Programma van P.N.I.

=== [Page 1] === President asked for completion of task within a week Assignment: national cabinet with sufficient parliamentary support Djakarta, 17 June On Monday evening President Soekarno announced at the Merdeka palace that he has asked Messrs S. Mangunsarkoro of the P.N.I. and Mr Moh. Roem of the Masjumi to form a new cabinet. The president asked both formateurs to complete their task if possible within a week. The request was accepted by the formateurs. During a discussion on Monday morning President Soekarno and Vice-President Hatta had reached agreement on the appointment of cabinet formateurs. After this discussion President Soekarno announced around 12 noon the appointment of these formateurs; he did not wish to name the names at that time. The assignment to the formateurs is to form a national cabinet that has sufficient support from parliament. As we learn, serious objections had arisen during and after the consultations to the appointment of one formateur, who for the P.N.I. would be Mr Ali Sastroamidjojo, while the Masjumi in this case advocated Vice-President Drs Moh. Hatta. As an objection to the appointment of a P.N.I. member as formateur it was put forward that there would be an inequity in this, since the resignation of the cabinet was caused not exclusively by the attitude of the P.N.I. but also by that of the Masjumi. On this basis the president and vice-president are said to have decided, in the first instance, to appoint one formateur from each of the two parties for the cabinet formation. Political observers doubt, however, whether the two formateurs can fulfil the assignment of forming a national cabinet with sufficient parliamentary support, since the differences of opinion between the two parties on questions that led to the resignation of the Wilopo cabinet have not been removed. If the formateurs fail, it is considered probable that the president will ask an "outsider" to form a cabinet, in which case the name Hatta is mentioned. Start Asked whether the cabinet could be formed within a week, both formateurs answered that they will do everything possible to accomplish their task. On Monday evening each of them reported to their party. Asked whether all parties will be consulted, Mr Mangunsarkoro answered that this question will be discussed by both formateurs. At the first meeting between the formateurs Mangoensarkoro and Mohammad Roem, which took place in the official residence of the caretaker Minister of Foreign Affairs — where Mangunsarkoro is staying — a work programme was drawn up. At this meeting Mangunsarkoro and Roem were accompanied by their respective secretaries Soetojo and G. A. Muis. After the consultation, which lasted two hours, a communiqué was issued announcing that a provisional agreement was being sought on drawing up a programme. This agreement will be used as the basis for the discussions with the other parties that will be invited to take part. At the said meeting orientation talks were also held on a few problems that will be included in the said programme. Asked, both formateurs declared that the first discussion took place in a good understanding. Second meeting During the second meeting between the formateurs, which was held on Tuesday evening at the home of Mr Roem, the following subjects were touched upon: the holding of the general elections, security, matters relating to the state structure (autonomy), financial and economic questions, and matters connected with foreign policy. The orientation talks, which lasted three and a half hours, aim to get to know each other's (PNI and Masjumi) standpoints on the above-mentioned subjects. The talks are continued today at the home of Mr Mukarto. Programme of the P.N.I. The general chairman of the P.N.I., Mr Sidik Djojosukarto, declared when asked that his party's programme is in accordance with the party's statement issued on 3 June after the resignation of the Wilopo cabinet. Mainly the P.N.I. wishes that the pending questions be settled first. In the said statement of the P.N.I. were mentioned, among other things: a. Questions concerning the ratification of the San Francisco treaty, which according to the party should be annulled. b. The establishment of an embassy in Moscow. c. The land distribution in East Sumatra. d. Efforts to restore internal security. Opinions On the reasons why the P.N.I. put forward Mr Mangunsarkoro as candidate if two formateurs were to be appointed, and Mr Ali Sastroamidjojo if only one formateur were to be appointed, it was expressed in political circles as an opinion that the P.N.I. based its candidacy on the consideration that Mangunsarkoro, who is better informed about internal political relations, will be able to take a "stronger standpoint" in the negotiations on the programme etc. with Moh. Roem. Programme of the P.K.I. The Partai Komunis Indonesia, which advocates a united front with regard to the cabinet formation, drew up the following working programme for the new cabinet: In the field of internal security the new cabinet must destroy the D.I. and other armed gangs. Military and civil officials who are responsible for the 17 October affair must be dismissed and prosecuted. Regarding the implementation of democracy the P.K.I. proposes, among other things, that the cabinet must uphold parliamentary usages, among other things by carrying out the decisions of parliament. Furthermore, according to the P.K.I., the cabinet must nationalise all Dutch vital enterprises, such as the gas and electricity companies, the oil fields in North Sumatra and Tjepu, as well as the main transport companies. Furthermore the income of foreign monopolistic enterprises must be taxed more heavily. Production must be increased, among other things by fixing reasonable minimum wages for the workers and stabilising goods prices, so that the desire to work is stimulated. In the field of foreign policy the P.K.I. wishes that the Indonesian-Dutch Union be annulled, while the parts of the R.T.C. agreement disadvantageous to Indonesia, in particular those relating to economy and finance, must be struck out. All treaties with foreign countries, such as those concerning the embargo, the Colombo Plan, TCA etc., must be submitted to parliament. In the conclusion it is further declared that a united-front government can only be one in which representatives of the P.K.I. sit. Standpoint of Gerwis The Indonesian women's movement "Gerakan Wanita Indonesia Sedar" (Gerwis) has issued a statement with regard to the formation of a new cabinet, in which the formation is urged of a cabinet capable of withdrawing all measures that harm women and the people, and that must include, among others, the following points in its programme: protection of the working woman, in particular the pregnant one, combating unemployment by protecting national capital, increase of the budget for education and culture, sharp price control and import of agricultural implements needed by the tanis [peasants], abolition of the measures taken by the daerahs that violate democratic rights and are contrary to the constitution, combating terror gangs and a just land distribution that is advantageous to farmers, so runs a statement by the Gerwis.
