Antara reports that the students "submitted a letver to Sukarno expressing conviction that he would take firm measures by disbanding the P.K.I. and its affiliates". Without the P.K.I. confroniation against Malaysia could be intensified. There had been strong indications that the P.K.1. and its affiliates had been carrying our acts of economic sabotage, thus weakening the struggle against Necolim. The letter noted that various religious leaders had recently reminded the President that the dissolution of the P.K.I. was obligatory under Islamic Law. Resolutions were read out at the rally denouncing f'the barbarity of the American imperialists who actively backed the neo colonialist project of Malaysia". The rally also regretted the tone of Peking Radio's broadcast towards the Indonesian people, and urged the Indonesian Government to take measures for the sake of preserving the solidarity of N.E.F.0.83 and particularly between Indonesia and China. Among the absentees were General Nasution, and Aidit and Lukman. Njoto, however, was present. 2, Subandrio spoke to the Press afterwards. The following is taken from Antara's report of his remarks. The President had reviewed developments over the past month. He had reiterated that the 30 September Movement was something to be condemned, as was the Revolutionary Council it had set up. Public reactions after the event, both spontaneous and “unspontaneous" were endangering the revolution. The President understood the people's anger, sadness and feelings of vengeance, that was why he had allowed them to express their feelings in condemning the "counter-revolutionary venture." On the other hand it was not to be denied that the 30 September Movement was being used as a tool of parties and groups for their own profit." "Necolim and foreign subversion too, were exploiting the situation." So the President felt that all this was being used to push the revolution to the right. This was dangerous because it could cause the collapse of the revolution. "Sukarno was now thinking of taking action against the P.K.I., but the President would also take action against any other party that was fanning the people's emotions - if necessary these parties would be dissolved." In his speech Sukarno had expounded "the leftish nature of the Indonesian revolution." /"Social justice === [PDF page 17] === Diakarta telegram No, 24/71A to Foreign Office rsa "Social justice or Socialism was not only Communism or P.K.I. but Socialism was the people's ideal of justice. Marxism strived after justice and Indonesian Socialism is not confined to Communism only." "In settling the 30 September affair Sukarno would not change the basis of the revolution." This would always remain based on Pantjasila "from which Nasakom has emanated." Because of the affair the Indonesian revolution had suffered a setback of eight years. The revolution now had to be reorganized. At the Cabinet meeting Sukarno had said to Njoto, "You are stupid to perpetrate this condemnable thing. This event has dishonoured Communism, it is an infantile disease." Other political groups in the past - the nationalist and the religious - had been afflicted by this disease. "The Communists however had committed it for the second time." "In order to eradicate this infantile disease the President would take appropriate actions without changing the basis of the revolution." 3. See my immediately following telegram. The purpose of this letter is to point ont the contrast between Sukarno's "I'm thinking of taking action against the PKI: Indonesian socialism is not confined to communism only" - with the continued and determined demands by all sorts of people and organisations for the total dissolution of the PKI. For example: (a) There was a very large anti-PKI demonstration in Djakarta today - 3 million people, says Antara. Liemena addressed the crowd on behalf of Sukarno. "We are here to demonstrate loyalty to our beloved President". Murmurs in the crowd, interpreted by observers as meaning "loyalty, yes, all very well; but the job on hand is to get rid of the PKI." “And" says Liemena, undeterred or oblivious, "We must not forget that our main enemy is necolim". Boos at this point and shouts of "ban the PKI" i.e. PKI first, and then necolinm. (b) An example of some deliberate forcing of Sukarno's hand. Antara, November &, reported a statement by a leading member of a committee of the Gotong Royong House of Representatives in which he (or conceivably the Antara editor) referred to "the political settlement to be taken by President Sukarno, i.e. the dissolution of the PKI and its sister organisations". D. Tonkin, Esq., South East Asia Dept., Foreign Office. === [PDF page 24] === (c) This editorial from Angkatan Bersendjata of November 9: "In recent years a myth that the PKI has been a prime factor in determining whether the Indonesian people are revolutionary or not has systematically been spread in the community. low after the failure of the PKI Gestapu people begin to wonder whether Indonesia will still be revolutionary if the PKI is dissolved; whether our revolution will turn to the "right" if the PKI is dissolved; and whether the Armed Forces will become "rightist" and "week" if they are applied to exterminate the PKI Gestapu. Everyone who follows the political development in our country will know that the Indonesian people will always be revolutionary without the PKI, that the Indonesian revolution will always be "leftist" although without the PKI participation, and that the Armed Forces, together with the people, will always form a strong leftist force. Our revolution after the PKI's Madiun revolt (1948 = 1949) was a leftist one. It exterminated Dutch imperialism in Indonesia and finally obtained international recognition of our independence. And now while we are facing imperialist encirclement in the form of Malaysia, the PKI masterminded the Gestapu. From the above-mentioned facts, the PKI has not placed itself as a loyal "partner" in our revolutionary ranks, but has been a disguised enemy that has been waiting for the opportunity to stab us from the back. So the revolutionary myth is nonsense, and let us continue to exterminate the PKI Gestapu to ensure the home front." A typical example from Antara, November 9: The Indonesian Moslem community in Tasikmalaja cannot be forced to accept the PKI in any form whatever. Thése strong views were expressed by Moslem leaders after a huge roll call recently. The Indonesian people should not be tricked again for the second time. They pointed out that ter the Madiun treason, the Indonesian nation had tolerated the PKI, had given the communists their trust /dvecause ‘of’ === [PDF page 25] === because of the people's loyalty to the Great Leader of the Revolution, Bung Karno. But what happened? The counter-revolutionary "September 30 Movement" and all its consequences, preceded by slander and insinuations. "Never again!", the Moslem leader chorussed. 3e Meanwhile the spate of reports about PKI atrocities and about security operations against the communists continue. A number of them have been sent by telegram. Here, attached, is another batch. (DH 1015/288) 16 November, 1965. Thank you for your letter of 3 November to Stanley in J.M reporting United States views on how the Indonesian situation migh develop. 26 I think you should mow that we have certain reservations about the United States attitude as reported in your letter. The Indonesian situation, in our view, is at present by no means “almost entirely domestic". It is true that the struggle for powe itself is going on in Indonesia, but the repercussions of this struggle have already been felt in a number of countries. One needs only to glance at the very considerable comment devoted in the Russian and Chinese press to recent events in Indonesia to understand this. oreover, every statement issued by President Sukarno, the Generals and other factions in Indonesia is related to the external world, just as they continue to emphasise the supposed threat of Nekolim and their determination to pursue confrontation. Unfortunately some Americans tend to have their eyes so focussed on the internal struggle for power, that they are brushing aside the significance of confrontation. Nasution made a speech on 12 November, Following from Antara's report of it. Not only the actors of the 30 September movement but also its masterminds and supporters must be exterminated. The main actors of the Gestapu were veterans of the Madiun affair. After the Madiun uprising, these people had been allowed to move freely (and had even been given the opportunity to launch their actions), with the present disastrous results. He himself had survived three assassination attempts. senior officers and Colonels had been cruelly butchered by them, while civilian massacres took place, and they even tried to destroy the revolution. For this reason there should be no hesitation against the actors, supporters and particularly against the masterminds of the Gestapu. They may not, and should not be given another opportunity to repeat their crimes. It would not be appropriate to legalize their activities. They should be crushed immediately, especially the masterminds and dangerous supporters must be isolated. Those who committed treason and changed the course of the revolution must be punished, crushed, and isolated from all activities of the State. As long as they were given freedom of movement, one could be certain that they would threaten the safety of the Nation. Beware of slander. There never was a so Called Council of Generals. The P.K.I. should be destroyed, not because Indonesia was anti-Communist, but because proof, and facts, widely known to the public, had pointed to the P.K.I. as "the traitor of the State and Nation. Thousands of these “volunteers” converged upon Lobang Buaja from Bogor, Bandung, Central Java and from within Djakarta itself, comprising both men and women. ‘They were housed in various camps end tents. Training included exercises in the use of various calibres of arms, marching, guerilla-warfare ani indoctrination in PKI history, Marxism and Leninian. Hateful. Events Two days before the fateful day of October 1, 1965, M.S.N. received secret instructions ordering him that night to assemble at the Djatinegara by~pass, from where he was carried by bus to Lobang Buaja. The next day M.S.N. and his friends received wiforms and arms. M.S... and his group received orders to carry out certain military actions and to hold reids against people, whose names were ineluded in a "black list". On October 1, at 5.50,a.m., U.S... recel ved instructions to proceed to Lobang Buaja. When he arrived at that place he saw Gerwani, Pemuda Rakjat, BTI end other PKI mombers in readiness. Se@eral prominent personalities, among them a certein Mrs. Djumono of Gerwani, conferred in one of the tents, while outside M.S.N. saw two corpses, one of them in pyjemas; five persons were guarding the blood-smeared corpses. All over the place people were singing and dancing. At 7 acm the corpses were assembled and then thrown into a dead well. ‘The singing people joined hands in covering the corpses in the well with banana leaves and mud. === [PDF page 62] === M.S-N. also observed a stocky, handsome man, who was laughing upon witnessing the killing. The man later turned out to be former Lieu. Col. Untung. at Lobang Buaja and received rations from the public kitchen. Then Lobang Buaja was attacked by RPKAD (Army Commando) units and M.S.N. fled back to his home in Central Jave, where he was detained by security troops, however. in telling his story, the 25 year old youth again expressed his regret at what had happened and called on his friends still on the loose to come to their senses and to return to the right path by helping the legal Indonesian Government and the Armed Forces to return order and security, Commissijner Walujo Martopo concluded. SUBABAYA, NOVEMBER 2 The three holes containing 62 corpses, which have recently been uncovered by Armed Forces units in the village of Tjemetuk, near Banjuwangi, have turned out to be another link in the chain of events, resulting from the physical clash occuring on October 18 last in Karangasem, Banjuwangi, between groups combatting "GESTAPU" elements on one side and the counter-revolutionaries on the other. In this connection, Major Pratowo of the Second Siaga Combat Command, covering the residencies of Besuki and Malang, has told Antara that the 62 corpses discovered by the Armed Forces were the bodies of youths from Muntjar, who had been trying to avoid the clash occuring in Karangasen, The youths had been forced to go by foot after their cars had been vlocked by cut trees which had fallen over the road. After the youths arrived in Tjemetuk village, they were hailed by “GESTAPU" elements, who treacherously professed to be on the same side and offered the tired youngsters their “hospitality”. The youths were then invited to spend the night in the village and sprea@ ofer the various homes. Here they were received gracefully and “treated” on a sumptious meal. It was to be the last meal they would enjoy on eaith as the food turned out to be poisoned. Those who wére not killed off by poisoned food were assembled in one of the houses and then divided into groups of five. Every group was brought to a certain place and then shot to death one by one. One escaped One of the youths, however, managed to save his life by also resorting to trickery. When he was about to be shot he managed to convince his butchers that he was only “going along with the group" to escape arrest by the authorities. He claimed that he had just been robbing a place end therefore had to Mft his heels to escape capture. During his flight he met this group and joined up with them. Ry telling this fable, the youth escaped death as he was not shot but only locked away in one of the houses. When Armed Forces patrols were arriving in the village, the guard in front of the house fled end the soldiers soon liberated the crafty youth. And the story of his narrow escape from death unravelled to the authorities the entire horrifying tale of treachery and viciousness. Most of the demonstrators comprised students and workers. === [PDF page 67] === (Security Grading—to be Up-graded U D where Appropriate) SOU TH-E AST ASIA DEPARTMENT FROM uy SUBJECT: ARTA J AK ARTA Dated #/// Encloses Copy ol: References | and ‘Relevant Papers: Received as (Outward Action) MINUTES MP f haoe deperiphion 3) ~ won - mechs Pag: es b WQcho(n, (AR rw \M "Sy a [Unreadable] ‘ fs \ J (. aay Me \\ RowA. | bo My heh Ley (Printing Instructions) (Referred to Legal Adviser) (Action completed) (Main Indexed) === [PDF page 68] === 4 INWARD SAVING TELEGRAM FROM _DJAKARTA TO FOREIGN OFFICE By Bag FILES DH ( ¢ fo Sir A. This decision was taken at the prel/minary foreign ministers meeting, which con. cluded ': the Algerjan capital on Tuesday with the adoption of the final resolution announcing the postponement, The resol ution called on all Afro-Asian countries to spare mo efforis im creating the con:/tions necessary for the success of the second Randung parley, Capltals of the Afro- Asian world received the decision with mix whole countries ed feelings, but on the such as Indonesja, UAR, and others abid- @d by the decision with the view of guarding Afro—Asi/an Solfdarty. The first;mpression of the dec’sion to tafepostpone the comference, may arouse a feeling of regret that the second AA parley cannot be held on the tenth ann verszry of the first AA Conference held in Bandung exactly ten years ago. Regre*able al- . because the Ministeria] Meeting wh/jch took place ‘n Djakarta last year had to a very large extent payed the way for the holding of such a Conference, The first Conference was postponed in July due to a change of governmem of the host coumtry, and now ‘t has been postpone’ because of other reasons, namely a complexjty of events which do not seem to be favourable for the holding of the AA—II Summit meeting as a Conference for the solidarity of Afro-Asian nations ‘n Sactive in Kor the Sake of A= A Solidarity Ags for Indones‘a, who had been one of the prime imitéators of the Conference, hier criteria has always been jn terms of the quality of the participating countries, in the sense that these countries are really anti-imperialism and anti—colonialism, and neo—colonialjsm, If most of these countries are ‘n favour of postponememt, or re luctant to participate therefore, would be futile to hold the Conference as planned, For, a Conference which does not dare to stand up against the necoljm and which does not reflect the true sentimemts of the peoples of the Afro-Asian world wijl not under any circumstances be a suc cessful Conference. Accordingly, it would be wiser then ¢o wajt until a more avsptc ious opportunity will arise. Indonesia has the greatest faith 'n Afro- Asian soljarity, which is synonym of the single volce of the peoples of Africa and Asia. Such a faith will never be shaken because that volce was born out of the common struggle against the necoljm and its stooges, ‘t wag also born in the struggle to achieve complete independence and social economiie emancipation, Based on her conviction, Indonesia the therefore, abides by the decision that has been taken jn Algiers. Last but noi least, we can never forget the work and untiring efforts that the host coumtry has put into the preparations for the holding of such a Conference. We deeply apprecjate the sacrifices, material ly and morally, that Algeria gave to esure the success of the meeting. The postponement as such does not mean the eradicat fon of all the splendid work and preparat ions that has been undertaken. Nasution has communicated to Green his disgust at Soekarno's speech, but his disgust appears to be confined to the attack on Green and does not extend to the ideology. He asked that Green should retaliate by attacking Subandrio not Soekarno. 4. Nasution indicated his expectation of P.K.I. reprisals in Djakarta after 10 November. There was a full alert for army and police units. 5. Nasution declared himself disappointed over attitude of General Adjie (Siliwangi, Bandung). Adjie had failed to arouse public opinion against P.K.I. and coup leaders as ordered and was too loyal to Soekarno. (This fits in well with our own estimate of Adjie). M.S.N. then said last July he received [Unreadable] from his superior in the Indonesian Communist Party (PKI) to register as a volunteer by filling in some forms. The registration was carried out in great secrecy and received the code-name of "Gerakan Tutup Mulut" ([Unreadable] Shut Up). M.S.N. was not allowed to tell anything to anyone, not even to his wife. On July 25 he received instructions to participate in exercises at Lobang Buaja together with his friends from political and mass organisations, which recently had been frozen. Thousands of these "volunteers" converged upon Lobang Buaja from Bogor, Bandung, Central Java and from within Djakarta itself, comprising both men and women. They were housed in various camps and tents. Training included exercises in the use of various calibres of arms, marching, guerilla-warfare and indoctrination in PKI history, Marxism and Leninian. Fateful Events Two days before the fateful day of October 1, 1965, M.S.N. received secret instructions ordering him that night to assemble at the Djatinegara by-pass, from where he was carried by bus to Lobang Buaja. The next day M.S.N. and his friends received uniforms and arms. M.S.N. and his group received orders to carry out certain military actions and to hold raids against people, whose names were included in a "black list". On October 1, at 5.50 a.m., M.S.N. received instructions to proceed to Lobang Buaja. When he arrived at that place he saw Gerwani, Pemuda Rakjat, BTI and other PKI members in readiness. Several prominent personalities, among them a certain Mrs. Djumono of Gerwani, conferred in one of the tents, while outside M.S.N. saw two corpses, one of them in pyjamas; five persons were guarding the blood-smeared corpses. All over the place people were singing and dancing. At 7 a.m. the corpses were assembled and then thrown into a dead well. The singing people joined hands in covering the corpses in the well with banana leaves and mud. === [PDF page 62] === M.S.N. also observed a stocky, handsome man, who was laughing upon witnessing the killing. The man later turned out to be former Lieut. Col. Untung. [Unreadable] at Lobang Buaja and received rations from the public kitchen. Then Lobang Buaja was attacked by RPKAD (Army Commando) units and M.S.N. fled back to his home in Central Java, where he was detained by security troops, however. In telling his story, the 25 year old youth again expressed his regret at what had happened and called on his friends still on the loose to come to their senses and to return to the right path by helping the legal Indonesian Government and the Armed Forces to return order and security, Commissioner Walujo Martono concluded. SURABAYA, NOVEMBER 2 The three holes containing 62 corpses, which have recently been uncovered by Armed Forces units in the village of Tjemetuk, near Banjuwangi, have turned out to be another link in the chain of events, resulting from the physical clash occurring on October 18 last in Karangasem, Banjuwangi, between groups combatting "GESTAPU" elements on one side and the counter-revolutionaries on the other.
