By general vote
After the announcement of the composition of the National Council the Minister of Information, Soedibjo, declared when asked by the press that the composition and personal details of the National Council have been accepted by the cabinet by general vote, [a composition] which the cabinet had studied thoroughly, itself and also together with the president. Asked whether the composition of the National Council is in accordance with the president's concept, the minister declared that the names announced are those of both the president and the cabinet. But it can be said with certainty that no horse-trading was involved. It is not yet known when the National Council will be installed.
Amendments
Before full agreement was reached between the president and the cabinet regarding the composition and personal details of the National Council, the cabinet had made known its wish regarding the replacement of some names as established by the president during his stay in Tawangmangu. The cabinet had decided on this at its meeting last Tuesday evening, of which the president was informed on Wednesday afternoon. The cabinet had proposed these changes of some names in order to meet the wishes of the regions, which wishes were made known to Prime Minister Ir. Djuanda when he recently visited some regions and which were also expressed by members of parliament in the general deliberations on the recent government declaration. Because of these amendments of the cabinet the president considered it necessary to attend the cabinet meeting on Friday evening, in order to reach rapid agreement through direct consultation with the cabinet on the composition of the National Council. This therefore means that the composition of the National Council as announced last night is not the same as originally intended by the president.
