Asian opinion widely opposes the new US war provocation and strongly condemns the Seventh Fleet as the vanguard of US imperialist aggressive war; Indian newspapers fear that India's tacit consent to US warships entering the Indian Ocean will make the "non-alignment" fig leaf even more tattered
Xinhua News Agency, 27th – Mass organisations and public opinion in a number of Asian countries continue to express firm opposition to the US decision to extend the area of operations of its Seventh Fleet's aggressive activities to the Indian Ocean. The Indonesian Women's Movement Association [Gerwani] recently issued a statement expressing its complete support for the position stated by President Sukarno that the Indonesian people are not afraid of any threat and will not bow to imperialist intimidation. The Indonesian dockers' and seamen's union and the public security and defence trade union have also stated that their members will fight, together with the other strata of the people, any rampant act by imperialism. A commentary published on the 26th in the Indonesian paper Harian Rakjat [Harian Rakyat; "People's Daily"] pointed out: "The entire Indonesian people will, with the spirit of a bull, stand with the Sukarno government and tirelessly strike at the Seventh Fleet until they raise their hands in surrender and go back where they came from." A commentary in Bintang Timur [Eastern Star] on the 26th said: "History proves that if we unite and strike imperialism a heavy blow with an iron fist, it will retreat; if we hesitate, it will become even more rampant." The organ of the Central Committee of the Japanese Communist Party, Akahata [Red Flag], in an editorial on the 27th on the US decision to send the Seventh Fleet into the Indian Ocean, said: "The aim of this US imperialist plot is to strengthen its policy of aggressive war, which has suffered one serious blow after another in Southeast Asia." The editorial said, "Wherever the Seventh Fleet goes, there is certain to be US imperialist military provocation" and "the Seventh Fleet is the vanguard of US imperialism's war of aggression in East Asia." Sakamoto Tokumatsu [Sakamoto Tokumatsu], Executive Director of the Japan Asian-African Solidarity Committee, said in a statement on the 26th: "This US plan is purely an imperialist plot of aggression and a concrete step in the joint US-Indian effort to 'contain China'; its aims also include encircling Indonesia, which opposes the neo-colonialism of 'Malaysia', and putting pressure on Pakistan." The Cambodian paper Pyathyea [Neak Cheat Niyum? – name uncertain; "祖国报"] said in a commentary on the 25th that the extension of the US Seventh Fleet's area of operations to the Indian Ocean "will naturally cause unease among Asian and African countries." Another Cambodian paper, Le Courtois [Politeness Daily; "礼貌报"], pointed out in an editorial that the Indian leaders have now become servants of imperialism. It pointed out that India has not only shamelessly begged the aggressor bloc for aid but has also agreed to the US extending the Seventh Fleet's area of operations to the Indian Ocean. The well-known Burmese writer Du A Ma [Thu Ama?] published an article in Ludu [People's Paper] on the 27th condemning Nehru for defending the entry of the US Seventh Fleet into the Indian Ocean. The article warned: "This reactionary act of the Nehru government will meet opposition from the peoples of Asia, and the Indian people will never forgive it." The well-known Burmese columnist U Yan Gong [Ú Yan Gon?] wrote in the Rangoon Daily on the 26th: "The intrusion of the US Seventh Fleet into the Indian Ocean has aroused great indignation among the peoples of the countries around the Indian Ocean. The just voice of the peoples of Southeast Asia protesting against the entry of the US Seventh Fleet into the Indian Ocean cannot be stopped." The Nepali paper Samaj [Society; "社会报"] said in an editorial on the 24th that the cruising of the US Seventh Fleet in the Indian Ocean would threaten the security and peace of the Southeast Asian region.
Xinhua News Agency, 27th, New Delhi report: The Indian government has in effect agreed to the entry of the US Seventh Fleet into the Indian Ocean, which has led Indian newspapers also to demand that Nehru explain what his "non-alignment" means. An editorial in the Free Press Journal on the 21st asked: the Indian government "does not feel 'alarmed' at this development ... Does this really mean that India's defence policy is now so inextricably interwoven with America's global strategy, and so dependent on American support, that New Delhi cannot raise a single protest against this mockery of non-alignment? ... The Prime Minister is obliged to give the country an explanation of what non-alignment means at the present moment." It said: "If the entry of a nuclear force into the Indian Ocean is agreed to without protest, the inference inevitably drawn here and abroad will be that India's policy has undergone a qualitative change." The editorial pointed out that Nehru's speech in Parliament on the plan to send the Seventh Fleet into the Indian Ocean "could not have been better improved by any Pentagon spokesman, if the latter wanted to create a smokescreen to cover up the whole truth." The Times of India said in an editorial on the 21st: "At a time when the United States, on the ground that a power vacuum exists, is to establish military power in this part of the world, New Delhi seems to acquiesce on the ground that 'we can do nothing about it.'" Nehru's "rather obscure words on the whole seem to indicate that India's attitude is one of tacit consent, second only to positive approval." It said: "American quarters do not conceal that this proposal (that is, the stationing of the Seventh Fleet in the Indian Ocean) is a matter of global significance for Washington and therefore has little or nothing to do with the Sino-Indian border dispute." "New Delhi's silent approval will, not without reason, be interpreted as indirect acceptance of a US plan that would cause irreparable damage to India's position in Southeast Asia."
