Text

=== [Page 1] === On Monday afternoon the members of parliament received the draft constitution of unitary Indonesia with the accompanying explanatory memorandum. Maruto Nitimihardjo (Partai Murba) declared that in principle the procedure for treating the constitution can be accepted, but that he regrets very much that the time to study the constitution is far too short. The people's representation must retain the right of amendment. T. St. Djapari (Kalimantan), Mrs Moedigdio [Mudigdo] (Partai Sosialis) and Arudji Kartawinata (PSII) gave as their opinion that parliament should retain the right of amendment. Free expression of opinion is, after all, guaranteed in Indonesia. Mohamad Daljono (STII) agreed with the procedure for the treatment of the draft constitution. "It is actually nothing special. We know the provisional constitution of the R.I.S., the R.I. constitution and the R.T.C. results." (hilarity). Daljono proposed that the section chairmen be rotated periodically, in order to be able to uphold democratic principles. The member from East Java, Pranoto, was sworn in by the chairman during the sitting.
