TORTURE OF GENERALS TOLD
[Article: "Emi Marijam Commissioned to Gouge Out Eyes for one Million Rupiah"; Djakarta, Kompas, Indonesian, 12 January 1971, pp 1, 8] Emi Marijam (24 years old), member and activist of GERWANI (Indonesian Women's Movement) in Djakarta, was brought into court as a witness in the case of Sukatno, secretary general of the Pemuda Rakjat (People's Youth), last Monday.
The witness frankly admitted that she and three other women in her squad were given the assignment of torturing the generals at Lubang Buaja on 30 September 1965. She and her squad discussed the assignment before carrying it out.
The witness got the job of gouging out eyes, while her friends were instructed to cut other parts of the bodies.
On 30 September the witness was ordered by her leader, Asijah, to stand by at a predetermined place. But, although she was ready there from early morning, nothing happened.
On that same afternoon she was ordered to go to a certain well at Lubang Buaja. Before that the witness was told that she would meet some people at the well who were "capitalist bureaucrats" and that she must carry out her assignment.
At 0500 hours a jeep and a truck carrying the "capitalist bureaucrats"
arrived. The witness saw five people in the vehicles who were blindfolded and had their hands tied with red cloth. Besides that, there were two others who had already died. Those people were brought down and taken to the edge of the well.
Pengki (boyfriend of the witness) then ordered the witness to strike these people and torture them before they were shot. Then the witness and her three friends took turns torturing them. The "capitalist bureaucrats"

were stripped bare by one of her friends. After that, the witness gouged out the eyes of one of the "capitalist bureaucrats" with a pocket knife. Meanwhile another friend cut his body and another cut off his genitals. In her confession, the witness stated that she only gouged out the eyes of one of the victims. The witness had been promised a reward of money for gouging out his eyes. The witness received a reward of one million rupiah at a place in Semen.
Besides the witness' squad, there was another squad of five women who were in charge of lifting and putting the victims into the well.
Trained and Given Green Uniforms Early in her testimony, Emi Marijam said that she did not know the defendent.* The witness, who was a general assistant in GERWANI, was captured on 10 October 1965 while enroute to Tanggerang.
On 4 September 1965, Pengki (her boyfriend) invited her and five other people to go to Bogor in a car and visit the botanical gardens. Then on 25 September 1965, she was invited to go again, but this time to Lubang Buaja.
Pengki had once said that going to Lubang Buaja was part of the training program.
Upon arrival there, many people had not yet come. So while waiting for them, she was placed in a house. After 30 more people had gathered, the training began.
On 26 September, Asija asked the witness to take part in a parade, and she received a green uniform. The training was continuous from 27 tember, and besides drill practice, she was given a sten gun.
30 Sep-
The drill practice was carried on while singing songs like "Gendjer- Gendjer", "Naik Puntjak", "Gunung", "Papaja", "Potong Padi", etc. Finally the witness received orders to torture the generals on the night of 30 September.

LAOS
JAPANESE AID FOR TELECOMMUNICATIONS SYSTEM
Article: Vientiare, Agence Lao Presse, French, 24 February 1971, pp A2-A37
A ceremony for the exchange of letters relative to Japanese aid for construction of the microwave telecommunications system between Vientiane and Nong Khai took place yesterday afternoon at the Ministry of Foreign Affairs. The exchange was between Khamphan Panya, delegate of the Prime Minister to the Ministry of Foreign Affairs, representing the royal government, and His Excellency Moriki Tani, Japanese ambassador to Laos, representing the Japanese Government.
On this occasion Khamphan Panya declared, "The installation of a microwave communications system between Vientiane and Nong Khai represents an equally important step in the development of communications that the Lao Royal Government is seeking to improve and extend, despite the situation and difficulties of all kinds."
Khamphan Panya continued, "This project is in addition to a great many others sponsored by the Japanese Government, which are either already completed or under way, for the benefit of Laos. It is a result of conversations between our parliamentary delegations as well as between His Excellency Eisaku Sato, Prime Minister of Japan, during his official visit in 1967, and His Highness Prince Souvanna Phouma, our Prime Minister.
"Coming only a few days after the Japanese initiative, which brought in its wake the favorable attitude of Indonesia and Malaysia, and in view of the dangerous situation which has just been created in Laos, the signing of this arrangement is a new manifestation of the spirit of friendship, solidarity, understanding, and mutual aid which animates the government and people of Japan in respect to the royal government and people of Laos," declared Khamphan Panya.
The delegate concluded, "Excellency, I beg you to transmit on this occasion the great appreciation and gratitude of the royal government and the Lao people to the government and people of Japan."
