WEST IRIAN COMMANDER PLEDGES FREE CHOICE'
Djakarta ANTARA in English 1414 GMT 20 Jul 68 В [Text] Menado, 17 July--The new military commander of West Irian Province, Brig Gen Sarwo Edi Wibowo, has said that, being a law-abiding nation, Indonesia would carry out the act of free choice in the province, as stipulated in the New York agreement.
Nevertheless, the commander added, West Irian is absolutely a part of Indonesia's territory, and for this reason Indonesia would emerge victorious from the act of free choice. Addressing a flag roll-call at Sukarnapura on 14 July, Sarwo Edi called on the local population to give substance to what had been attained during the Trikora campaigns to regain West Irian from the Dutch colonial rulers. Immediately following his arrival in West Irian, Commander Sarwo Edi began to take the necessary steps to insure security and calm in the province, particularly in reaction to movements aimed at creating breaches and disunity among the West Irianese. The commander stressed that there is still time for those who had been influenced by negative and irresponsible elements to choose the correct path. He warned that stern measures would to to those who failed to make use of this call.

Meanwhile, the Sorong regency legislature firmly rejected the act of free choice in West Irian.
This decision was passed at a recent session of the Sorong regency legislature. The decision said that since 1945 West Irian has both historically as well as geographi - cally been part of the territory of the Republic of Indonesia.
Regencies Oppose 'Free Choice' Singapore AFP in English 0657 GMT 24 Jul 68 в (FOR OFFICIAL USE ONLY)
[Excerpts) Djakarta--The council of representatives of Manokwari Regency in West Irian has rejected the proposed implementation of the act of free choice next year.
The council said that there was no need to assess the people's wishes regarding their future status, because the West Irianese are loyal to Indonesia. A few weeks ago it was announced that a gang led by anti-Indonesian Free Papua Movement members was crushed by the armed forces. Last Sunday, a Biak island organization (a movement claiming to defend the 17 August 1945 independence proclamation) declared that West Irian is already an integral part of Indonesia and there is no need for an assessment of the people's wishes.
