-THE ANTI-COMMUNIST CAMPAIGN IN INDONESIA: A CHRONOLOGY
A clearer conception.' of the extent and nature of Indonesian Communist Party (PKI) -- and Peking -- involvement in the recent abortive coup in Indonesia is only beginning to emerge. This chronology pinpoints the main events and, simultaneously, the mounting evidence of Communist complicity in the September 30 Movement. 'It traces the anti-Communist informational and psychological warfare campaign waged by combined Army-Muslim forces to consolidate political control, discredit the PKI and win the people to the side of the government.
Highlights of the Army-Muslim crackdown on the PKI's organizational network and media instrumentalities follow:
(1) The provisional Army Command, once in power, touched off a coordinated anti-Communist campaign among the populace at large. In this, the Army demonstrated remarkable unity, closing ranks with Muslim political parties and mass organizations that encompass all levels of Indonesian society. These and other non- Communist elements prepared the psychological ground for popular demonstrations against principal PKI targets. The anti-PKI propaganda program has been conducted simultaneously in the political and media fields.
(2) In the early stages of the coup, the Army successfully disrupted the ordinary Communist flow of propaganda information, depriving the PKI of its major news sources: ANTARA (the Communist-infiltrated government news agency), Radio Djakarta and the leftist press overall. The Army almost immediately tVirtually,, reconstructed the nation's media to its own advantage.
(3) Extreme resentment and ire over the wanton murder and mutilation of Indonesia's high-ranking officers aroused nationwide hostility to the PKI and Communist China, considered by many to be behind the PKI. By October 6, accusations had reached a point of mass public indignation concerning PKI conspiracy in the coup.
1 This chronology covers events from October 1-20, 1965.
Unless otherwise noted, the chronological entry is based on an official Indonesian source.
=== [PDF page 4] ===
The Army's anti-Communist campaign was seen to spread beyond Djakarta to East Java and the outer islands in the wake of the funeral orations for the slain generals.
(4) Riding this wave of public revulsion, the Army-controlled Djakarta Radio kept up a steady barrage of anti-Communist broadcasts and in particular relayed the demands of the big six Muslim organizations for the arrest of Communist rebels and the dissolution of the Communist apparatus throughout Indonesia. As for sloganeering and demonstrations, Muslim leaders have been quick to respond to Army cues and guidance. In its output, the Army, inturn, has played up to the sentiments of Indonesia's youth and Muslim audiences to capture their loyalty.
(5) On the one hand, Radio Djakarta has sought to convey the impression to the Indonesian people that the military is waging its anti-Communist campaign on Sukarno's patent orders. On the other hand, Army-Muslim factions have apparently sought by massive political demonstrations to convince Sukarno that the Indonesian people genuinely want the Communists expelled from influential posts and punished for their nefarious deeds.
(6) In official Army speeches, in mass proclamations and in press editorials, Panjasila -- the state ideology which features among its five principles belief in God -- has been the touchstone of the anti-Communist campaign. Those individuals and groups attempting to stem the anti-Communist tide, including President Sukarno himself, have been more inclined to resort to anti-NEKOLIM (i. e. anti-imperialist) references. President Sukarno, in fact, has sought to draw attention away from the Army-Muslim-PKI contest by means of a time-worn call for national unity evident in the rump KIAPMA (anti-foreign military bases rally) held October 17-21. Muslim and Army spokesmen, however, have not relaxed their anti-NEKOLIM posture, despite the domestic anti-Communist -program.
(7) Even in this period of militant opposition on the part of the PKI, it is noteworthy that President Sukarno has steadfastly refused to condemn the PKI outright for the attempted coup or implicate Peking.
Moreover, in spite of President Sukarno's efforts to ameliorate the situation and extricate the PKI from its precarious position, the anti- Communist campaign has not abated.
=== [PDF page 5] ===
(8) Above all, the Army has set a prime objective in its campaign to root out the PKI from Indonesia's political life: to prove that the PKI has deviated from the true path of the Indonesian revolution and has chosen a counterrevolutionary course.

4 - A TV statement by General Suharto accompanying film clips of the exhumation of the six murdered generals notes that the murders took place near the training grounds of the Pemuda Rakjat (Communist Youth Front) and Gerwani (Communist Women's Affiliate). This statement sets a pronounced anti- Communist tone for the funeral ceremonies conducted the next day.
In his first public statement since the onset of the crisis, President Sukarno orders immediate restoration of order and tranquility but does not condemn the coup leaders or implicate the PKI.
- Djakarta witnesses an angry anti-Communist rally staged by some 27 political parties and mass organizations. According to the Army-oriented daily Angkatan Bersendjata, participants include representatives of the Catholic Front, the League of Supporters of Indonesian Independence (IP-KI), the five-million member Islamic Scholars' Party (NU), the Indonesian Islamic Association (PSII) and sundry Muslim groupings. 5 - The Executive Board of Indonesia's leading Muslim organization, the Islamic Scholars' Party, issues a parallel manifesto (carried by Radio Djakarta) indicting Pemuda Rakjat, Gerwani and SOBSI (PKI labor front affiliate) for their part in the coup and calls for the dissolution of the PKI's organizational network and media outlets "within the shortest time possible. "
- According to Radio Australia's staff correspondent in Djakarta (Phillip Kosh), Army authorities disclose the capture of more than 2, 000 members of Pemuda Rakjat, the Communist Youth Front and the detention of some 200 members on charges of armed conspiracy in the September 30 coup. The Army, embittered by the cold-blooded murder and mutilation of its six top generals, is said to be pressing the hunt.for Communist perpetrators with "vengeful zeal." On the political scene, Muslim groups, in tandem with Army security, begin to demand in earnest the suppression of the PKI
- The Information Office of the Djakarta Raya War Administration permits eight non-Communist Djakarta newspapers to resume publication in the wake of a general media blackout and strict censorship regulations. 6 - General Sugandi, Director of Information of the Armed Forces Staff, delivers a stinging harangue levelled at the PKI in which he. accuses the Communists of "trampling on the principle of Indonesian national unity", "blurring social justice" and "sabotaging Indonesia's faith in ',God-." - The Political Bureau of the Central Committee of the PKI "wholeheartedly" and "without reserve" endorses President Sukarno's directives to the nation, disavows the Indonesian Revolutionary Council and regards the current crisis as an internal Army problem in which it will not intervene in a statement transmitted via Pyongyang Domestic Service.
8 - Djakarta's Taman Suropati park is the site of another mass rally. A cross-section of some 44 religious, functional, youth, professional, peasant, labor and industrial organizations pledge loyalty to President Sukarno and ABRI (Indonesian Armed Forces) and call for retribution against those responsible for coup brutalities. - The following, excerpt is from Api's October 11 editorial:
The PKI advertises itself as the upholder of Pantjasila and hypocritically supports Bung Karno. It applies the strategic and tactical principles of atheist Leninism instead of

11 - Marxism which is melted into Pantjasila and based on God, So, to combine the PKI with Pantjasila is like mixing water and oil,... /The PKI/ has consistently copied Stalin's Russia and the Chinese People's Republic. If the PKI is dissolved, Indonesia will carry forth its revolutionary struggle more smoothly and effectively.... "
- In an article entitled "PKI Betrays Bung Karno and His Doctrine: Encore of Madiun Affair", Mimbar Revolusi comments on national unity and the PKI:
Facts clearly show that our national unity has been undermined by the greedy desire of the PKI to seize power. This desire is, of course, directed.by a foreign country. Is it possible to maintain unity with NASAKOM at its core any longer?... There is no other alternative for us than to establish unity without Aidit-Njoto-Lukman's PKIL

How much the Soviet Union and Communist China differ from the Indonesian way of thinking.... "
- The text of Mimbar Revolusi's editorial reads in part:
It is very clear that the PKI is the brain of the September 30 Movement. This shadow must be driven from the soil of Indonesia.
Let them flee our motherland - - because the devils of the Movement are really foreigners in their own country. Let them all flee to the other country where they will feel they are natives.

14 - Representatives of.:key.'religious organizations again express their determination to punish "enemies" of the Indonesian revolution and "abusers" of Panjasila, clearly implying the PKI. At a mass rally in Djakarta some 20, 000 participants submit a resolution to the National Front.
- Some 800 Muslim youths burn the Universitas Res Publica, an institution sponsored by an association of local Pro-Peking Chinese. Res Publica was one of 14 universities ordered closed on October 11 by the Ministry of Higher Learning and Sciences for harboring rebels. This is the 'first known major assault on Chinese property in Indonesia since the onset of the crisis.
- An unconfirmed Angakatan Bersendjata article speculates that Aidit is currently in Central Java marshaling resistance forces for a stand against the Army. The daily notes signs of Communist efforts to sabotage vital projects in Djakarta. Other Indonesian newspapers offer accounts of a fierce anti-Communist campaign being waged in various regions- of Java. In West Java, principal PKI, Pemuda Rakjat, Gerwani and Barisan Tani Indonesia (Communist Peasant Front) offices have been destroyed. In certain locales, Communist literature has been publicly burned.
- Japanese Kyodo News Agency contends that the PKI is endeavoring to expel its leader, D. N. Aidit, and that the PKI is taking steps to pin the blame for the abortive coup on Aidit to reduce pressure on the PKI itself. Kyodo also plays the earlier rumor that second-echelon Communist leaders intend to create a new PKI with the banning of the old.
- President Sukarno appoints Major General Suharto "definitive" Minister-Army Commander. This move is seen as a major victory for the anti-Communist forces and campaign in Indonesia.
=== [PDF page 16] ===
OCTOBER
15 - Leading Indonesian organizations and the Djakarta press lend approval to President Sukarno's appointment of General Suharto as Minister-Army Commander. Berita Yudha typically points out that such choices of "genuine Pantjasilaists is a stern challenge to the counterrevolutionary September 30 Movement."
- Reuters reports repeated flare-ups of anti-Chinese sentiment in Djakarta and Medan in the wake of rumors that Communist China was involved in the coup plot.
16 - An Angkatan Bersendjata editorial presents hard evidence of PKI, Pemuda Rakjat and Gerwani. involvement in the abortive coup in no uncertain terms:
"It is no mistake to say that these are the manipulators of the September 30 Movement. We are waiting for the government decision to declare them illegal organizations". This is the most forceful condemnation of the PKI yet to appear in the Indonesian press, and a departure from the partially veiled identity of the PKI role in the coup.
- Brushing aside President Sukarno's conciliatory attitude, the Army continues unabated its purge of known Communists. Twenty-six pro-PKI correspondents and staff members of ANTARA are detained by the Djakarta Military Command for questioning in connection with the coup. Berita Yudha lists ANTARA's chief editor -- also chairman of the Indonesia-CPR Friendship Association -- &tnong-theme-

OCTOBER
17 Throughout East Java, demonstrators demolish PKI property. In Medan, demonstrators raze the Communist Trade Union Building.
- Overall coup plans unfold. Radio Malaysia reveals five coup stages that would have culminated in the proclamation of PKI Chairman Aidit as President.
This plan was allegedly exposed by captured Communist documents and the confessions of coup leader Lt. Col. Untung, presumably in government custody. According to authoritative sources, rebel plans encompassed the assassination of President Sukarno.
18 - Peking hands Indonesia a stiffly-worded protest note over an alleged armed invasion and search of the Chinese Embassy in Djakarta by an Indonesian Army regulars. Demanding an immediate apology and punishment for the "culprits", the note considers the incident "an extremely grave one" which "could impair the hitherto friendly relations between China and Indonesia."
A Foreign Ministry spokesman, however, denies the charge. A follow-up NCNA release warns of an impending anti-Chinese wave in Indonesia which, if not checked, will have serious consequences. This is the first official reaction to anti-Chinese activity reportedly sweeping Indonesia.
- Defying President Sukarno, KOTI (Supreme Operations Command) orders a temporary ban on the PKI and eight of its powerful affiliates in the Djakarta area. Besides the PKI itself, the decree affects the Communist Youth Front, the Communist Women's Organization, the Peasant Front, a scientist's and scholar's association, and three student organizations. All have been under steady fire since October 1 by combined Army and Muslim factions.

OCTOBER
18 - Api's lead editorial comments on the CPR and Cuba flag incident (see October 13):
This happening constitutes a warning to Indonesia... There is no country in the world that is a genuine friend of another The CPR has expressed its international Communist solidarity with the PKI which obviously is the instigator-,of the Indonesian counterrevolutionary adventure. The CPR and the PKI used the same pretense in their official reaction to the September 30 Movement, namely, it is an internal movement of the Army.
In fact, we now realize that this is not merely an Army matter but a national incident and national tragedy. In view of all this, we must take care and be vigilant in our struggle. We should never be cheated by wishful thinking that all of our comrades in the anti- Nekolim struggle are naturally our genuine friends.
- Wall scribblings implicating Foreign Minister Subandrio in the dissident September 30 Movement appear in Djakarta for the first time.
Graffiti, in red paint, link Subandrio with suspect Air Force Commander Omar Dhani who was hurriedly assigned abroad last week and PKI Chairman Aidit, against whom non-Communist factions have waged a unrelenting campaign for more than 10 days as architects of the coup:
"Subandrio-Omar Dhani-Aidit, Architects of the 30 September Movement" and "Subandrio and Aidit are Chinese Lackeys. "
19 - Apits editorial today suggests that the CPR Embassy's failure to display its flag at halfmast in mourning for the slain generals constitutes "clear proof of the interference of the CPR Government in the internal affairs of the

19 Republic of Indonesia.," Api bases its allegation on an interview with a Foreign Affairs Ministry source.
20 - An estimated 100, 000 adherents of the Ansor youth organization hold a mass rally at which they demand not only the ban but complete dissolution of the PKI and its affiliates. Ansor also issues a sharp warning to the CPR that if the CPR continues to "meddle" in the internal affairs of Indonesia, it will insist on the Indonesian Government's severing diplomatic relations.
- Duta Masjarakat's editorial takes the CPR to task on the flag incident:
We approve fully of the CPR's principle of opposing every sign of great country chauvinism and of consequently stressing that every friendship must reflect equality and respect for each others sovereignty... However, the incident involving the failure of the CPR Embassy to fly its flag at half-mast has violated this principle... We reserve the full right to ask any country, including the CPR, to jointly preserve our good relations by mutually respecting sovereignty and to refrain from interference in whatever form in each country's affair s.
- Some 50, 000 demonstrators protest the Peking's intervention in Indonesia's internal affairs and urge President Sukarno to review the norms of diplomatic relations with the CPR,
- The first anti-West demonstration since the abortive pro-Communist coup of September 30 occurs in Djakarta in connection with the anti-imperialist bases conference currently underway. Informed observers interpret the demonstration as a sign that anti-Communists in Indonesia do not intend to relax their anti-imperialist stance.
