Law concerning the R.T.C.
Prawoto Mangkusasmito (Masjumi) considered the questions around the abolition of the RTC agreements. The speaker expressed his astonishment that the president refused to sign the law on the abolition of the RTC agreements as drawn up by the Burhanuddin Harahap cabinet. In connection with the West Irian question the speaker asked the government how it thinks to realise reconstruction in the border areas. Ir. Sakirman of the P.K.I. likewise discussed the abolition of the RTC agreements, in particular the financial-economic agreements. According to the speaker a unilateral abolition of the RTC agreements is of no use to the Indonesian people if the government does not at the same time take positive measures, especially with regard to Dutch capital in Indonesia. Concerning foreign investments the speaker requested that the offer of the communist countries in this matter not be neglected. Mr. Tambunan of the Parkindo asked the government in whose hands the question of the settlement of security actually lies. The speaker asked about the status of the state police on the basis of the results of the commission created for this purpose. The speaker was of the opinion that with the present potential of the Indonesian people, one cannot proceed to the building of the state without foreign capital investment. K. Werdojo of the Permai can agree with the programme of the government. The PSII member Imban Zakaria discussed in particular the difficulties in South Sulawesi. Umi Sardjono of the Pembangunan faction gave a consideration of the lot of the Indonesian woman, who is not yet protected by marriage legislation. H.
