THFO DEFS Price CONFIDENTIAL 4-808 CONFIDENTIAL DEPARTMENT OF STATE : MEDAN, SURABAYA Anenbassy DJAKARTA June 29, 1966 Anny Military Police Corps Assuming Role as Thought Police? The reporting officer hes heard from sources in two Ministries that the Army's Military Police Corps (CFI) has been assigned the main role in the ecreening out of individuals in GOI Ministries for subversive opinions related to the 30th of September Affair. The cpu's authority in thie specific function derives directly from General Suharto under his March 11 Order powers, end is superior to that of all individuals of the rank of Deputy Minister or below except in the Armed Forces. The CPH has worked up a questionnaire which it is in the process of edministering to ell officials of ali Ministries, including Deputy Ministers. The questiomatire is broken down into several sections. The individwal fe first required to write a short biography of himeel £ with a detsiled explanation of his political associations, if any. He is then acked to explain eny "mistakes" he believes he made during the “prologue” to the 30th September Affair, and to point out in whet way he made clear his opposition to the “Movexent" after it occurred. Minally, he is asked a series of questions on his position oa current events, such as, for instence, his opinion of tho President's recent MPRS speech. CPM monitors patrol the reoms during the testing. COBENT: The logistical problens of administering such a test to the Indonesian Government's multiemillion mexber civil service spread throughout a 3,000 mile wide archipelago are obvious, and it seeme Likely it will only be enforced in any meaningful wey in the capital. More interesting than the test iteelf is the assignment of the Military Police te a role of ensuring ideological purity. Group 3: Downgrade each 12 yrs; mot automatically decl asai fied.
