朱安达表示坚决贯彻政纲 许多政党和团体支持新内阁
Djuanda expresses firm resolve to carry out the political programme; many parties and organisations support the new cabinet
[People's Daily 1957-04-13, page 6]
Compiled report from our newspaper: According to Xinhua, Jakarta: Indonesia's new Prime Minister Djuanda said in a broadcast to the nation over Radio Indonesia on the evening of the 11th that the tasks the new cabinet must carry out immediately are to restore order and security, improve regional autonomy, carry out regional development, improve the country's financial and economic situation, and stamp out smuggling and corruption. Djuanda said that, as prime minister of the new cabinet, he would of course carry out and realise the new cabinet's programme without hesitation. He considered it very necessary, under the state of martial law, to adopt special methods to organise such an extraordinary cabinet bearing full responsibility for state administration. He said that, like previous cabinets, the present cabinet in carrying out its policy would still be responsible to parliament. The Nahdlatul Ulama paper "Duta Masyarakat" published an editorial today saying that Prime Minister Djuanda's broadcast was "worthy of sympathy" because he recognised the reality he faced and at the same time showed "confidence in the work".
Since the formation of the Djuanda cabinet several major Indonesian political parties and many mass organisations have expressed their positions. Sidik [苏维约, Sidik Djojosukarto], general chairman of the Indonesian National Party [PNI], told reporters that he believed the new cabinet could carry out its tasks well because it has many new forces. The Central Committee of the Nahdlatul Ulama issued a statement on the 9th saying that the NU permitted its members to enter the cabinet, but that this was of a personal nature and should be the individual's own responsibility. Aidit, general secretary of the Indonesian Communist Party, said the line-up of the new cabinet is plain and the programme is correct. He believed that if the new cabinet works hard it can certainly realise its programme. The Central Committee of the Masjumi Party issued a statement on the evening of the 9th, asserting that the new cabinet cannot solve the problems inside the army and in the regions, and opposing its members' entering the cabinet. Mohammad Noor, who accepted appointment as Minister of Public Works and Power in the new cabinet, has been expelled from the party. The Central Committee of the Indonesian Islamic Union Party [PSII] also issued a statement on the 9th expressing disapproval of its members joining the new cabinet. But Sudibjo [苏迪比约], the new cabinet's Minister of Information, who belongs to this party, also told reporters that now only the head of state can remove him from office. Arudji Kartawinata, chairman of the PSII, expressed his personal opinion that the new cabinet's programme is good and in fact no different from the previous cabinet's, and said that from the organisation of the new cabinet there appears to have been a change of real significance. Tambunan [谭布兰], deputy chairman of the Indonesian Christian Party [Parkindo], said that the party chairman Leimena's joining the cabinet was based on his own consideration and decision, and his party would very likely express agreement. The Central Committee of the Murba Party [平民党] issued a statement on the 11th saying that the Murba Party fully supports implementing the new cabinet's programme. The statement also said that Sukarno's forming the cabinet was "responsible". This party also acknowledged that the new Minister of Education and Culture Professor Prijono is a member of this party and is its chief representative in the Constituent Assembly. The statement expressed approval of Prijono's joining the cabinet.
The All-Indonesia Central Organisation of Trade Unions [SOBSI], with 2.6 million members, telegraphed President Sukarno on the 10th expressing support for his formation of an extra-parliamentary emergency business cabinet. In addition, mass organisations such as the Indonesian Women's Movement Association [Gerwani, 印度尼西亚妇女运动协会], the Democratic Women's Association [Perwari], the railway workers' union, the motor-vehicle workers' union and the Democratic Youth League all sent telegrams expressing support for the Djuanda cabinet. Newspapers in Jakarta have also published comments on the formation of the new cabinet for days. "Indonesian Torch" [Pedoman? "Obor"] said hopes can be placed in the new cabinet. It said that the entry into the cabinet of Dubin [杜斌], Inkiriwang [英基里旺], Manungkalit, Chalid, Noor, Hanafi and Harun Al-Rasjid and others enables the new cabinet to obtain the full support of the regions. These cabinet members are from Sumatra, Sulawesi, Kalimantan and other islands and are considered capable and fair-minded. The Masjumi paper "Abadi" ["Eternal Daily"] expressed disappointment at the formation of the new cabinet. The editorial in the Indonesian Socialist Party's "Pedoman" ["Compass"] held that regional problems would be the main difficulty of the new cabinet.
