=== [Page 1] === Parliamentary sitting In the general deliberations in parliament on the bill on the formation of autonomous regions in Central Sumatra the members of parliament Zainal Abidin Ahmad (Masjumi), Mrs Suwarti (PKI), Djuir Muhammad (PSI) and Abulhajat (Progressive) spoke. The member Zainal Abidin Ahmad agreed in principle with approval of the bill, but wished to introduce some amendments in certain articles. Mrs Suwarti, on the other hand, considered the time not yet ripe to draw up the said law, since according to the speaker the present parliament, which is no longer supported by the people, must first be replaced by a parliament borne by the Indonesian people. Only after the installation of this new parliament can the bill on the formation of autonomous regions be taken into discussion. The member Djuir Mohammad suggested to the government that the bill be revised. According to the speaker the government should first lay a sound basis for administrative uniformity in Central Sumatra, since without it the introduction of the said law will cause tensions in the administrative government. The member Abulhajat also did not agree with the bill, in particular with the part dealing with the formation of regional administrative councils in the areas concerned. Abulhajat further asked the government to pay attention to the wish of the population of Djambi to join the province of South Sumatra. Emergency Law No. 7 In the treatment of the bill on declaring Emergency Law No. 7 of 1954 a law, Andiwinangun [Ardiwinangun] (Masjumi), Sutardjo Kartohadikusumo (PIR-Wongso) and Abulhajat (Progressive) spoke in the general deliberations in first reading. It concerns the emergency law on the legal basis of the decisions of the heads of autonomous districts in which no regional people's representation is present. The member Ardiwinangun wished further explanations from the government on this bill, while the other two members reject declaring the said emergency law an ordinary law. The said members are of the opinion that this emergency law endangers the good relationship between the highest authorities in the areas concerned and the people. The member Sutardjo Kartohadikusumo declared that the provisions contained in the said emergency law correspond to the regulations existing in the Netherlands on the position of the heads of administration. This regulation, taken over from the Dutch, cannot be applied in Indonesia, since the structure of Indonesian society is of an entirely different nature from that in the Netherlands. The government was therefore asked to withdraw both bills.
