DELEGATION TO WOMEN'S CONGRESS WELCOMED
Peking NCNA in English to Asia and Europe 1700 GM? 18 July 1963--B (Text) Peking, 18 July--More than 10,000 people of the Chinese capital
came to a rally at the Great Hall of the People this afternoon to welcome the Chinese delegation back from the World Congress of Women in ‘Moscow.
=== [PDF page 2] ===
A resolution adopted at the rally amid stormy applause pledged full support for the activities of the Chinese women's delegation and for the correct line it persisted in at the congress. The resolution
condemned the leader of the Soviet women's delegation and some leaders of the Women's International Democratic Federation for openly starting an anti-China chorus at the congress, and for their arrogance and arbitrariness, their violation of deinocracy and their sectarian ard splitting activities.
The rally was attended by Liao Cheng-chih, chairman of the Chinese Committee for Afro-Asian Solidarity; Burhan Shahidi, vice chairman
of the Chinese Peace Committee; Teng Ying-chao, Li Te-chuan, Hsu Kuangping, Shih Liang, Yang Chih-hua, and Liu Ching-yang, vice presidents
of the ‘National Women's Federation; and other leading members of the
20 people's organizations which sponsored the rally. The hall rose in
a@ prolonged ovation as Yang Yun-yu, head, Kuo Chien, and Wu Chuan-heng, — deputy heads, and all other members of the Chinese women's delegation mounted the rostrum..
Opening the rally, Teng Ying-chao extended a warm welcome and her
Sincere regards to the Chinese women's delegation. She said that
the World Women's Congress reflected the struggle between two
lines. The Chinese delegation, persistently adhering to the correct stand of persevering in principle, eliminating differences, strengthening unity, and waging a common struggle against the enemy, successfully
held its ground in a sharp and intense struggle against attacks, Slanders, and a series of most vicious maneuvers by the forces of the erroneous side.
Yang Yun-yu delivered a long report on the recent World Congress of Women.
Her report was time and again interrupted by thunderous applause. She Said that under the manipulation of Popova, head of the Soviet women's delegation and vice president of the WIDF (Women's International Democratic Federation), and some other WIDF leaders, the congress “proceeded very badly."
This congress, she said, has “written a very inglorious page in the history of the world women's movement" and was "the worst and most undemocratic congress every held in the history of the WIDF." Yang Yun-yu said that the appeal to the women of all countries adopted
at the congress was a document which lacked revolutionary content
and contained errors in its line. She said that the program for the activities of the WIDF adopted at a meeting of WIDF member-organizations during the congress was an opportunist document.
=== [PDF page 3] ===
Both documents failed to identify imperialism headed by the United States as the enemy of peace and the source of war. Instead of pointing out that imperialism is an importaat cause of the sufferings of women and children, they prattled emptily. about women's and children's
rights and about friendship and unity. They spread unhealthy sentiments, all kinds of illusions, and fear of war and nuclear
weapons among women. "Such documents can never bring anything good
to the world women's movement. Imperialism alone will benefit from them," Yang Yun-yu emphasized. She. said that there was not a modicum of democracy in the election of the bureau of the WIDF.
"Going diametrically counter to the aspirations and the fundamental interests of women and people of the world,” Yang Yun-yu said, "this congress emasculated the anti-imperialist and anticolonialist task of the world women's movement, tampered with its revolutionary, progressive line, rudely tramped on the democratic principles of the WIDF, and undermined the unity of the world women's movement.”
Obedient to the imperialists and particularly to Kennedy, the enemy
of the world's people, organizers of the congress trampled underfooby the aspirations of the women of Asia, Africa, and Latin America, imposed their erroneous political line on the congress and enforced it by means of an erroneous organizational line.
Yang Yun-yu said that organizers of the congress pursued a line which was for the United States and the Indian reactionaries, and against socialist China. They wickedly planned a loud anti-China chorus and carried out a series of sectarian and splitting activities.
This distressing situation emerged at the congress, Yang Yun-yu pointed out, because some leaders of the WIDF had for a long time divorced themselves from the basic demands of the masses of women
of the world and, particularly, because the leaders of the Soviet women's movement had wielded their batons in the WIDF to enforce their erroneous line.
"Certain Soviet comrades have one-sidedly reduced the general line of the foreign policy of socialist countries to peaceful coexistence and peaceful competition and have opposed the revolutionary struggles of the people of all countries to the struggle for world peace.
Disregarding the demands of the masses represented by the WIDF to Oppose imperialism and colonialism and to win and preserve national independence, they stubbornly imposed their will on the WIDF turning it into an instrument serving the needs of the foreign policy of a single country."

Yang Yun-yu said that the Chinese delegation adhered to the line of persevering in principle, eliminating differences, strengthening unity, and waging a common strugglé against the enemy. With the delegations of Albania, Korea, Indonesia, Vietnam, Japan, and many other Asian, African, and Latin Americah countries, it waged a firm struggle against tne handful of people who insisted on an erroneous line.
Yang Yun-yu gave a detailed account of the struggle between the two ines tnroughout the congress. This was manifested in the following questions; Whether or not imperialism is to be opposed; whether disarmament and peaceful coexistence are to te taken as the predominating central task; whether or not the movement of national independence is to be supported; whether one should serve one-sidely the foreign policy of one single country, the Soviet Union; and whether principles are to be abandoned for the sake of broad unity with people of all strata.
She condemned the erroneous views of the leader of the Soviet women's delegation and some leaders of the WIDF and the wicked methods they employed to manipulate the congress.
Speaking on the question of whether imperialism, first of 411, U.S.
imperialism, is to be opposed, Yang Yun-yu said that the leader of the Soviet women's delegation and some WIDF leaders, far from condemning imperialisit, tried their utmost in their speeches to prettify imperialism They tried by all means to dilute the anti-imperialist content of
reports and documents of the congress, and strike out words and phrases against imperialisn,
Yang Yun-yu reported in detail the process by which the manipulators of the congress tampered with the report on peace and disarmament drafted for the congress by the Japanese delegates and the report on the questions of the health and education of children and youth drafted by the Cuban delegates for the congress.
On the question of how to prevent an imperialist war of aggression and preserve world peace, Yang Yun-yu said that the Soviet women's delegation and certain WIDF leaders denied the need to expose the enemy of peace and to depend on the struggle of the people of all countries and the national liberation movement. In their opinion, war could be prevented and world peace guaranteed if the leaders of a few big nations could reach understanding on international questions, if the charity of Kennedy and his like was aroused, and if the oppressed nations and peoples coexisted, in complete obedience, with imperialism and did not cause disturbances.
Touching on the question of whether general and complete disarmament and peaceful coexistence could be taken as the predominating task of the women's movement, Yang Yun-yu censured the leader of the Soviet women's delegation and certain WIDF leaders for deliberately taking disarmament

end peaceful coexistence as the overriding task of the international women's movement. Delegates of many countries categorically refuted the preposterous renarks of the leader of the Soviet woments delegation and certain WIDF leaders who extended the meaning of peaceful coexistence to apply to the relationships between the oppressed hations and the oppressor nations, between the oppressed countries and the oppressor countries, and between the oppressed classes and the cppressor classes.
Speaking of the national liberation movement of the oppressed nations, Yang Yun-yu said that the Soviet delegation leader and certain WIDF leaders erroneously opposed the national liberation uovement to the struggle to safeguard world peace, and severed it from the women's movement. While paying lipservice to support for national liberation movements, their actions were quite the reverse. They completely ignored the demand of the delegations of Laos, southern Vietnam, Korea, Venezuela, South-West Africa, and other countries that resolutions should be adopted in support of their struggles for national liberation.
Yang Yun-yu condemned those who tried their best to vulgarize the lofty feelings of women and mothers and exclude women from political life.
“The broad masses of women can never be dictated to by anyone at will.
No one can sever them from the current, far-reaching struggle of the people," she said, |
Yang Yull-yu condemied those who persist in their erroneous line for staging anti-China farces at the congress. She described how Indian delegates attacked China, and how the organizers of the congress restricted the right of the Chinese delegate to speak,
"Without a deliberate plan and the energetic support of the leader of
the Soviet delegation and certain WIDM leaders," she said, “the attack on China oy Indian delegates at the congress could never have happened.
Clear-minded people can easily see what a dishonorable role the Soviet
delegation leader and certain WIDF leaders played in that anti-China chorus -”
Yang Yun-yu spoke in detail of the completely erroneous organizational line taken by the leader of the Soviet women's delegation and certain WIDF leaders at the congress. She pointed out their organizational line was "a line of sectarianism, -splitism, and big-power chauvinism."
She said; "They completely ignore the broad masses of the oppressed women who make up over 90 percent of the women of the world. They do not want to orient the activities of the WIDF toward the broad masses or the women of the world. They are only too eager to meet half-way and cater for a small group of upper-class women in European and
American capitalist countries, restricting the activities of the WIDF
within this small circle of upper-class women and turning the WIDF into a 'tclub!' of these women.”

Yang Yun-yu demouncéd the Soviet delegation leader and certain leaders of the WIDF for undermining the fundamental democratic principle of international democratic ofganizations, trampling on the elementary democratic rights of delegates and making use of crude means to manipulate the congress and suppress correct views. They seemed to believe, Yang Yun-yu said, that by compelling the congress to adopt a resolution, they could alter the correct orientation of the world women's movement, hamper the emancipation of women, and isolate China. They totally miscalculated, she continued. Their action completely betrayed the fundamental interests of the women of all countries and, consequently, isolated them from the masses of women and all revolutionary peoples.
Yang Yun-yu said; "We are confident that the acute struggle between
the two lines at the Moscow World Congress of Women will sharpen the eyes of the world's progressive women with regard to the orientation
of their struggle. They will advance even more firmly in the struggle, strengthen their own unity and take upon themselves the important tasks of opposing imperialism and old and new colonialism, and of striving for national independence, people's democracy, social progress, and the emancipation of women. ‘They will march valiantly toward new victories.'
The rally was held under the auspices of the Chinese Committee for Afro- Asian Solidarity, the China Peace Committee, and 18 other people's organi zetions representing women, trade unions, youth and students, writers, journalists, scientists, and other circles.
Chu Tu-nam, Chu Hsueh-fan, Wang Chao-hua, Lao Sheh, Chang Yu-yu, Fan Chang-chiang, Hu Tzu-ang, Jung Kao-tang, and other leaders of these organizations attended the rally.
