DJAKARTA.

DJAKARTA. In a speech he gave yesterday in Djakarta at the opening of the congress of the Indonesian communist women's movement Gerwani, President Soekarno said that if the United Nations justify the Dutch "occupation" of western New Guinea, they approve the use of weapons on Indonesian territory. "Therefore," said Soekarno, "we shall use force to liberate western New Guinea." According to the Indonesian president the only language the Dutch understand is the language of force. "In our struggle for the liberation of western New Guinea we follow a resolute policy," he said.
Soekarno described the Dutch plan of self-determination for New Guinea as false. The principle is good, he said, "but for Indonesia only internal self-determination is acceptable and not external self-determination as proposed by the Netherlands." External self-determination Soekarno called it when, by way of example, Texas in the United States or Katanga in the Congo were to secede and become separate states in a state through external self-determination. "Would the American government be satisfied with that?" asked the Indonesian president. He underlined once more Indonesia's standpoint that western New Guinea forms an inseparable part of Indonesia. Soekarno called on the women who run households not to worry about the rice and oil shortages as a result of the ever more intensive struggle for the liberation of western New Guinea. He said that the government is doing everything in its power to carry out its programme, which also covers the food and clothing situation. (As reported, the prices of basic necessities in Indonesia have risen alarmingly recently - Ed.)
Defence council. The recently created Indonesian central defence council met for the first time yesterday afternoon in Djakarta. It was decided to charge Soekarno with the leadership of the council. According to well-informed sources this means that Soekarno will be able to personally lead the struggle to conquer Netherlands New Guinea. After the meeting the minister of foreign affairs, Soebandrio, announced that several members of the council have been instructed to work out financial and military plans. The plans must be submitted to the president on Monday before twelve o'clock at Djokjakarta (Central Java), a day before the definitive command announced by Soekarno will be given. Soekarno left today for Bali, from where he will travel to Djokjakarta to give there at a mass meeting the "last orders" concerning New Guinea.
