WOMENS TU MEET DEBATES 'NO STRUGGLE’ LINE no Secretary Gerieral'’s Report Peking NCNA International Service in Efglish 1653 GMT 15 May 1964--B
(Text) Bucharest, 1+ May--The Second International Trade Union Conference on Problems Concerning Women Workers continued its session here today. In the last four days, the conference was locked in a hot debate which was provoked by Louis Saillant, secretary general of %.2 World Federation of Trade Unions, and others, who, following the leadership of a certain country, tried their utmost to impose on the conference an erroneous nonrevolutionary line sf no struggle against imperialism.
Louis Saillant put forward this capitulationist political line in his report on the first item of the agenda at the conference on 11 May. He extolled the signing of the Moscow tripartite nuclear test-ban treaty
as "the most important event" leading to the relaxation of intemational tension. This treaty, he said, marked a stage in the people's struggle for the general and complete prohibition of nuclear tests and for doing away with nuclear weapons, for general and complete disarmament, and for defending peace. -
He held that the proposal of the Soviet Government for renouncing the
use of force for the settlement of territorial and boundary disputes
was an inevitable continuation of the Moscow tripartite treaty and would put an end to the positions of strength policy in international relations.
He also extolled the agreement reached among the Soviet Union, the
United States, and Britain on the reduction in the production of fissionable materials and regarded it as a very important event.
Louis Saillant advertised unprincipled "peaceful coexistence,” alleging that it created the most favorable conditions for the workers to improve relations among the trade union organizations of various countries and promote unity among workers. He defended the undemocratic practices of a handful of persons wh> made decisions without full consultation in the course of preparing for this conference and empty talks about unity in the world trade union movement.
In their speeches at the conference, Nikolaeva, head of the Soviet delegation, and a delegate of the GDR praised the Moscow tripartite treaty, a treaty which deceived the people of the world. Wikolaeva advertised the agreement among the Soviet Union, the United States, and.
Britain on the reduction in the production of fissionable materials and the so-called proposal for renouncing the use of force for the solution of territorial disputes and other questions made by N.S. Khrushchev, chairman of the USSR Council of Ministers.
Delegates from quite a number of countries in their speeches laid stress on the necessity to continue the struggle against imperialism and old and new colonialism headed by the United States to uphold the unity of the

international workers movement on the basis of anti-imperialism and revo utionary prineiplces, and to oppose Sue capituletionist line.
Home delesates refuted the erroueous views in Saillant's report.
zt was reported earlier that Chi Yuan-te, head of the Chinese delegation, spoke at the conference on 13 May. She analyzed the two diametrically opposite political lines in the international women werkers movement.
In this movement, it was necessary to oppose a capitulationist line
which was noarevolutionary and did not combat imperialism and to defend
a correct line which defended revolution and opposed imperialism, she added.
She pointed ovt that the present international situation was unprecedentedly favorable to the women workers struggle, To accomplish the common tasks confronting the women workers of various countries, they should, together with other people of various countries, from the broadest united front to wage a resolute struggle against U.S. imperialism and its lackeys. She emphasized the importance of strengthening unity in the international
trade union movement, The unity of the working class must be built on
the principled basis of anti-imperielism and class struggle.
Warm applause greeted Chi Yuan-te when she finished her speech, which was warmly praised by delegates from Asia, Africa, and Latin America.

Sri Ambar, head of the Indonesian delegation, in her speech, said that her dslegation warmly welcomed every effort made to strengthen unity ane solidarity of the working class in the spirit of internationalism and strongly opposed any attempt to split and weaken the unity and international solidarity of the working class. The intemational unity of the vorking class should be developed continuously at this movement when the imperialists headed by the United States are becoming increasingly ferocious in opposing the rising movement for national independence in Asia, Africa, and Latin America, and when the modern revisionists and the neo-economists are trying to weaken the unity of the international working class,
She sharply criticized the report made by Louis Saillant. She disagreed with the erroneous views publicized in Saillant's report on "peaceful coexistence," the Moscow nuclear test-ban treaty, and Khrushchev's proposal for rejecting the use of force to settle territorial disputes and border questions, She said: “Louis Saillant did not mention with whom and on what basis should we unite.” Sri Amber asked: "Can we unite with the imperialists and their lackeys?"
Sri Ambar pointed out that the present situation shows that the new emerging forces are struggling persistently and are winning great victories, The Asian, African, »nd Latin American countries still
under colonial domination as well as those countries which have not
yet realized full independence sre determinedly and courageously
continuing their struggle to achieve full national independence and freedom,
