Words and deeds of the Indonesian army Nasution's speech says he put five demands to President Sukarno, including the appointment of an army commander, reorganisation of the leadership of the services and action against political parties, organisations and mass organisations implicated in the September 30th affair; he clamours for a "continued campaign of purging and tidying up" within every institution; he exclaims that some people still believe and spread the claims of the September 30th Movement. Radio Republik Indonesia broadcast at noon on 25 October the following speech by Coordinating Minister for Defence and Security Nasution to the members of the Armed Forces Staff and the Body Assisting the Leader of the Revolution: "This is the first time since the treasonous event of 1 October that I have met the whole Armed Forces Staff and the whole Defence and Security group. I thank God, who still allows us to continue to carry out our tasks at our posts. I thank you for your concern for my personal safety and for your good wishes, and for mourning the sacrifice of my child. Thank you. Brothers, what is most important now is that we should become aware of how bad the adventurers are who seek to realise personal ambitions and political ambitions. They carried out acts of treason and persecution called the 'September 30th Movement' and launched a policy called the Revolutionary Council. For several years they had made preparations to infiltrate our units and institutions, and for months they systematically spread slanders: that there was a Council of Generals that would carry out a coup, that among us there were local army friends of old and new colonialism and imperialism, that documents – false documents – had been discovered, and so on, so that many people were taken in by these slanders. I have said many times that slander is indeed more vicious than carrying out a massacre. As an adherent of the 'Seven Principles' [Sapta Marga] I am at present feeling distress. Every soldier cannot depart from the third principle: a soldier, as a hero who believes in God, should always uphold loyalty, truth and justice. That is the 'Seven Principles'. They slandered, saying that bureaucrat-capitalist generals were going to carry out a coup and therefore a counter-coup had to be launched in advance; they slandered, saying that because a Council of Generals had been set up, a Revolutionary Council had to be set up. The agents of the 'September 30th Movement' and the Revolutionary Council continue even now to spread this slander, and there are still people who believe them. Indeed, their preparations and plans were truly astonishing, and the political, military and mass forces they mobilised were truly huge. But God is always on our side, because God always supports truth. Our present struggle has not weakened or neglected confrontation with old and new colonialism and imperialism, as our Supreme Commander has always instructed, namely, to uphold truth and justice, to continue collecting evidence, to continue taking action, to continue praying. Only thus can a strong spiritual foundation be laid, that is, to realise the mandate of the people – ××× (reception unclear) the durability of our revolution. In the first week after the event, as Chief of Staff of the Armed Forces, it was my duty to ask His Excellency the President, the Supreme Commander, to give consideration to five basic questions as material for his deliberation. First, the question of upholding justice. Second, appointing an army commander. Third, reorganising the leadership of the services implicated in the event. Fourth, carrying out Presidential Decision No. 7 against the political parties, organisations and mass organisations implicated in the event. Fifth, tidying up the state's secret agencies so as to eliminate the atmosphere of slander. All our government organs should help our great leader, our Supreme Commander, to seek evidence. Everything is for laying a strong spiritual foundation to restore calm, politics and order, so that we can devote all our strength to old and new colonialism and imperialism, and thus make the two People's Mandates successful, as the Supreme Commander has instructed. Everything should be settled in the spirit of upholding truth and justice (in the September 30th Movement affair), and not as a matter of emotion, nor become a matter of revenge, because that is not compatible with faith in God. Piously carry out His commands and avoid doing what He forbids. This means upholding truth, justice and freedom, upholding rights, and means fighting against slander, treason, persecution and oppression. We are different from our adversaries – the 'September 30th Movement' and its Revolutionary Council – and with regard to both wealth and life we should avoid slander, treason and persecution. On the contrary, on the other hand, we must stand the test in carrying out the Seven Principles. Brothers, this despicable bloody event has given us a great ability, namely to see clearly who are friends and who are adversaries, and to see clearly the hidden enemies. Therefore in every institution, and also within our Armed Forces Staff, the campaign of purging and tidying up should continue. Every region should clear out the adventurers or their supporters; the people everywhere are evidently carrying out purges and hunts spontaneously. The people spontaneously searched out thousands of illegal weapons distributed by the counter-revolutionaries. The people and every institution realise that these slanderers and traitors, persons and organisations alike, should be cleared out; otherwise adventures may occur again in the future. Brothers, we soldiers should bring out our abilities so that we can better carry out the 'Seven Principles'. Let us not make these sacrifices worthless sacrifices. God is with us, God stands on the side of those who uphold justice and truth. Brothers, this is all I wish to say at this meeting." Suharto's speech at the inauguration of a group of newly appointed army officers clamours to "arouse tremendous counter-attacking strength and completely weaken and defeat" the September 30th Movement. Radio Republik Indonesia broadcast on 25 October a recording of the speech by Minister and Army Commander Major-General Suharto at the ceremony of appointing a group of officers to replace the six officers who were executed [sic]: "Generals and officers, you have just seen me appoint new officials of the Army Headquarters and several principal commanders. Because of the treacherous acts of the 'September 30th counter-revolutionary movement', several officials died, leaving some vacancies. Time is pressing, and in order to consolidate the whole army and Army Headquarters immediately so as to carry out all the tasks entrusted to all of us by His Excellency the President of the Republic of Indonesia, Supreme Commander of the Armed Forces and Great Leader of the Revolution Bung Karno and by the Indonesian people, I was a few days ago entrusted with the highest leadership of the army. Now I entrust the officers I have appointed today to help me carry out this very heavy task. We already know that the aim of the 'September 30th counter-revolutionary movement', which has been defeated by us (thanks be to God), was to smash the main strength of the army. They miscalculated: after their first treacherous blow we did not lose our reason or fold our arms; on the contrary, we stirred our spirit and aroused tremendous counter-attacking strength, completely weakening and defeating their treacherous attempt and aims. Generals and officers, and officials and my principal assistants whom I have just appointed, I hope that in facing all the problems the army faces there will always be mutual understanding and unanimity ××× (reception unclear). I hope there will be good cooperation in fulfilling the army's tasks and in drawing ××× lessons from everything that has happened." Suharto's speech in Bandung says the Indonesian Communist Party was the "protagonist" of the September 30th Movement; he clamours that the army's task is to "restore security and order"; he exclaims that the September 30th Movement has spread to Central Java and East Java. The Antara news agency reported on 1 November the speech made by Minister and Army Commander Major-General Suharto on 30 October at the closing ceremony of the Second Infantry Officers' Training Course in Bandung. The speech said: "There is a question that must be deeply understood: the counter-revolutionary movement calling itself the 'September 30th Movement' is not only an internal army affair but a national affair." "Certain quarters and groups indeed want to narrow and limit the scope of this question, as if this event were merely an internal army problem, saying that the September 30th Movement was directed against the 'Council of Generals', which allegedly was about to carry out a coup and endanger state security. But later the facts proved that it was precisely the self-styled 'September 30th Movement' itself that carried out a coup." "Later facts further proved that those quarters and groups that tried to narrow the scope of the question, that is, saying that the 'September 30th Movement' was purely an internal army problem, were more or less implicated, or even manipulated behind the scenes the counter-revolutionary movement calling itself the 'September 30th Movement'." "According to the results of analysis of the events and atmosphere that took place beforehand, it is very clear that this movement was not a movement that broke out spontaneously on 30 September, but the culmination of a series of events carefully prepared in advance. The atmosphere created before the event, in which one group slandered another and stirred up base emotions, and the gloomy social and economic situation that was created, were all regarded by them as an atmosphere and situation already very favourable for launching the above counter-revolutionary movement in advance." "When they considered that the political, social and economic atmosphere and situation had become ripe, they used 'action against the Council of Generals' as a pretext and, under the cover of patriotic slogans, gave birth to the wolf cub they named the 'Indonesian Revolutionary Council'." "Every play always has a protagonist, supporting roles and a director. Likewise, the counter-revolutionary movement calling itself the 'September 30th Movement' did not depart from the above rule; it too had its protagonist, supporting roles, director and staff. The leading role was played by Untung and some members of the armed forces of the Republic of Indonesia; the supporting roles were played by members of the People's Youth and members of the Indonesian Women's Movement Association [Gerwani]. According to the facts and the results of interrogations, and important documents that have fallen into our hands, it is proved that the protagonist of this event was the Indonesian Communist Party, which was implicated in this event as the staff of the above-mentioned counter-revolutionary movement." "It is not correct to say that the Air Force as an organisation was implicated in this event, yet it cannot be denied that some personnel of the Air Force of the Republic of Indonesia consciously involved themselves in the above movement." "In reply to this question, I can point out that, according to the assessment made by the staff and the protagonists of the above counter-revolutionary movement, the army was regarded by them as the main obstacle when they took action to seize state power." "In this they miscalculated; the Indonesian National Army – the army – born in the circumstances of the national independence struggle, has always been full of vitality and has a politically conscious outlook of which we can be very proud; it was not paralysed or helpless, but at the same time took action to save the situation, and struck and smashed the above-mentioned dangerous adventure. To uphold the Proclamation of Independence of 17 August 1945 and to fulfil the mission of relieving the people's suffering, it will continue to take action to eliminate completely the remnants of the adventure." "In its efforts to eliminate the counter-revolutionary movement calling itself the 'September 30th Movement', the army leadership has taken measures based on the measures taken by His Excellency the President, Supreme Commander of the Armed Forces of the Republic of Indonesia and Great Leader of the Revolution Bung Karno. The 'September 30th Movement' has now spread to a number of regions, especially Central Java and East Java." "We have a duty to help the national leadership with the political settlement, to help it try to create a calm and orderly atmosphere and to collect the facts that will help settle the above questions." "As regards restoring security and order, the task of settling this has been entrusted to us; therefore the army, together with the whole armed forces, with the help of all strata of society that are truly loyal to the Pancasila, will continue to try to smash and eliminate the counter-revolutionary movement completely and thoroughly." "Because a number of army members were implicated in this counter-revolutionary movement, it is necessary within the army to carry out a purge, whether of a repressive, preventive or educational nature, and to correct the mistakes conscientiously and thoroughly, as a means of preventing this grievous event from happening again." "I am convinced that, as a result of the counter-revolutionary movement calling itself the 'September 30th Movement', the Indonesian National Army – the army – is not weakened in strength; on the contrary, it is becoming purified and more mature in dealing with the problems affecting the conditions of national and state life." Directive of Brigadier-General Sugiyanto [Sugiyanto? – "苏吉普托"; name uncertain] claims that regional authorities have been ordered to prevent strikes. The Antara news agency reported on 23 October: Brigadier-General Sugiyanto, head of Group V of the Supreme Operations Command, said that signs had been seen of September 30th Movement elements organising strikes. For this reason regional administrative bodies, especially those in Java, have been instructed to prevent strikes. The head of the Army Information Service says, in answer to a question by an Asahi Shimbun reporter, that the "purge" in the armed forces is continuing; says that the present enemy in the country is "armed Communists and members of the Youth Front, etc." Tokyo's Asahi Shimbun reported on 23 October that Brigadier-General Subroto [Soebroto? – "苏布罗托"; Brig.-Gen. Ibnu Subroto], head of the Indonesian Army Information Service, had on the 20th a thirty-minute conversation with the paper's Jakarta correspondent. A summary of the contents of the conversation follows: Q: To what extent has the purge of participants in the "September 30th Movement" progressed? A: Ninety per cent of the persons concerned within the armed forces have been purged. Those not yet arrested include Colonel Suherman [Soeherman] and others; he took part in the coup from the Diponegoro Division in Central Java. Q: It is said that the "September 30th coup" was most closely related to the Air Force; is this so? A: The Air Force as an organisation had nothing to do with the coup, but as individuals quite a few officers took part in it. The purge of the persons concerned has also begun within the Air Force, and officers of field rank and above have all been arrested. Q: What is the situation of the Communist Party and the youth front and women's organisations under its influence? A: They took part in the coup as organisations; this has been proved by the results of our searches. Few members of the Communist Party took part in the coup [sic]. If we ascertain that the Communist Party as an organisation took part in this coup, we shall completely halt the party's activities. Q: Who is the present enemy at home? A: Traitors holding weapons, that is, armed Communists and members of the Youth Front, etc. Q: How many weapons have been recovered? A: This work is not finished. It is estimated that 3,000 guns were issued in Java at the time of the coup, of which four or five hundred have been found in Jakarta. Q: It is heard that armed Communists will wage guerrilla warfare in Central Java? A: There is a very great possibility that they are hiding in the mountain areas of Central Java. Even if you (the Japanese journalists) go to Central Java you will not meet Communist cadres. If you go to the mountains you may be shot at by them. The main task at present is to sweep them out. Q: When will the martial law in Jakarta be lifted? A: At present martial law has been declared in order to search for the traitors' weapons. This situation will continue for some time. Army authorities in various places ban the Communist Party and progressive organisations. Order of the commander of the Seventh Military Region: The Antara news agency reported on 23 October that Colonel Suryo Sumpeno [Soerjo Soempeno? – "苏尔约·顺彭诺"; Brig.-Gen. Soeharto/Surono – name uncertain], commander of the Seventh Military Region, in his capacity as holder of authority for carrying out the two People's Mandates in Central Java and Yogyakarta, suspended all activities of the Indonesian Communist Party and its affiliated mass organisations. In the order he issued on 20 October, he ordered the officials of the PKI and its affiliated organisations to report to the authorities concerned. Radio Republik Indonesia broadcast on the evening of 20 October: the commander of the Seventh Military Region, as liaison military supervisor ×××(reception unclear, below likewise) for the Special Region of Yogyakarta, Surakarta and Kedu, in his decision temporarily banned the activities of the Indonesian Communist Party and its affiliated mass organisations – the People's Youth, the Indonesian Women's Movement Association [Gerwani], the Indonesian University Students' Movement Alliance [CGMI], ×××, the People's Cultural Institute [Lekra], the Indonesian University Students' Union, the Indonesian Peasants' Front [BTI] and the All-Indonesian Central Organisation of Trade Unions [SOBSI] – and their local organisations and branches in the Special Region of Yogyakarta. In addition, it also temporarily halted all activities of the members of the above political organisations and mass organisations in the ××× organs and legislative bodies within the Special Region of Yogyakarta. The ××× buildings of the above political and mass organisations have been placed under the control of the commander of the Seventh Military Region.
