Ju lutemi kjo ceshtje t'i transmetohet shokut Tien Siao Pin si sekretar i pergjithshem i partise per te informuar udhehegjen. Ceshtja ka te beje me marksist-leninistet polake. Ne jemi informuar nga shoket marksiste-leniniste polake se kane vendosur te krijojne Partine Marksiste-Leniniste Polake. Formimin e Partise na thone do ta deklarojne permes nje trakti qe do te leshojne, na kane thene se kane marre te gjitha masat e nevojshme te punojne ne kushtet e reaksionit te madh qe mund te veprojne revizionistet polake me formimin e partise marksiste-leniniste. Ne e konsiderojme kete hap te marksiste-leninisteve shume te rendesishem dhe serioz, si nje ngjarje me rendesi, jo vetem pse behet ne Poloni — per Polonine — por ka rendesi per te gjitha vendet ku sundojne revizionistet, sidomos edhe ne Bashkimin Sovjetik kur te marrin vesh qe marksiste-leninistet polake po krijojne partine e tyre. Ne dime prej kohesh qe shoket marksiste-leniniste polake jane njohur si me shoket e ambasades suaj, ashtu dhe me tonet, ne Varshave. Ndoshta shoket marksiste-leniniste polake do t'i kene vene ne dijeni shoket e ambasades suaj, sido qofte ne perseri e ndiejme per detyre te informojme udhehegjen e Partise Komuniste moter te Kines nepermjet jush, duke ia transmetuar kete qe po ju them shokut Tien Siao Pin. Shoket polake na kane thene qe kete ceshtje ata e konsiderojne shume te rendesishme e njekohesisht edhe shume konspirative, me qellim qe ne te jemi ne dijeni, por edhe perfaqesia jone ne Varshave te jete e kujdeshme nga provokacionet qe mund te behen nga revizionistet. Revizionistet me siguri do te hidhen kunder jush dhe nesh, prandaj ne do te jemi te kujdeshem. Ne e dime sa e kujdesshme eshte Partia Komuniste moter e Kines per ruajtjen e ketij sekreti qe ka te beje me shoket polake. II.— Dua t'ju them se kete vit jemi munduar te ndihmojme ne shume drejtime forcat marksiste-leniniste me te cilat kemi lidhje. Pervec materialeve ideologjike — ardhjes ne Shqiperi te perfaqesuesve te partive dhe grupeve marksiste-leniniste, me te cilet kemi shkembyer mendime, kemi organizuar seminare per ceshtje qe ata vete jane interesuar, brenda mundesive tona dhe ndihmes qe Partia Komuniste e Kines vuri ne dispozicion tone per vitet 1964-65, keto forca jane ndihmuar edhe materialisht. Tani ndodhen ne vendin tone dy grupe shokesh spanjolle dhe portogeze, me te cilet zhvillohet nje seminar per ceshtje qe vete udhehegjet marksiste-leniniste spanjolle dhe portogeze kane kerkuar: ideologjike dhe ushtarake. Shume parti motra dhe forca marksiste-leniniste kane kerkuar te dergojne ne Shqiperi njerez te tyre per te organizuar me ta seminare dhe kurse. Ne u kemi premtuar atyre dhe do t'i presim. Per kete qellim na duhet domosdo te bejme shpenzime dhe t'i ndihmojme brenda mundesive shoket tone marksiste-leniniste, kudo qe jane. Ja per shembull shoket indoneziane kane biseduar me ambasadorin tone ne Pekin mbi studentet indoneziane qe jane ne vendet === [PDF page 3] === revizioniste, ku ka komuniste, ka elemente jo komuniste por te mire, po sa jane keta nuk dihen. Ato kane propozuar qe te gjithe keta te vine te mesojne ne Shqiperi. Eshte pastaj edhe qendra e Partise Komuniste te Indonezise per Europen qe sot ndodhet ne Prage. Ne jemi dakord t'i ndihmojme shoket indoneziane. Prandaj kemi menduar qe ata: a) Te na njoftojne sa studente kane ne keto vende nga te cilet duan t'i largojne, b) Te pranojme ata studente qe jane komuniste te mesojne ne vendin tone si ne universitet, ne shkollen e larte te partise, ne shkollat ushtarake. c) Studentet e tjere qe permes Shqiperise mund te shkojne ne ndonje vend tjeter, ne jemi gati t'i ndihmojme. Ne jemi gjithashtu dakord qe qendren e partise per Europen, shoket indoneziane ta kene ne Shqiperi. Ketu ata do kene mundesi dhe kushte me te mira pune ne interes te partise se tyre. Per te gjitha keto partia jone e quan si detyren e saj internacionaliste te ndihmoje me gjithe mundesite e pakta materiale qe juve i dini mire. === [Page 1] === 16.XII.1965 To the Chinese Ambassador I have asked to see you about a matter which our Party considers very important and at the same time necessary to inform the leadership of your Party about. Please transmit this matter to comrade Teng Hsiao-p'ing [Deng Xiaoping], as general secretary of the Party, in order to inform the leadership. The matter concerns the Polish Marxist-Leninists. We have been informed by the Polish Marxist-Leninist comrades that they have decided to create the Polish Marxist-Leninist Party. They tell us that they will declare the formation of the Party through a leaflet that they will issue; they told us that they have taken all the necessary measures to work in the conditions of the great reaction that the Polish revisionists can mount against the formation of the Marxist-Leninist party. We consider this step of the Marxist-Leninists very important and serious, an event of significance, not only because it is taking place in Poland – for Poland – but it is of importance for all the countries where revisionists rule, especially also in the Soviet Union when they learn that the Polish Marxist-Leninists are creating their party. We have known for some time that the Polish Marxist-Leninist comrades have become acquainted both with the comrades of your embassy and with ours, in Warsaw. Perhaps the Polish Marxist-Leninists will have informed the comrades of your embassy; in any case we again feel it our duty to inform the leadership of the sister Communist Party of China through you, by transmitting to comrade Teng Hsiao-p'ing what I am telling you. The Polish comrades have told us that they consider this matter very important and at the same time very conspiratorial, with the aim that we should know, but also that our representation in Warsaw should be careful of the provocations that may be made by the revisionists. The revisionists will surely turn against you and against us, therefore we shall be careful. === [Page 2] === – 2 – We, as you know, got to know Polish Marxist-Leninist comrades about two years ago and informed your leadership. We have continuously had contacts with them and have given them the help they asked of us. According to our possibilities, we have given them funds, a duplicating machine, a typewriter. We feel it our duty, both now and in the future, to help the Polish Marxist-Leninist comrades with the means and possibilities we have, which you know are few. I ask you once more to understand us: that despite the highly conspiratorial character of the matter of which the Polish Marxist-Leninist comrades have informed us, the Central Committee of our Party, through comrade Teng Hsiao-p'ing, cannot fail to inform the leadership of the Communist Party of China. We know how careful the sister Communist Party of China is in keeping this secret concerning the Polish comrades. II. I want to tell you that this year we have tried to help in many directions the Marxist-Leninist forces with which we have ties. Besides ideological materials – the coming to Albania of representatives of Marxist-Leninist parties and groups, we have exchanged views with them, we have organised seminars on questions in which they were interested, within our possibilities and the help that the Communist Party of China placed at our disposal for the years 1964-65, these forces have also been helped materially. In our country at present there are two groups of Spanish and Portuguese comrades, with whom a seminar is being held on questions that the Spanish and Portuguese Marxist-Leninists themselves requested: ideological and military leadership. Sister parties and Marxist-Leninist forces have asked a great deal that we send one of their people to Albania to organise seminars and courses with them. We have promised them and we shall receive them. For seminars and courses we must necessarily make expenditure and help our Marxist-Leninist comrades with this aim, wherever they are, within our possibilities. Here, for example, the Indonesian comrades have talked with our ambassador in Peking about the Indonesian students who are in the countries [Translator's note: OCR garbled; text continues on page 3 – "revisionist countries"], === [Page 3] === revisionist, where there are communists, there are non-communist but good elements, but how many these are is not known. They have proposed that all of these come to study in Albania. There is then also the general [leadership] of the Communist Party of Indonesia for Europe, which is today in Prague. We agree to help the Indonesian comrades. Therefore we have thought that they should: a) inform us how many students they have in these countries from whom they wish to withdraw them; b) we will accept those students who are communists to study in our country, at the university, at the Party's higher school, at the military schools; c) as for the other students who may go through Albania to some other country, we are ready to help them. We also agree that the Indonesian comrades should have the Party's centre for Europe in Albania. Here they will have better possibilities and conditions of work in the interest of their Party. For all this our Party considers it its internationalist duty to help with all the few material possibilities which you know well.
