He portrayed Tjilik Riwut (who,'he claimed, is a Dayak) as an extremely energetic, dynamic, devoted personality; he admitted no more popular individual could have been chosen by President Sukarno to be Regional Head/Governor of Central Kalimantan. 07 According to Mr. Lanpe, however, all Tjilik Riwut's good points are overshadowed and perverted by an all-consuming ambition. His energy and dynamism are used in the interests of personal advancement, rather than for national or Dayak interests. His devotion is willingly given to any person or cause that, in his own opinion, will serve his personal ambition. Thus, for the moment, Tjilik Riwut is a devoted Sukarno follower; but there is no doubt he would hitch 0 his star to another wagon - the Army or PKI - if it becomes clear that wagon is on the road to ascendancy. As an example of Governor.Tjilik Riwut's tactics, Mr. Lanpe related a story he claimed to have heard from a cousin of Tjilik Riwut. (Mr. Lanpe was careful to say he had no way to verify the truth of the story.) According to the story, when President Sukarno'visited South and Central Kalimantan in the fall of 1959, the President expressed a desire to build up a personal following, in the interests of national unity, among the Dayak population of Kalimantan. With this view in mind,'Sukarno suggested he might do well to sexing of the President's suggestion, take a Dayak girl as his next wife. Mr. Lanpe also noted that Governor Tjilik Riwut was taking to heart the President's directive that Indonesia should learn from the East as well as the West - not out of conviction, but purely to ingratiate himself with the President. Since the fall of 1959,lMr. Lanpe said, all civil servants in Central Kalimantan who had received training in Western countries (Colombo Plan, ICA, etc.) had detected a cooling-off in Governor Tjilik Riwut's attitude toward them. Mr. Lanpe, himself, who underwent training in the U.S. in 1958-59, felt his future in the government in Central Kalimantan was unpromising, to say the least, as long as Tjilik Riwut remained Governor. He said he had recently been transferred by Tjilik Riwut from a responsible position in the Governor's own office to an isolated, unimportant job in a remote village in the southern part of Central Kalimantan. COMMIT: Mr. Lanpe's remarks about Governor Tjilik Riwut, of course, may reflect no more than sour grapes on his part; or they may stem from the difficulties of readjustment to rather primitive living conditions after a year of easy living in the U.S. The reporting officer has met Mr. Lanpe only briefly upon two occasions. He does not give the impression of being a "sour grapes" type, nor does he appear to feel his year in the U.S. entitled him to write his own ticket within the Indonesian civil service. He is quiet, unassuming, even shy. His comments on Governor Tjilik Riwut seemed to stem from a genuine concern that the future of his place of birth, Central Kalimantan, should rest with a leader who, in his view, is motivated primarily by personal ambition. Organizatina :>graphic Data on the PROCEDURES OF THE COUNCIL The Tomporary Supreme Advisory Council (Dewan Portimbangan Agung Somentara - DPAS) was established by the President on July 22, 1959. This body has the duty of advising the President on all matters of national importance. Although this advice is not binding on him, in practice he has several times used recommendations by the Council as justification for executive acts, e.g. the extension of the State of War and the revision of the State of Emergency Law (soo Embassy Despatch 671, January 29, 1960). In practice President Sukarno has chaired almost all ple ry sessions of the. Council. *-- ll Y The Council does not take formal votes on issues but rather follows the Indonesian practice of "consensus" and "unanimous agreement" (musiawrah and mufakat) to arrive at its recommendations. If there is substantial disagreement on a given issue, the Chairman appoints a sub-committee which normally includes proponents of each of the various conflicting views. This committee is charged with the task of resolving the differences and bringing fotbra- A E draft for approval by the full Council. Leyden, he left Holland and went to Moscow where he reportedly joined the communist party. He reportedly married a Russian wife, who is understood to be still residing in Russia with their children. In 1925-1926 he taught history in Moscow. He later returned to Indonesia and in 1929 was arrested as a Communist for involvement in a ship steward's strike. He was exiled in 1930 to Banda Island (with Sjahrir). In 1942 his exile was tranferred to IMakassar. Freed by the Japanese, he served as a judge in Makassar from 1942 to 1945, and had a hand in framing both the Proclamation of Independence and the original 1945 constitution. He was appointed Minister of Home Affairs in the first republican cabinet. In 1946 he was a follower of Tan Malakka and was involved in the July 3, 1946 abduction of Prime Minister Sjahrir. From 1946 to 1948 he was held in a Republican jail for the kidnapping. At that time he is reported to have become a secret member of the Murba Party. He was captured by the Dutch during the Second Police Action (1949). In 1950 he was appointed to Parliament and in 1952 become a member of the Progressive faction. Following the attempted military coup on October 17, 1952 and the resignation of the Sultan of Jogjakarta as Defense Minister, Iwa was appointed Defense Minister, serving from 1953 through part of 1955. A political eclipse reportedly dates from this period, as a result of a rift between himself and the army over the appointment of a successor to Col. SUGENG as Chief of Staff. After failing to obtain a Murba nomination for Parliament in 1955, he broke with the party and joined the New Generation Movement (Gerakan Angkatan liuda), but there too failed to obtain a nomination. He then attempted to associate himself with the Pantjasila forces but when this too failed to gain any political benefit he left active politics and became the president of a shipping company. SUKARNO reportedly distrusts him and is supposed to have said that he will never achieve a position higher than that of President of Padjadajaran University. He reportedly was a leader of the anti-Javanese/Sukarno Sundanese Youth Front in 1956 and was active in the establishment of a Pamong Pradja Academy in Bogor to train Sundanese for the Civil Service. He made a trip with Education Minister Prijono in 1959 to recruit Communist Bloc professors for Indonesian Universities, and has been associated generally with Prijono's efforts to reduce or eliminate American influence in Indonesian Education.
