=== [PDF page 1] === DAILY MAIL, Tuesday, October 19, 1965 Jakarta generals clamp down on Communists From ARTHUR COOK, SINGAPORE, Monday INDONESIA'S ruling generals today banned the Communist Party in Jakarta and the region around the capital. Earlier the Right-Wing generals were given a stern warning by China: "Stop the wave of anti-Chinese feeling or face serious consequences." The ban on the Communists was announced on Radio Jakarta, which listed the political parties and organisations involved in the recent attempt to overthrow President Sukarno's [Unreadable]. [Unreadable] of these organisations to report to the police by next Sunday or face severe action. They include the People's Youth Front, Gerwani (the Communist women's organisation), the peasants' association, the scientists' association and three [Unreadable]. The Chinese threat came with a demand for an apology from the Indonesian Government for sending troops into the Chinese Embassy in Jakarta on Saturday. The official Chinese news agency claimed the troops broke into the Commercial Counsellor's office after shooting down the door, then ransacked it. [fragment from adjacent column:] From PETER YOUNG [Unreadable]. Mr. SMITH [Unreadable] a decision in favour of a unilateral declaration of independence for [Rhodesia] within a few [Unreadable]. He told reporters: "In view of what we have said in the past, and of the urgent need we have reiterated for us to have our independence, I leave you to put two and two together and get the answer four." "In principle we have made up our minds already, but having made the decision in principle then, of course, the preparation of the operation would be a complicated and very important business. This is not the sort of thing that can be arranged in a matter of minutes." In reply to such questions aimed at pinning him down to a clear answer, Mr. Smith went no further than saying that the decision this week would be in favour of the principle of UDI. [Unreadable] Asked if the decision [Unreadable]: "That is confidential," said Mr. Smith. "It is possible" [Unreadable]. Ian Smith, the Prime Minister, appeared on [Unreadable] late night television programme after the failure of [Unreadable] [Unreadable] listened to and watched BBC TV otherwise. [fragment from adjacent column:] Mr. Smith's rejection [Unreadable] Rhodesia will be made [Unreadable]. With his Note of rejection he sent a reply to Mr. Wilson's [Unreadable] television broadcast [Unreadable]. In [his] reply to [Mr. Wilson's] proposal Mr. Smith referred to [the] Commonwealth [Unreadable] as tantamount to [Unreadable] internal affairs. "In view of these considerations it is difficult for me to appreciate what new events of negotiations could have occurred to you in the 24 hours that have elapsed since our meeting. I regret that in spite of the fact that [Unreadable] in London for an additional [Unreadable] did not discuss [Unreadable] British Government's [Unreadable]." Mr. Smith rejected the Prime Minister's statement that in the [Unreadable] Rhodesia's internal affairs [Unreadable] years Rhodesia's Government had always been subject to the ultimate authority of the British Crown and Parliament. "Only laws which did not apply equally to the African and European had to be reserved for the assent of the British Government," he said. Mr. Smith also rejected Mr. Wilson's contention that UDI would mean many innocent people could lose their lives. It was on Mr. Wilson's statement that Britain had given independence to more than 700 million people that Mr. Smith really took him to task. "I would ask what sort of independence is this?" Mr. Smith jeered. "Does the British Government know that in one case, because of the grant of independence, within a matter of days three million people were massacred, ruthlessly murdered? Twice as many as the Commonwealth's deaths in both world wars. Is this not a record without parallel in the whole course of human history?" Standards: Mr. Smith listed the weaknesses of the Commonwealth - the war between India and Pakistan, the electoral riots in Nigeria, the "Communist takeover" in Tanzania, the elimination of a balanced judiciary in Ghana, the war in Cyprus, the revolution and massacre in Zanzibar, state of emergency in [Unreadable], the rift in Malaysia. "Do not a number of such cases produce a record [Unreadable] nations have been transformed overnight?" he asked. Mr. Smith described Rhodesia like this: one of the highest standards of civilisation on the African continent; an enlightened democracy where colour is no barrier and the only criterion [Unreadable]; a jury whose impartiality is world renowned; a standard of living and opportunities for the indigenous African which are not exceeded in any country on the African continent to the north of us - "are these the things for which we stand condemned? After 43 years of proving our case we are told that we cannot be master in our own [Unreadable]. Is it not incredible that the British Government has allowed our case to deteriorate into this fantastic position - almost comical if it were not so tragic. I believe I should say to Mr. Wilson: Prime Minister, think again." THE United States has not abandoned her proposals for a NATO joint nuclear force, said the State Department today. Mr. Robert McCloskey, the Department's spokesman, said various proposals would be discussed with Dr. Erhard, West German Chancellor, when he visits the U.S. later this year. He insisted that the U.S. had not closed the door on her plan for a multi-lateral nuclear force (MLF), or the British proposal for an Atlantic Nuclear Force, "or any other ideas that will meet the nuclear problems of the alliance without proliferation." The Department's surprise announcement followed reports attributed to Defence Department officials that the U.S. had scrapped the MLF plan. In the United Nations Russia [Unreadable] again attacked the MLF as a loophole [Unreadable] to stop the spread of nuclear weapons. Mr. Fedorenko said the U.S. was opening a dangerous back door in giving Germany access to nuclear weapons. Mr. William Foster, U.S. delegate to the Geneva [Unreadable], said that the U.S. opposed spread of nuclear weapons [Unreadable] seek to share her arms with NATO [Unreadable]. U Thant, UN Secretary-General, urged major Powers to make new efforts to prevent a direct or indirect spread and warned: "Time is growing very short". Mr. Henry Kuss, a Senior Defence Department official, said the U.S. hopes to sell between £3,500 million and £5,300 million of arms to allied countries in the next ten years.
