Standpunt Indonesische regering:

Standpoint of Indonesian government:
Process will have to develop gradually
Mass actions in Surakarta against Swapradja
The question of Swapradja (self-government) has the full attention of the government. It is now in the stage of settlement, according to the head of the general administration department of the Ministry of Home Affairs, Soekartono. In the areas where there is Swapradja, people themselves have already admitted that this self-government no longer fits into the present system of government of Indonesia. The government is of the opinion, however, that this self-government cannot simply be abolished but that the process will have to develop gradually. In the provisional constitution Swapradja is still mentioned. The government therefore takes the provision in the provisional constitution as a guideline that Swapradja must still be maintained, but adapted to the development of the state structure of Indonesia. Gradually this will have to lead to an abolition of self-government.
In total there are in Indonesia more than 272 areas with self-government. The Swapradja in Solo has attracted much attention recently and protests have been voiced against maintaining the self-government. From countless other areas with self-government too, protests against this system of government have come in, though not in a conspicuous way. All these statements and protests are thoroughly studied by the government and used as material in the search for a satisfactory solution for the settlement of this question. Before the war the relationship between the government and the Swapradja was a contractual one, either on the basis of a long-term or a short-term contract. After the proclamation of independence this relationship changed. The Swapradja was maintained, but within the framework of the central administration of the Ministry of Home Affairs. The adaptation to the state structure of Indonesia will gradually lead to a disappearance of the self-government. Shortly the draft of the basic law on daerah government will be discussed in parliament. This law will undoubtedly influence the Swapradja. In the striving for a unitary state of Indonesia as much account as possible has been taken of the greatest possible freedom of the daerah government. The basic law on daerah government is aimed at this, and at the same time means a further step towards a consolidation of the government.
Action in Solo
The conference of the panitia anti-Swapradja Surakarta, held these days in Solo, took among others the following decisions: 1. The return of self-government (swapradja) in whatever form cannot be accepted. 2. In the regencies mass meetings and demonstrations will be held within a week, in waves. These actions must be completed by 15 April at the latest. 3. After the actions in the regencies a central action will be held. 4. After this a delegation will be formed whose task will be to meet the president, the premier, the speaker of parliament and the Minister of Home Affairs. The conference was attended by representatives of all branches of the P.A.S. and by members of the committee, representatives of the P.N.I., the Partai Buruh, the P.S.I.I., the Partai Murba, the P.K.I., the Permai, the P.R.I., the Pemuda Rakjat, the Pemuda Demokrat, the Pemuda Demobilisasi Peladjar, the Pemuda Republik Indonesia, the Pemuda Banteng, the I.P.P.I., the Pemuda Puteri Indonesia, the Gerwis, the Pemuda Muslimin Indonesia and the Sobsi. Chairman of the committee is Sudirman (P.N.I.), vice-chairman Salim Aidit (P.S.I.I.), secretary Suparto Bril (Partai Buruh), treasurer Sadjurie (Pemuda Muslimin Indonesia). The post of information commissioner, which was held by Slamet Widjaja of the P.K.I., is now vacant and must be filled by another representative of the P.K.I.
The Susuhunan
In kraton circles of Surakarta it is assumed that, pending a further decision from Djakarta, the Susuhunan of Solo will already be able to begin his study of economics in April. He will study in Djakarta. The Susuhunan is reported to have already studied law. During the absence of Susuhunan Paku Buwono the supervision of the kraton will be transferred to a council consisting of several palace authorities. Originally Prince Kusumojudo was to be entrusted with this. It will depend on the study results in Djakarta whether the Susuhunan will later continue his studies abroad. P.I.-Aneta's correspondent in Solo further reports that, in connection with the new developments, the Mangkunegoro is said to have given up his plan to study further abroad.
