Moh.

Parliament discusses budget for 1956
On Wednesday evening and Thursday morning 19 members spoke in the first-term general debate on the 1956 budget. In general they regretted that this budget is being submitted so late and asked for prompt submission of the budget for next year.
Sukamsi Djojoadiprodjo (PNI) asks for brief discussion of this budget because the year is almost over. The speaker notes that there are indeed more civil servants than before, but that not one service works properly; he therefore asks for greater work discipline so that money and time of the state are not wasted. The PNI does not agree with rationalisation of the civil service if there is no good reception arrangement. The speaker asks attention for transmigration.
Andi Sewang Daeng Muntu (Masjumi) advises accepting the law on exceeding the advance at the BI [Bank Indonesia], since there is already a deficit of 1.8 million [sic; milliard]. The speaker draws attention to the fact that many graduates with service obligation of the SGB still have no work. The speaker finds the subsidy for the Islamic schools too small.
[...] jobless. The speaker asks for the formation of a commission (in which workers are represented) that drafts a basic law on labour and civil service affairs. Savings on state expenditure does not mean dismissing civil servants. The speaker asks for vigorous measures against foreign capital.
Moh. Padang (Persatuan) asks whether the inflationary period is already over. The speaker considers the security item not in accordance with the work the armed forces must do to restore security. The speaker is against more and higher taxes and asks for revision of tax collection.
K. Werdojo (Nas.-Progr.) also asks for revision of the 83 different kinds of tax. The speaker asks attention for domestic industry, because goods are still being imported that can also be made here. The speaker asks how far the commission for handling the termination of the RTC agreements has advanced, apart from having terminated the debts.
K.H. Muslich (NU) advises the government to economise on expenditure and refers to the report of the General Audit Chamber. The speaker agrees if half of the budget is spent on security, if it only has effect. The government has not yet fulfilled its promise to restore security. The speaker is against civil servants of the ministry of public works acting as contractors.
Njono (PKI) regrets the government's labour policy. Many decisions of the PIP [sic] harm the workers, and the government does little for the unemployed. Singgih Tirtosudiro (PKI) asks more attention for the task of goods transport that the DKA has; people still prefer to transport goods by road. The development of the DKA is also strongly dependent on restoration of security.
M.O. Bafadhal (Masjumi) regrets that only 1.1 percent of the budget is reserved for the ministry of religious affairs.
K.H. Musta'in (NU) hopes that the ministries give on time the money their services in the regions need. Until now that mostly happens two days before the end of the year, so that much money must be sent back. Development suffers from this. S.M. Thaher (PNI) requests timely submission of the 1957 budget. The speaker regrets the little attention the government has for the justice item, especially for the construction of prisons. He asks for rapid expansion of the corps of prosecutors (djaksa). Sukatno (PKI) finds that the policy for purchasing weapons nowadays does not differ from that of the KNIL period. The speaker asks for clearer accountability of the large security item. The speaker asks reduction of imports for military needs and enlargement of domestic production. He asks more attention for the military and the veterans. Mr. Moh. Daljono (Masjumi) disagrees with the opinion of some members that the deficit is too large. If this is in the interest of national prosperity it is not serious. The speaker is in favour of rationalisation of the civil service. State income will increase if the Sobsi strikes less in the enterprises. The speaker regrets the way in which the government tackles the security problem. Runturambi (Pembangunan) sees few proofs yet that the government has changed the colonial economy into a national one. The speaker asks for submission of the 1957 budget at the start of next year. He criticises elements in the management of state enterprises who want to get rich quickly with state money. He disagrees with rationalisation of the civil service. He hopes that in its foreign trade policy the government will act more in accordance with its independent and active policy than until now. The speaker wonders how the government intends to finance the five-year plan. He finally asks for a statement of the losses that result from corruption. Ir. T. Thaher Thajeb (PKI) asks more attention for domestic production. Likewise for agriculture and irrigation, and the water management situation. When will the government nationalise the foreign gas and electricity companies? M. Siregar (Parkindo) finds that there are too many ministries. The speaker asks increase of production, combating smuggling and restoration of security. According to the speaker only Java and Sumatra profit from the five-year plan.
L. Kape (Katolik) is not satisfied about security and transmigration. Social provisions in East Indonesia are insufficient; the speaker asks capital investments there too.
B.J. Rambitan (PNI) criticises the government's shipping policy.
Mrs. Umi Sardjono (Pembangunan) disagrees with reducing the deficit by raising taxes, because this makes daily necessities more expensive. The foreign companies and the capitalists must make sure that the deficit disappears. The speaker asks for a separate budget for the five-year plan.
W.L. Tambing (Parkindo) asks attention for the difficulties of civil servants in the interior, especially in South Sulawesi where everything is very expensive. Can the government specify what percentage of the various items are capital expenditures and what percentage is for each province?
