the 55th session of the RIS people's representative body. "At this moment the people's representative body faces an important fact, namely the treatment of the provisional unitary constitution. I hope the treatment of this will proceed successfully," Mr Sartono concluded his opening speech and thereby declared the session open. After the people's representative body had commemorated the death of member Hadji Benjamin with a minute's silence, the chairman announced that the parliament members Andi Lolo and Pitoy, who had recently been detained by the Apris, have now been set free again.
Draft constitution
On Monday afternoon the members of parliament received the draft constitution of unitary Indonesia with the accompanying explanation. Maruto Nitimihardjo (Partai Murba) declared that in principle the procedure for treating the constitution can be accepted, but that he very much regrets that the time to study the constitution is far too short. The people's representative body must retain the right of amendment. T. St. Diapari (Kalimantan), Mrs Moedigdio (Partai Sosialis) and Arudji Kartawinata (PSII) expressed the opinion that parliament should retain the right of amendment. Freedom of expression is after all guaranteed in Indonesia. Mohamad Daljono (STII) agreed with the procedure for treating the draft constitution. "It is actually nothing special. We know the provisional constitution of the RIS, the RI constitution and the RTC results" (hilarity). Daljono proposed that the section chairmen be rotated periodically in order to be able to uphold democratic principles. The member from East Java, Pranoto, was sworn in by the chairman during the session.
