The congress will last until the 17th. President Sukarno attended the opening ceremony and spoke. Mrs. Umi Sardjono [乌米·萨佐诺夫人, Umi Sardjono], chairwoman of the Indonesian Women's Movement Association, said in her opening address that the congress would discuss how to further encourage women to take part in the struggle to realise the aims of the 1945 revolution and to take an active part in the struggle to liberate West Irian. More than four hundred delegates from all over the country attended the congress. The Chinese women's delegation led by Guo Jian, and women's delegations of the Soviet Union and the German Democratic Republic, were also invited to attend. Also attending were Aidit, chairman of the Central Committee of the Indonesian Communist Party, Sidik [苏维约], chairman of the Indonesian National Party, leaders of other political parties, and representatives of more than ten women's organisations of different political tendencies and of other people's organisations. According to Xinhua, Jakarta, 14th – President Sukarno at the opening session of the Fourth National Congress of the Indonesian Women's Movement Association today called on the Indonesian people, as the struggle to recover West Irian rises, to strengthen all-round unity centred on the three forces (nationalists, communists and religious believers) and to confront the Netherlands in all respects. He again firmly stated that on the West Irian question Indonesia cannot accept so-called "self-determination". He said this is externally imposed, forced, false "self-determination". Sukarno asked: "If externally imposed self-determination were carried out in Hawaii or Texas, would America accept it?" He said that once an American said to him: "The colour and form of the hair and the skin colour of West Irianese differ from other Indonesians, so can West Irianese be called Indonesians?" He said: "I retorted: is every American white-skinned? In America there are Negroes. American hair colour is black, white and also yellow." He went on: "Socialist countries help us recover West Irian. But you oppose. You carry out subversive activities against Indonesia and support Indonesian rebel groups. You do not support our recovering West Irian. But socialist countries help us recover West Irian. What is wrong with our being friendly with the Soviet Union and China? Is it wrong for us to be friendly with all countries?" Sukarno reiterated Subandrio's speech at the UN General Assembly: if the United Nations agrees to the Dutch regime in West Irian, it means agreeing to the Netherlands' using force to seize West Irian. Sukarno said that as for Dutch imperialism, it understands only the "language of power". The Netherlands is talking about negotiations; "I have not yet said whether I want negotiations. I think the Indonesian people must confront, politically and economically and, if necessary, even militarily. This policy must be continued. Whether negotiations will be held, we shall see later."
