Djakarta press services carried announcement Dec. 2 of formation new federation of Government employees unions to be known as Persatuan SS/SB Pegawai Negeri or "PSPN." The initial member unions involved are the PBKA railway workers union, the PGRI teachers union, the SSPTT postal telegraph and telephone workers union, the SESDA, union of religious affairs workers, the SB Kompen, Information Ministry workers union, the SBP, state pawnshop workers union, and the SSKDN, Ministry of Internal Affairs workers union. The eight unions, which are expected to be joined by others in the government employees field, have seceded from the Communist-dominated Federation BKS Pegawai Negeri, on the grounds of being unable to agree with the policies of the latter federation.
The new federation's announcement stated that the PSPN will follow a policy free from all influence of international ideology and other influences counter to the Indonesian Pantjasila and USDEK/MANIPOL philosophy.
Leaders in the organization of the PSPN have told Embassy labor officers that SUBIADINATA, Chairman of the PGRI teachers union, has been agreed upon as Chairman of the PSPN. Dr. KUSNA PURARDIREDJA, Chairman of the PBKA railway workers union, has been chosen as Vice-Chairman. The other officers are as yet unknown. Its headquarters will be in Bandung.

COMMENT: Organization of the PSPN, which is reported to have taken at least half of the membership of the old BKS-Pegawai Negeri, has been quietly under way for some months. Its guiding spirits and chief organizers have been Lt. Col. LURTONO, Chairman of the BKS-BUMIL, and TAMBUNAN, the American trained (ILGWU and Cornell) Director of Organization of the PBKA. Financing of the new organization will be supplied by the PBKA.

Whether it will amount to much more than a source of embarrassment to the PKI and SOBSI, which have dominated the BKS-Pegawai Negeri for years, remains to be seen.

Embassy telegram 1593.
Continuation of PKI ban by South Sumatra military command tends confirm long standing reports this to be done in all three areas where party banned by regional commanders last August (other two South Sulawesi, South Kalimantan). Action likely be interpreted as public defiance Sukarno policy re role of PKI in Indonesia, particularly at this time of Nasakom campaign.
Remains to be seen if this encouraging sign will be followed by similar army action elsewhere.

In the course of a visit to the reporting officer at his residence November 19, Adolf RACHMAN, officer of the SARBUMUSI (N.U. Party) trade union, former ICA Labor Division Translator, and presently employed as assistant to Major SUHARDIMAN, Secretary of BANAS (Coordinating Council of management for nationalized former Dutch enterprises) provided the following information:
OPPI and the Establishment of Industrial Production Councils.
The OPPI state-sponsored trade union unification plan has foundered due to the President's displeasure over the efforts of Production Minister SUPRAJOGI and Labor Minister AHEM to put the plan into effect without SOBSI support or participation. While Suprajogi had intended to form the Production Councils after OPPI was established and use OPPI as the source of labor representation for the Councils, the apparent stalemate over OPPI has caused him to [Unreadable] put the plan for the Councils into effect without OPPI.
A month or so ago (the exact timing is unclear) a Labor Section was set up within BANAS. The Labor Department loaned former Labor Minister SAMJONO, a SOBSI-obligated career Labor Department officer, to head this section. Samjono has permitted the Communists, including SOBSI leader HARJONO, normally head of the Labor Department's Labor Relations Bureau, and SIREGAR, of the same Bureau, to infiltrate BANAS. Major Suhardiman was not aware of their political connections when they were assigned to BANAS but now has recognized their politics and has stated that they will be removed. Samjono and his aides had been supplying internal BANAS information to SOBSI.
Major Suhardiman has asked Rachman to draft the regulations to cover the establishment of the central Production Council and of the Councils to be set up in each enterprise. Rachman requested the reporting officer's aid in drafting the details.

COMMENT: Rachman is a well-meaning and sincere young man, though not always reliable as a source. He resigned from his ICA employment several months ago to accept a staff position as one of the assistants of Labor Education Center Director SJAHARUDDIN. He left this job and accepted the BANAS position several weeks ago because, as he told the reporting officer at the time, he was disgusted at Sjaharuddin's do-nothingness, subservience to PNI-KBKI leader A.M. DATUK, who insisted on Sjaharuddin stacking the Center's staff with PNI incompetents, and compliance with Sukarno's NASAKOM concept through contacts with SOBSI in relation to the Center's future program. The Reporting Officer is inclined to credit Rachman's version of internal BANAS developments because it is considerably confirmed by other information.
However, the assignment of SOBSI-supported Samjono to BANAS is rather surprising, as Ahem and Suprajogi should well know his political obligations.

Djakarta press has announced SOBSI-affiliated SARBUPRI (Estate Workers Trade Union) in a letter to the President, Labor Minister AHEM, Production Minister SUPRAJOGI and others dated Dec. 6, 1960 praised the recent regulation providing for establishment of enterprise councils, including within all nationalized former Dutch enterprises, the vast PPN-BARU estates. SARBUPRI noted that this development was in line with long-standing "hope" of labor that workers' participation in management would be realized in Indonesia. Particular credit was given to President Sukarno, who heralded the industry councils development in his August 17, 1960 address.
However, SARBUPRI's letter expressed concern that the regulation (No. 45, 1960) was weak in certain respects and that production councils would be ineffective unless the trade unions themselves choose the workers' representatives to serve thereon. SARBUPRI said that purposes of the regulation would not be fulfilled unless genuine cooperation was brought about between the managers and "a big laborer's trade union" loyal to MANIPOL, USDEK and NASAKOM and opposed to the continuing rebellions in West Java, Sumatra and Sulawesi (ANTARA News Agency).
COMMENT: SARBUPRI, largest of the SOBSI national unions and its most entrenched of all unions in state-operated enterprise through majority control of estate workers, here registers itself as bellwether for all SOBSI in move to head off plans of Suprajogi and BANAS (state enterprise coordinating council) leaders to [Unreadable] SOBSI in nominal worker representation in enterprise councils.
In recent conversations with BANAS official and Chaerul SALEH, Minister of Development, the reporting officer was informed BANAS has planned to avoid problem of direct approach to unions for worker representatives [Unreadable]. In practice, [Unreadable] worker representation in state enterprises where unions exist [Unreadable] other fragments [Unreadable] BANAS officials anticipate [Unreadable] balance SOBSI [Unreadable] window-dressing.
