=== [Page 1] === THE GUERRILLA QUESTION IN S. CELEBES Apri has already fulfilled promises given Makasser, 22 Aug. IN political circles in Makasser people regret the failure of the last moment [Unreadable] guerrilla question, but are convinced that everything has been done to make the transition of the Corps Tjadangan Nasional to the APRI possible, so that the appropriate measures now announced by the government will be regarded as entirely understandable. Therefore, it is thought, the government's appeal to the population to support the action of the authorities will be honoured. Mass meeting On Sunday a mass meeting was convened in the yard of the governor's residence by a number of political parties and organisations, at which an urgency programme was adopted, which was later handed to the administration. In this urgency programme it is declared as the first point that, after the failure of the installation of the CTN troops, the solution of the question of the former guerrillas is now left to the government's policy. At the meeting a statement was also read out and approved in which the member of parliament Bebasa Daeng Lalo is urged to withdraw his motion, since it could no longer be regarded as in accordance with developments in South Celebes and would cause new clouding in an atmosphere that is just clearing. Governor Sudiro addressed the meeting and declared that he very much regrets the failure of the installation. In deathly silence the meeting heard the passage in which appropriate measures are announced against those "who have transgressed the foundations of the rule of law". Correction On Monday a correction by Lieutenant-Colonel Warouw appeared in Makasser in reply to the leaflet that was issued on 10 August by Kahar Muzakkar and associates and in which the reasons were given for leaving the districts. In this correction Lieutenant-Colonel Warouw relates the course of the negotiations conducted and the points that were agreed on 7 August. He shows that the agreements made were indeed kept by the APRI. Statement from Defence The reports about the departure of Mrs Salawati Daud to the interior of South Celebes to make contact with Kahar Muzakkar give the impression that the government is making efforts to resume the negotiations, so said the spokesman of the Ministry of Defence. "We very much regret the opinion of various people's leaders who still wish to conduct negotiations with Kahar Muzakkar, of whom it has clearly been shown that he acted for his own benefit against the general interest and the honour of the state. I wish to declare emphatically here that there is no other way to be found than strict compliance with the government's instructions, for the welfare of the Indonesian people," said the spokesman. Appeal of Sulawesi students The secretariat of the "Kesedjahteraan Peladjar Sulawesi" (association of students from Celebes) in Djakarta has urged the government to bring the question to a solution as quickly and tactfully as possible, and to avoid that more victims fall as a result of possible continuing disorders.
