SUBJECT:Biographical Sketch of Sofian Bgfhan UOJiin ".- C
Sofian Boerhanooddin is the Chief of 4Hte Lega Affairs DirQtorate of the under th Minister, Air Commodore Iskandar.
Department of Air Communications As such, he is also legal advisor to the Directorate of Civil Aviatiornt ngthe Mhinister..]
Occupying these key positions, Boerhanooddin is believed to be quite 1a1e in influential in departmental policy-making generally, and, specifically, where rights and equipment of foreign airlines are oonoerned.
Boorhanooddin is a Batak, born in the Tapanuli area of West Sumatra on March 19, 1925. He is the son of one of seventeen native Indonesian judges appointed prior to World War II. He attended elomentary-school at Djember, East Java, graduating in 1937, and completed Dutch secondary school in 1942 at the beginning of the Japanese occupation. He has stated he was inactive during the war.
Married, he and his wife, Jetty, have a daughter, Sofi, about seven years old. They live in a well-furnished, comparatively spacious bungalow Brawidjaja XI/28 in the Djakarta suburb of Kebajoran. His house furnishings would ordinarig appear to be well above the standard which his civil service pay provide.
Boerhanooddin joined the revolutionary army in 1945 and left in 1948 as Police, in which he apparently performed chiefly as Captain in the Military an intelligence officer. He served under Lt., Col. AR:M. Prajo o, the former is now
President-Director of P. T. Indevitra (formerl-"N V.Borsumij) who under house arrest pending trial for financial irregularities.- entering Leiden Univer- C
In 1949, Boerhanoeddin went to:lands, sity. He graduated in 1954 with a ~degree (ML), and upon his of the return to Djakarta joined the Department &E4Civil Aviation as head Legal Section. At this time the Department of Civil Aviation was under the old Ministry of Communications. e this post until 1959, when he'll occupied his present position after tie ez 3 t4 binet was appointed to office. Sclantiicarion) Desp. No. 42 From Dakarta
The subject has some rather influential connections; among them his sister's husband, the current Air Force Chief of Operations, Col. Umar Dani, i and the influential Col. Siswadi, former chief of Air Force intelligence.
Boorhanooddin also claims a former close friendship with Chaerul Saleh, Minister for Construction and Development.
3oerhanoeddin has been rumored to be a communist or pro-communist, and there is no particular reason to believe that he might not be. He has expressed himself to be a "socialist," which could mean anything in the Indonesian interpretation of the leftist spectrum. However, after close and repeated observation over a period of time, the official strikes one as possibly more pro-Boerhanoeddin than anything else and as basically an opportunist. He most certainly is not a communist of the hair-shirt variety; if he is one at all, he can be classed as a sly sybarite. The reporting officer would be inclined to place his party affiliation as possibly MIurba, not PKI, owing to Boerhanoeddin's extreme nationalist sentiments.
Boerhanoeddin is a handsome, well-built man, inclined to gain weight, and has the typical broad Batak physiognomy. He is somewhat above average height for an Indonesian, and his complexion is lighter than usual.
He has an attractive and warm personality when he wishes to exert charm, but it is hard to escape the impression that his amiability is more often than not calculated. Boerhanoeddin is inclined to be obstructive and contentious on occasion, but is amenable to suggestions or counter-arguments when these include judicious catering to his considerable store of biases. He is suspioious by nature and ultra sensitive to any fancied or real indication of superiority on the part of whites. He has numerous other complexes.
Boerhanoeddin is a comparatively forceful administrator and enjoys the exercise of responsibility. He is unusually decisive when compared to other Indonesian civil servants and is not inclined to pass the buck unless compelled by regulations to doeso. He is, however, an expert dissimulator.
These qualities will, in the reporting officer's opinion, carry Boerhanoeddin considerably farther up the ladder. It would not be surprising if he reached ministerial or near-ministerial rank. If this eventuates, he will likely not stand out in his cabinet as the most pro-American member.
